ORDER SELECTING AIR CARRIER Summary By this Order, the U.S. Department of Transportation (the Department) is selecting SkyWest Airlines, Inc., branded as Delta Connection (SkyWest), to provide Essential Air Service (EAS) at Chisholm/Hibbing, Minnesota (Hibbing), with 12 nonstop round trips per week to Minneapolis- St. Paul International Airport (MSP) using 50-passenger Bombardier CRJ-200 (CRJ-200) aircraft for a two-year contract term from June 1, 2020, through May 31, 2022, at an annual subsidy rate of $2,463,352.2 Background By Order 2018-2-10 (February 15, 2018), the Department selected SkyWest to provide EAS at Hibbing with 12 nonstop round trips per week to MSP using CRJ-200 aircraft for the two-year contract term from June 1, 2018, through May 31, 2020, at an annual subsidy rate of $2,792,813. As the expiration of the current contract approached, the Department issued Order 2019-11-10 on November 14, 2019, requesting proposals from air carriers interested in providing EAS for a new contract term at the community. In response to that Order, SkyWest was the only air carrier to submit a proposal. STUDY OVERVIEW ECONOMIC IMPACTS FOR ALL PUBLIC AIRPORTS Minnesota is served by an extensive system of 133 public general aviation and commercial ANNUAL EMPLOYMENT ANNUAL PAYROLL service airports that provide essential transportation links, support aviation 94,037 $4.4 B services, and generate a significant amount of economic activity. Starting in late 2018, the ANNUAL ECONOMIC ANNUAL SPENDING ACTIVITY Minnesota Department of Transportation’s Office of Aeronautics studied 126 of these $13.8 B $18.2 B airports to measure their economic impact on the state economy. Throughout this document these 126 airports are referred to STUDY & MAC AIRPORTS as “study airports.” This map shows the geographic location for study and MAC airports. Economic impact results from studies conducted by the Metropolitan Airports Commission (MAC), for their seven airports in the Minneapolis-Saint Paul Metropolitan Area, are incorporated to provide a comprehensive summary of the annual economic impacts generated by all 133 public airports. Since a similar approach was used to estimate impacts for the MAC airports, the findings from the two separate efforts are combined to produce an overall statewide total, as shown in the table on this page. -

The EAA Official Judging Standards is the basis of judging at EAA AirVenture Oshkosh and other major fly-ins and provides judges and the exhibitor/competitors in each class the rules and criteria, which are used in evaluating the aircraft. The purpose of the EAA Official Judging Standards is to provide uniformity and continuity of judging standards to all concerned especially the judges, fly-in directors, and participants of all major events across the United States and around the world. These EAA Official Judging Standards are continuously monitored and updated to reflect changes as they evolve in all these fields, and changes may be implemented before they are published. EAA Members are encouraged to submit their comments and recommendations per the procedures outlined in the EAA Judging Policy published at the end of this Forward. We look forward to responding to the comments made by EAA members who would like to improve the Judging Standards. The Judging Standards Committee represents the EAA Board of Directors and President in all aspects related to standards and judging at the annual International EAA AirVenture Fly-In and Convention held annually on Wittman Regional Airport, Oshkosh, Wisconsin. It is the intent that this manual serves as the standard for judging at EAA events. -
