BILLING AND SONS, LTD., PRINTERS, GUILDFORD PREFACE Fifty years ago Tobacco in England was at its lowest ebb. Snufif was declining in favour, and the increasing practice of smoking was being opposed bitterly by ' Society. To drink tobacco ' was then far from being considered the gentlemanly accomplishment that it was in the reign of Elizabeth or the harmless hobby that it is now. Smoking was regarded as a low vulgar practice, to be indulged in by only artisans, Bohemians, and the scum of society. Only within the last twenty years has smoking regained the social position that it held in the golden age of Queen Bess and the stern times of the seventeenth century.

International Journal of Drug Policy 70 (2019) 78–86 Contents lists available at ScienceDirect International Journal of Drug Policy journal homepage: www.elsevier.com/locate/drugpo Challenges and opportunities for greater tobacco control in Japan T ⁎ Juno Tanigakia, Hemant Poudyalb, a Faculty of Law, Kyoto University, Kyoto, Japan b Medical Education Center, Department of Diabetes, Endocrinology and Nutrition & Department of Cardiovascular Surgery, Graduate School of Medicine, Kyoto University, Kyoto, Japan ARTICLE INFO ABSTRACT Keywords: Japan is a high tobacco burden country with over 20 million smokers in 2017. Tobacco control measures in Tobacco Japan has been criticised as largely inadequate and ineffective despite ratifying the World Health Organization's Japan Framework Convention on Tobacco Control in 2004. Numerous factors such as pro-tobacco legislators, reg- Policy ulatory oversight of the primary Japanese tobacco company from the Ministry of Finance and industry inter- ference on the policy-making process in Japan have prevented aggressive tobacco control efforts. Given the intricate challenges in Japan, it is important to develop feasible and effective smoking cessation strategies. In this paper, we have analysed the trends in tobacco prices, sale and smoking prevalence, major tobacco/smoking policies and some of the industry-related challenges that have prevented the development of effective tobacco control measures in Japan. We have emphasised the need for stronger implementation of the World Health Organization's Framework Convention on Tobacco Control and its MPOWER policy package and to separate the tobacco industry from the tobacco control policymaking process to promote cessation and abstinence from smoking and better sensitisation against exposure to second-hand smoke.

FEDERAL TRADE COMMISSION | OFFICE OF THE SECRETARY | FILED 2/12/2021 | OSCARPUBLIC NO. 600662 | PUBLIC UNITED STATES OF AMERICA FEDERAL TRADE COMMISSION OFFICE OF ADMINSTRATIVE LAW JUDGES In the Matter of Altria Group, Inc. DOCKET NO. 9393 a corporation; and JUUL Labs, Inc. a corporation. COMPLAINT COUNSEL’S MOTION FOR AN ORDER THAT RESPONDENT ALTRIA HAS WAIVED PRIVILEGE Pursuant to Rules 3.22 and 2.11(d), of the Commission Rules of Practice, 16 C.F.R. § 3.22 and 16 C.F.R. § 2.11(d), Complaint Counsel respectfully moves the Court for an order that (1) Respondent Altria has waived any claims of privilege as to documents that it produced during the Commission’s pre-complaint investigation and subsequently sought to claw back and (2) that Altria is precluded from clawing back any documents produced during the pre-complaint investigation going forward from the date of this motion. As set forth in the attached memorandum, Respondent did not take even minimally reasonable steps to prevent disclosure of the purportedly privileged documents that it produced and did not promptly rectify its errors in producing nearly 10,000 documents that it subsequently sought to claw back. See Rule 2.11(d) of the Commission Rules of Practice, 16 C.F.R. 2.11(d). A proposed order is attached.
