GENERIC ISSUESRELATING TO ALL WARDS Safer Scotland The Safer Scotland Anti-Violence Campaign is supported by the Scottish Executive and delivered nationally by the Association of Chief Police Officers (Scotland). The aim of the campaign is to build appropriate alliances to respond to the respective levels of violence in the country. The campaign’s main theme is to find sustainable, innovative solutions to our violence problem through a series of targeted and locally focused campaigns. A knife amnesty took place between 24 May and 30 June 2006 where bins were placed at Motherwell and Wishaw Police Stations for weapon deposits. This did not deter the sub-division‘s stop / search policy with a number of high profile patrols taking place in conjunction with targeted searches of suspected offenders. The campaign is now moving into its next phase and will focus on youth alcohol consumption and associated acts of disorder / antisocial behaviour. This will run from 4 September 2006 to 1 October 2006. Violence Reduction Strategy The Safer Scotland Campaign will be underpinned by the divisional Violence Reduction Strategy that will set out what the Division’s intentions are and how it intends to achieve a reduction in the number of victims of violent crime. This initiative will run until 31 March 2007. Divisional Control Strategy The sub-division will continue to deliver the Divisional Control Strategy in relation to local crime, community safety and antisocial behaviour priorities and will seek to involve partners and the local community to positively impact on community concerns. Problem Solving The establishment of problem solving groups in identifiable communities to identify issues of joint concern, devise joint actions and provide long-term solutions to community priorities is being progressed. Active Citizenship The Police Schools Liaison Officer continues to deliver the Citizenship and the Law Programme in local schools, which aims to develop young people as active citizens and encourage them to take pride in their communities. Antisocial Behaviour Joint working opportunities with the Police, housing providers and NLC Antisocial Task Force will be realised in an effort to tackle recurring antisocial behaviour problems. This will include sharing of information, joint visits to problem tenancies and instigating effective enforcement techniques. 1 2 WARDI - STRATHCLYDEPARK/LADYWELL 2.1 Ongoing Police Issues The main criminal /offensive /antisocial behaviour activities that occur within the park are: Cruising - Individuals engaged in driving about the park in ‘souped up’ modified cars, doing ’doughnuts’ and wheel-spins. Drugs use - Individuals engaged in taking drugs, mainly in cars parked in the park. The majority of possessions are for cannabis. Promiscuous Sexua/Acfivity- Individuals meet to engage in promiscuous sexual activity. Gang Fights- Individuals meet to take part in gang fights. Gangs are also attacking other individuals who are out in the park. 2.2 Emerging Trends 0 Thefts from the camp site area within Strathclyde Park. 2.3 Ongoing Initiatives / Police Activity Problem So/ving - A multi-agency approach is being adopted in relation to recurring problems in the area. ‘Operation Rows’ has been established. In its initial stages it is intended to adopt a long term approach to the issues. Gang Fighting / Youth Disorder - Members of local youth gangs have been identified and all avenues available to the Police are being utilised to tackle the associated problems. 2.4 Incidents of Note / Noteworthy Arrests 12/05/06 Robbery/assault o/s Bazaar Bar - 13 & 14 year old males robbed and assaulted o/s Bazaar Bar. - approached by group of youths punched and kicked and threatened with knife. Mobile phone thereafter stolen. Suspect: 14 year old male identified enquiries ongoing regardinq other suspects. 2 3/0 5/06 Criminal Law(Consolidation)(S) Act 1995 S49 Spine Road - 2 males aged 17 arrested for being in 2 possession of baseball bat and golf club shaft. 31/05/06 Criminal Law (Consolida tion)( S)Act 1995 S47 M & D’s - Male 22 years arrested within M & D’s in possession of a knife. 3 1/05/06 Criminal Law (Consolidation) (S) Act 1995 S50/Assa UI t Victims 21 year old polish male and 42 year old Caribbean male. Shout racial insults at both males bite victim on arm. Male 17 years arrested for racial B.O.P./assault. 05/06/06 Public Indecency 36 year old male arrested for indecent exposure. 06/06/06 Public Indecency 42 year old male arrested for indecent exposure. 12/06/06 Robbery 32 year old male robbed while sitting within his car parked in the park, when he was punched, threatened and had property taken from him. 22/06/06 Theft by HB M & D’s arcade. 19 year old Lithuania male arrested €3,000 stolen & recovered. 07/07/06 Criminal Law (Consolidation) (S) Act 1995 S50 (l)(A) 16 & 14 year old females reported for racially abusing 10 year old Asian female. 30/07/06 Criminal Law (Consolidation) (S) Act 1995 S52 Holiday Inn Express - 15 vehicles vandalised whilst parked overnight. S.O.C. examination was positive enquiry continues. 05/08/06 Children &Young Persons Act 1937 si2 31 year old female arrested for abandoning 14 year daughter. 11/08/06 Culpable & Reckless Conduct 12 year old male forming part of a group of youths throwing stones at passing vehicle. Apprehended at time by plain clothes officers. MO - smash window of passing car showering glass over 5 year old passenger. 3 Robust and proactive policing of the area returned the following results: P 15 persons arrestedlreported for Breach of the Peace. P 27 persons charged possession of controlled drugs, P 61 persons reported for street drinking. P 15 persons arrested/reported for other disorder/anti social related offences. k 2 persons arrested/reported for vandalism. 3 WARD2 - CALDERVALLEY 3.1 Ongoing Police Issues Les/ie Street Chi/dren%Home - Issues surrounding both those resident within the home and the impact it has on the local community. Globe Stadium - Youths on trail bikes. 3.2 Emerging Trends None at present 3.3 Ongoing Initiatives / Police Activity Jerviston Action Group meets on a regular basis and continues to develop various actions within the area to address local issues. The group includes representatives from NLC Housing & Property Services, Community Services, Social Work Department, Strathclyde Police, and Antisocial Task Force. A joint approach with the Social Work Dept. has been adopted in relation to those children housed within Leslie Street Children's Home. 3.4 Incidents of Note / Noteworthy Arrests 17/05/2006 Housebreaking with intent to steal Draffen Street, Motherwell - 13 & 2 x 11 year old males arrested within premises. 20/05/06 Housebreaking with intent to steal Montalto Ave, Motherwell - 17, 16 & 13 year old males arrested within the premises. I 1 06/06/06 I Criminal Law (Consolidation) (Scotland) Act 1995 S47 1 4 Male 18 years arrested on Milton St, Motherwell in possession of a metal bar. 07/06/06 Theft by Housebreaking Merry Street, Motherwell - 29 & 17 year old males and 19 year old female arrested. 12/06/06 Theft by Housebreaking Alyssum Crescent Motherwell. 19 year old male arrested. 14/0 6/06 Public Indecency Leslie Street Motherwell. Victim 55 year old female subject to indecent exposure by named suspect. Enquiries continue. 29/06/06 Public Indecency Merry Street Motherwell, 20 year old male arrested for peering into cubicles where females were changing. 06/07/2006 Threats/Breach of Bail Conditions Wood Crescent Motherwell - 49 year old male arrested for verbally threatening a 32 year female/34 year old male. 29/07/06 Culpable and Reckless Conduct Coursington Tower Motherwell - 18 year old female being reported for throwing glass bottle from flat window towards area where pedestrians were present. Robust and proactive policing of the area returned the following results: > 21 persons arrested/reported for Breach of the Peace. > 7 persons charged possession of controlled drugs. > 21 persons reported for street drinking. > 8 persons arrested/reported for other disorder related offences. > 2 persons were arrested for breach of bail conditions. 5 4 WARD- 3 FORGEWOOD 4.1 Ongoing Police Issues Fife Drive - general issues involving youth disorder. Ky/emore Crescent - ongoing issues with youth disorder and street drinking . Iona Street/Montrose Street - ongoing issues with youth disorder and acts of vandalism. Marmion Crescent/6reada/bane Crescent - ongoing issues with youth disorder and street drinking. Dunward Court- ongoing issues with youth disorder and acts of vandalism. Dakiada Crescent - ongoing issues with youth disorder and acts of vandalism. Dinmont Crescent - ongoing issues with youth disorder and acts of vandalism. Community Centre - ongoing issues with youth disorder. 6e//shi// Road/Davaar Drive - this area has experienced incidents of disturbances as youth gangs from Forgewood and Bellshill meet to fight. This primarily occurs during the summer months. Be//shi// Road/Wat/ing Street (Beat 54) - Primarily occurring during the summer months this area is a meeting point where youth gangs from Forgewood and North Motherwell meet to fight. Within the Forgewood area there are two distinct youth gangs - the older youths aged between 15-18 years and the younger group aged between 10- 14years known as the Forgewood Young Team. 6 4.2 Emerging Trends Ongoing issues identified. 4.2 Ongoing Initiatives / Police Activity Community Police Officer hold monthly meeting wit, I the following organisations operating within the area. Forgewood Co-op 0 North Lanarkshire Council Departments 0 Changing Forgewood Residents Group At present there are 13 CClV cameras covering the estate which adequately covers many of the problem areas, nevertheless, two more cameras placed at either end of Bellshill Road would greatly assist. However there are no plans to install any further cameras at this time.

The service is registered to provide a care service to a maximum of 55 children aged from two years to those not yet attending primary school. A maximum of 15 children can be cared for who are under three years old. The provider of the service is North Lanarkshire Council. Care is provided from a detached one level property in the Forgewood area of Motherwell. Children are accommodated within two large bright interconnecting playrooms which have direct access to two secure gardens. The centre is based at the heart of the community, and is close to parks, shops, the community centre and other local amenities. The nursery has a set of aims which includes: "At Forgewood Family Learning Centre we will ensure all children become the very best they can be.
