    Research memo From Ben-Gurion to Netanyahu: The Evolution of Israel’s National Security Strategy By Jacob Nagel and Jonathan Schanzer May 13, 2019 Every White House has an offi cial National Security Strategy (NSS) thanks to the Goldwater-Nichols Act of 1986.1 Th e law mandates annual revisions to the NSS, but the accepted practice is for the White House to publish a new strategy every four years. Th e public nature of the strategy ensures that the document is full of latitudes.p Nonetheless, the requirement to produce the NSS ensures that each president’s national security team conducts a thorough review of U.S. foreign and defense policy. Th e resulting document represents, at least in principle, the authoritative view of the commander in chief. Israel, despite being a country that is under constant threat and thus in constant need of updated national security strategies, has offi cially released only one such document. David Ben-Gurion, the country’s fi rstrime p minister, wrote Israel’s fi rst and only offi cially approved national security document. It was the product of approximately seven weeks of work in 1953, when he took a leave of absence to write it in his small home in the southern desert kibbutz of Sde Boker. Since then, Israel has not published an offi cial, updated security concept. Th ere were at least eethr serious attempts, which this report details. None, however, were successful in becoming offi cial Israeli government documents. Israel is now on the cusp of producing a new national security strategy.

The presenter was Jonathan Green, and the Executive Producer was Claudette Werden. The interviewees were Orly Noy, an Israeli born in Iran and Sara Saleh, an Australian citizen of Palestinian background. Ms Noy is presently on a tour of Australia promoting “an Arab and Middle Eastern alternative to Zionism”. The interview and the program could fairly be categorised as an “analysis of current events” for the purposes of the ABC’s Code of Practice 2019, and the accuracy standard therefore applies. The interview failed to meet that standard. The following is a non-exhaustive list of the factual errors that went unchallenged: 1. Ms Noy described Mizrachi Jews as “the Jewish communities who immigrated to Israel mainly in the early 1950s after the establishment of the State of Israel”. In fact most of the Jews who immigrated to Israel in the early 1950s were Holocaust survivors from Europe. Mizrachi Jews are Jews who were born in countries in the Middle East, including Israel. There is some debate about whether this includes Jews who came from North African countries such as Egypt, Morocco, Libya and Tunisia, but Ms Noy missed this nuance completely.

In recent years, however, Israel has come to increasingly rely on deliberate public disclosure of intelligence data as an instrument of influence and coercion. Such was the case, for instance, when Israeli Prime Minister Benjamin Netanyahu presented, during his annual speech at the United Nations General Assembly last September, photographs of what he claimed was a “secret atomic warehouse” in a Tehran suburb. Five months earlier, Netanyahu publicly revealed with great fanfare Iran’s nuclear archive ― thousands of documents, photos, and videos related to Iran’s secret nuclear program, stolen by Israeli Mossad agents from the Iranian capital in January 2018. These instances, which have received major international attention and may have provided extra motivation to the International Atomic Energy Agency to inspect the suspected nuclear site (and reportedly to uncover incriminating evidence), represent a notable shift in Israel’s basic approach to intelligence use. Evidence of this shift appeared in 2010, when the Israel Defense Forces Northern Command established a precedent by making public a detailed intelligence map specifying the military deployment of Hizballah in a village in southern Lebanon. The following year, Israeli military officials provided the Washington Post with a far more detailed map of Hizballah’s military deployment. Had a war broken out that day, many of the 950 Hizballah installations on that map would have been targeted by the Israeli Air Force.

    Journalism and Mass Communication, March 2018, Vol. 8, No. 3, 165-173 doi: 10.17265/2160-6579/2018.03.005 D DAVID PUBLISHING Supremacy of Social Media in the Hebron Shooting Incident Yaron Katz Holon Institute of Technology, Holon, Israel The controversy in the case of Elor Azaria, an Israeli soldier who shot a Palestinian assailant in the Palestinian city of Hebron, after he was wounded and neutralized, led to a highly emotional public debate threatening a major crisis in the government and society. The incident divided the Israeli public and its leaders, with some expressing outrage over the killing of an incapacitated man, and others supporting even the most extreme response to a stabbing attack. The research argues that the role of governments in preventing exposure of security information was badly shaken following the inability to control information, as the incident was recorded on a mobile phone and uploaded to social media. As demonstrated in this case, local organizations have assumed a new prominence by providing information that previously had been limited by local authorities. The research is looking at the question of who was superior in the Hebron shooting incident: the army, the government, public opinion, traditional media or social media. The conclusions in this case are clear-cut: Social media dominated the entire process and determined its outcome, which was obvious once the video was uploaded on the Internet.     Principles of the Israeli Political-Military Discourse Based on the Recent IDF Strategy Document Kobi Michael and Shmuel Even Relations between the military and political echelons in Israel are complex and multifaceted, both in theory and in practice. The problems resulting from the interface between the two have at times resulted in ineffective military deployment or a crisis of expectations. Moreover, as the positions of the political echelon are never unanimous, its directives to the military have not always been aligned with the government’s position, and sometimes even have been nebulous. In August 2015, the Israel Defense Forces (IDF) released a document entitled the “IDF Strategy” directly addressing the issue. Signed by the chief of staff, the document is notable in part for its proposal to adjust the discourse between the military and political echelons as well as to clarify the role of the chief of staff and his functional autonomy. In this document, the chief of staff suggests to the political echelon how it should formulate directives to the military so that military action will match the political objective in question, and thereby prevent a crisis of expectations. According to the document, the IDF sees its role of achieving “victory,” which does not necessarily mean defeating the enemy; the political echelon together with the chief of staff must define the concept of victory before the military is deployed. The publication of the “IDF Strategy,” unprecedented in Israel’s civil-military relations, also highlights the chief of staff’s sensitivity to Israeli public opinion.
