27 April 2020 Minutes of the meeting of the Planning Committee South Staffordshire Council held in the Virtual meetiing [Venue Address] on Tuesday, 21 April 2020 at 18:30 Present:- Councillor Penny Allen, Councillor Len Bates, Councillor Chris Benton, Councillor Barry Bond, Councillor Mike Boyle, Councillor Jo Chapman, Councillor Brian Cox, Councillor Matt Ewart, Councillor Rita Heseltine, Councillor Lin Hingley, Councillor Diane Holmes, Councillor Janet Johnson, Councillor Michael Lawrence, Councillor Roger Lees, Councillor Dave Lockley, Councillor Terry Mason, Councillor Robert Reade, Councillor Robert Spencer, Councillor Christopher Steel ALSO IN ATTENDANCE Annette Roberts, Sue Frith, Kelly Harris, Manjit Dhillon and Simon Hawes (SCC) 57 MINUTES RESOLVED: that the minutes of the meeting of the Planning Committee held on the 17 March 2020 be approved and signed by the Chairman 58 APOLOGIES Apologies for non-attendance were submitted on behalf of Councillor R Cope and I Ford 59 DECLARATIONS OF INTEREST Councillor Spencer declared an interest in application no 20/0001/FUL and after speaking as the local member took no further part in consideration of this item 60 DETERMINATION OF PLANNING APPLICATIONS The Committee received the report of the Development Management Team Manager, together with information and details received after the agenda was prepared. 19/00036/OUT – SEISDON LANDFIL SITE, EBSTREE ROAD, SEISDON, SOUTH STAFFORDSHIRE – APPLICANT – SEISDON UK LTD – PARISH – TRYSULL AND SEISDON Councillor Mason moved that application be deferred to the next meeting to enable the Case Officer to fully consider Mr Nugent’s comments in light of the NPPF 2019 and update the Committee report if necessary, so that Members can be assured they are making the right decisions based on the most up to date information. Councillor R Lees seconded the motion. The motion was carried. 27 April 2020 RESOLVED: that application 19/00036/OUT be deferred to the next meeting to allow time for members to seek assurance on matters raised. 19/00777/FUL – THE PADDOCKS, MILE FLAT, GREENSFORGE, KINGSWINFORD, DY6 0AU - APPLICANT – MR S SANKEY – PARISH – KINVER Councillor L Hingley supported the Planning Officers recommendation. RESOLVED: that the application be approved as recommended. 19/00908/FUL – WEST WING, SHORE CROFT, SANDY LANE, HATHERTON, WS11 1RF – APPLICANT – MS E WRAY – PARISH – HATHERTON Councillor Benton noted that there had been amendments to the proposal and supported the Officer recommendation RESOLVED: that the application be approved as recommended. 20/00001/FUL – CHARLESFIELD, OAKEN LANE, OAKEN, WOLVERHAMPTON, WV8 2BD – APPLICANT – MR JOHN MICHELL – PARISH – CODSALL Councillor Spencer spoke as the Local Member and noted there had been no objections to the proposal. There was no discussion of the application and Councillor Spencer did not vote, as he had declared an interest in the application, as Councillor Michell is his fellow ward councillor. RESOLVED: that the application be approved as recommended. 20/00161/COM – PUMP HOUSE, DIPPONS LANE, PERTON – APPLICANT – SEVERN TRENT WATER LTD – PARISH - PERTON The Committee were reminded that the Council were a consultee to Staffordshire County Council and not required to determine this application. The application referred to the extension of an existing sewage pumping station and relocation of an existing agricultural access track. There was one speaker, Antonia Wyatt, an Agent, who spoke in favour of the application and addressed the concerns of the Parish Council Councillor Philip Davis spoke as the Local Member and commented that the Parish Council will take up their outstanding concerns with the County Council. Councillor P Allen commented that there were issues of flooding in some months in winter in this area. Councillor R Heseltine commented that the site had been an eyesore in the past and there were currently safety issues on the site. Councillor Mason suggested these issues were taken up with the County Council RESOLVED: that Staffordshire County Council be advised that South Staffordshire Council had no objections to the proposal, subject to the imposition of conditions requesting the submission and approval of a 27 April 2020 surface water drainage scheme and the submission and approval of a landscape scheme, together with any other relevant conditions 61 MONTHLY UPDATE REPORT The Committee received the report of the Lead Planning Manager informing the Committee on key matters including training; changes that impact on National Policy; any recent appeal decisions; relevant planning enforcement cases (quarterly); and latest data produced by the Ministry of Housing Communities and Local Government The Meeting ended at: 19:15 CHAIRMAN .
