CONTROL OVER THE FARMER SUICIDE

1. District is a district of Region from the State of of having 8 talukas and the population of 16,57,576. It comprises of 737 villages divided in 42 revenue circles. The Zillah Parishad Osmanabad is comprising of 8 blocks and 621 village panchayats. The district is facing drought like situation since last five years. The average rainfall of the district is 767.46 mm. 2. Over the aforesaid scenario has resulted 71 suicides of the farmers in the district in the calendar year 2014. It has resulted 164 suicides of the farmers in the year 2015 and 161 suicides in the year 2016. 3. In view of the aforesaid scenario of the farmer’s suicide, Govt. of Maharashtra has decided to give special help to avoid the suicide decisions. The Govt. of Maharashtra, vide its Resolution Revenue and Forest Deptt. No. SCY 2015/ Pra Kra 119/M-7/Part-1 dated 24the July 2015 declared scheme under name and style of “Baliraja Chetana Abhiyan” in the districts namely Osmanabad and Yavatmal of the Maharashtra State. The committee headed by Collector Osmanabad and controlled by the committee headed by the Hon’ble Guardian Minister of the district comprising President of Zilha Parishad and Member of Parliament and Member of Legislative Assembly and Member of Legislative Council in the district. Collector and all other officers including the chairman of the reporters, non government organizations and prominent people in the district. The work has started by the committee through the Chief Executive Officer, Zilha Parishad and scheme formed by the Government is - (i) To identify the families who are facing difficulties. (ii) Publicity of Govt. schemes and agriculture over the rain fed agriculture having less agriculture inputs. (iii) Explaining importance of different majors and avoid of various addicting by stressed place. (iv) Guidance and counseling to the farmer, head of the family under stress. (v) Counseling through the mental experts for the farmers. (vi) Help through the various schemes under National Social Assistance Programme, Food Security Scheme having individual benefits. (vii) Guidance to the District Supdt. Agriculture Officer regarding the less extends agriculture and the revised cropping pattern encouraging the farmers to become the members of farmers group. An amount of Rs. 1.00 cores spend released by the Govt of of Maharashtra under the scheme of Baliraja Chetana Abhiyan. The district machinery has imparted training for supportive business to the milk production, goat rearing and poultry. The district has prepared the groups of the families of the distressed and groups of granted aid to Rs. 2 lakhs poor groups comprising distressed families. Different training had been arranged for training to the farmers at various levels by Krishi Vigyan Kendra Tuljapur, Project Director ATMA, Tuljapur Institute of Social Sciences and Agriculture department. A target has been kept to go, supervise businesses to the family under distress and to initiate to get supportive prices for the agriculture produce. The timely financing by the crop loans. (viii) The district has kept mission of zero farmers suicides in the forthcoming years by the various means of the supportive business counseling economic aid to the family managers and over the socio economic groups of the farmers.
