5 ATHLETICS TASMANIA MEMBERSHIP 2010-2011

Athletes, administrators, officials and coaches may become members of Athletics Tasmania (and the Tasmanian Athletic league) through the AT registration system. The registration/membership year runs from 1 April to 31 March in the following year. All registrations cease on 31 March each year and become renewable immediately. However a member will be deemed financial until 30 April, with the exception of any Tasmanian Championships relating to the new registration period. This is designed both to provide a grace period to get re-registered and to enable participation in interstate carnival events (such as Stawell) and National Championships that relate to the just concluded registration year in Tasmania.

The preferred method of effecting registration is via the online registration system on the Athletics Tasmania website – www.tasathletics.org.au . Hard copy registration forms are available for those who are not able to access the on line system.

CATEGORIES OF REGISTRATIONS

As from 2010-11 for most seeking to register with Athletics Tasmania the procedure will involve a single action to complete the previous two or three-fold process – joining a club, a branch (for northern and southern athletes) and AT. [Note that north west based registrants joining the North West AC do not also need to join a branch, as this is automatic with club membership.] In most cases the two or three levels of membership can be achieved simultaneously by using either the online system and paying the necessary fees by credit card OR using hard copy and making payment to the club.

Administrators and officials – there is no AT fee for administrators or officials. Administrators and officials should register to ensure they are adequately covered for all applicable forms of insurance. Those registered as athletes are not required to also register as an official or administrator. Officials and administrators may register directly with AT or through a club and/or branch.

Coaches – eligible coaches seeking insurance may register either with AT or through the Australian Track and Field Coaches insurance system. Qualifications are recognised equally by both processes. To ensure recognition and eligibility for support, grants etc, coaches who opt to register/insure with ATFCA, should also register as an official or administrator with AT, if not registered with AT as an athlete.

Athletes – athletes must turn 10 years of age (9 years for out of stadium competition only) in the year of registration in order to be eligible to register and become a member of AT. There is no upper age limit but insurance ceases to be available to athletes on attaining their 80 th birthday.

Athletes may opt to register as a fully registered member (covering track and field as well as out of stadium competition or track and field only) OR for out of stadium competition only. Athletes who initially register as OOS only may obtain full registration by paying the applicable top up fee.

TAL Carnival Participation – For the 2010-11 season, Athletics Tasmania and the Tasmanian Athletic League will again have a unified registration system. This means that all athletes will register with AT and will also be able to compete in TAL Carnivals competition, without needing to register separately.

To compete in a TAL Carnival an athlete will need to be registered with AT in the normal way. Upon entering their first carnival for the season, the athlete will pay a $22 Carnivals fee and then for each Carnival, including the first, the applicable event entry fees for the Carnival.

REGISTRATION GUIDELINES (as revised after 2009 Annual General Meeting)

1. No athlete may compete in any club, branch, TAL or AT event without being registered; [Note: that special arrangements apply to bona fide public funs runs, that are specifically notified to AT by clubs and branches.]

2. EXCEPTION: Athletes who have not been registered with AT since 2005-06 may compete for up to two competition days during the track and field season (other than TAL events and Tasmanian Championships) without registering, upon payment to AT through the applicable branch of a “Trialling Athlete” registration fee of $10 (including GST) per day. Whether the athlete subsequently registers or not, the branch will retain the fee.

Note that as from 2009-10, there is no restriction on the dates when athletes may access this option, with the exception that only fully registered athletes may participate in TAL Carnivals or Tasmanian Championships (other than All Schools events).

Athletes who have not been registered with AT since 2006-07 may compete on one occasion in out of stadium competition without registering, upon payment to the organising club or branch of a fee of $5 per competition day. Whether the athlete subsequently registers or not, the branch will retain the fee.

Any athlete seeking to compete in out of stadium competition on a second or subsequent occasion must be registered with AT regardless of whether they have previously been registered or not.

3. As from 1.4.07, no athlete may compete in Tasmanian Championships (other than all schools championships) in track and field, cross country, road walking or mountain running without being registered with AT for that season. Non-registered athletes may compete in individual Tasmanian Championships in road running (including 5km series, 10km series, half marathon and marathon) upon payment of the relevant non-registered fee for that event.

4. For 2009-10 at least, athletes who have previously only been registered with the TAL, may choose to register with the TAL “branch” rather than through a standard club/branch.

5. All athletes using the training facilities at the Domain or St Leonards are also expected to pay the applicable venue training fee. For 2010-11 payment of this will be trialled on a honesty basis – in others words athletes are given the option via the registration system to pay or not pay the fee. Should the optional system not be honoured, a return to the compulsory payment system will be considered for future years.

6. Athletes born in 1998/99/2000 who are already members of the Tasmanian Little Athletics Association, may register with AT upon the payment of the “dual registration” fee of $52, plus any additional fees levied by club/branches.

The preferred method of entry for all AT Championships and events is online through the AT website – www.tasathletics.org.au

Where internet access is not available, hard copy entry forms may be used – obtainable from the AT office or competition venues.

TASMANIAN INSTITUE OF SPORT

Program: The program is an integral part of Athletics Australia’s High Performance Program and will provide leadership and direction to Tasmania’s elite and emerging elite and their coaches. It aims to assist the development of coaching in Tasmania, and to enhance the performance of Tasmanian athletics within the National Program. A significant focus will be on developing athletes with input into programs developed in partnership with Athletics Tasmania and the Australian Track and Field Coaches Association.

The program is aligned with the standards of the other State Institutes and Academies of Sport and the National Program. The selection criteria set are aimed at encouraging the elite, junior elite with ambition to make National teams.

The TIS Track and Field Program is funded by the TIS and Athletics Australia and supported by Athletics Tasmania. In particular, the program will focus on developing young talent to impact on future national representation.

Location: The TIS Track and Field State Performance Coordinator is based at the Silverdome Complex in Launceston, but works with athletes and their coaches around the State.

SCHOLARSHIPS Each year, athletes that satisfy the qualifying standards are invited to become scholarship holders. These athletes are eligible for assistance in pursuing their efforts to attain selection for National teams. In 2010, the and World Juniors will be the major championships targeted.

AT/TIS EUROPCAR DEVELOPMENT SQUAD This squad is the underpinning group to the TIS scholarship holders. Members are expected to participate in programs organised to assist their development to senior representative level. There is also an obligation to compete at State Championships and regard Athletics as a primary sporting focus. Selection criteria are posted on the Athletics Tasmania website and are subject to continual review.

15 Athletics South Track and Field Interclub Rules 1. Competition will be conducted under the rules of the International Association of Athletic Federations, Athletics Australia and Athletics Tasmania. 2.(a) Correct club costume and current registration numbers (affixed by the four corners) must be worn at all times, otherwise points will not be scored. This rule will be strictly enforced from the first Interclub Premiership Round except that an athlete competing for the first time in a season will be allowed one day's competition to obtain registration numbers which must be properly attached to the uniform at his/her next competitive meeting. Under 14 athletes who are dual registered with the TLAA may compete in their TLAA competition uniforms. Independents must wear white singlets. An athlete failing to comply with this rule will not be allowed to compete unless prior permission is obtained from the Competition Director. (b) Athletes not registered with the A.T. or A.A. and who have not been registered within the last three (3) calendar years will be required to complete a trialling member form and pay a $10.00 entry fee per day for a maximum of two (2) occasions. After two occasions an athlete must register with a club or as an independent. Any athlete who has been registered within the last three (3) calendar years will be required to be registered before competing. Unregistered athletes will not be allowed to compete due to insurance issues. Special registration arrangements have been introduced for athletes registered with the TAL. 3. Entries : (a) Entries for all track and field events and relays shall close thirty (30 ) minutes before the event starting time, with the entry stewards. No entries will be accepted after this time. No entries will be accepted at competition sites. (b) All athletes should enter their expected performance and personal best on their entry. (c) Field: when entering, athletes are to indicate the session they are competing in and the weight of the implement where applicable. (indicating their age also helps). (d) An athlete may compete in only one (1) session of an event on each day of competition. (e) When necessary the Competition Director may limit the number of athletes competing in each session. (f) Women wishing to compete in men’s events need to indicate on their entry. (g) All athletes competing are eligible to score points for their club 4. Field Events: (a) With the exception of the high jump and pole vault where the normal rules of competition will apply, each competitor in field events will be allowed three (3) attempts and, if they reach the eleven (11) point standard, will be allowed an additional attempt with the exception of those athletes reaching the nineteen (19) point standard who will receive three additional attempts. (b) If a competitor's name is called and he/she fails to answer for any reason whatsoever he/she will not be eligible to contest that round, provided the event is not earlier than the advertised time. (c)An athlete who wishes to use his/her own throwing implement for competition, must present the implement to the Branch Technical Manager on the day of competition for inspection.

23 TRACK AND FIELD INTERCLUB RULES FOR NORTHERN BRANCH OF ATHLETICS TASMANIA

1. Competition will be conducted under the rules of the International Association of Athletic Federations, Athletics Australia, Athletics Tasmania and Northern Branch of Athletics Tasmania.

2. No athlete may compete in any Athletics Tasmania, Branch or Club event without being registered. Exception : Athletes who have not been registered with Athletics Tasmania in the past three (3) years may compete without registering , upon payment of $10.00 fee. They will be issued with numbers that must be worn both front and back on the singlet or top. Numbers issued must be returned at the end of competition to the entry stewards. After two competitions an athlete must register with a club before competing again.

Note : Unregistered athletes are not insured and will not receive interclub points for any performances while unregistered.

3. Correct club uniform with current registration numbers (affixed by the four corners) must be worn at all times. An athlete failing to comply with this rule will not be allowed to compete unless prior permission has been obtained from the Competition Director and a $10.00 fee has been paid to hire an set of temporary numbers. If an athlete wishes to wear tights they must be the same colour as their club uniform and do not display any advertising or makers logos.

4. Entries for all track and field events and relays shall close twenty (30) minutes before the advertised starting time for the event with the entry stewards.

5. Track events. Entries will not be accepted by the starter. All athletes are required to use starting blocks for all events up to and including 400m. This also includes the first leg of up to 400m of any relay. Only starting blocks provided by the venue may be used.

24 An athlete may only compete in one division of an event.

6. Field events. Entries will not be accepted on the field sites. Each competitor will be allowed three (3) attempts. If they reach the standard of level two (2) and are in the top eight (8) they will receive three (3) additional attempts any other in the top eight shall receive one (1) additional attempt. An athlete who fails to take their attempt when called will be fouled unless they have arranged with the officials to be absent from the site and can change the order in which they make their attempt. An athlete who wishes to use their own implement for competition must provide a current certificate to show that the implement/s is of the required specifications from the Branch Technical Manager on the day of the competition. The athlete must allow all other competitors to use the implement. Athletes will use the implement appropriate to their age group (see the specifications page)

7. Athletes will enter by providing their season best performance (or previous season best at the first meet) and will be placed in the appropriate division to compete. Points will be allocated level 1 (A+) = 20 points, level 2 (A) = 19 points, level 3 (B) = 18 points, level 4 (C) = 17 points, level 5 (D) = 16 points, level 6 (E) = 15 points, level 7 (F) = 14 points, level 8 (G) = 13 points, level 9 (H) = 12 points, level 10 and (I) = 11 points.

8. Relay points will be allocated to level 6 with points as above.

9. Athletes and teams will be given points for achieving or bettering a performance level.

The ATFCA was formed in 1974 and membership is open to all persons over 16 years of age who undertake and pass an approved course. The annual membership fee includes;

1. All ATFCA members automatically receive an AA registration card, and 2. Registration on the national coach’s database. 3. Insurance (with ATFCA you get a copy of the insurance certificate for your files). 4. You will be kept informed of issues in coaching via the quarterly ATFCA Newsletter . 5. You will be kept up to date with current coaching practice via the quarterly Modern Athlete and Coach. 6. Discounts on ATFCA merchandise and a great range of books, DVD’s and other publications. 7. Discounts on ATFCA courses. 8. You can opt to have your details listed on the athletics coaches' database on the ATFCA website. 9. Discount on attendance at the Athletics Coaching Congress. This year it is in Melbourne at the Jika International from October 2-4. 10. Receive the backing of a professional organisation (it is akin to being a member of any professional organisation with all the attendant protection and advantages). 11. Have a voice in local coaching issues via the ATFCA committee or you can contribute to the management of coaching in Tasmania by joining the committee.

Accreditation is available in 5 levels. Levels I, II, III, IV and V.

The Level I & Level II courses are conducted within the state on a regular basis as a joint venture between Athletics Tasmania and ATFCA Tasmania. The national body of ATFCA runs the courses for Levels III, IV and V.

ATFCA (Tas Branch) is acknowledged as the coaching arm of Athletics Tasmania and the Tasmanian Little Athletics Association.
