1. INTRODUCTION

M. LAKSHMI NARAYANA (Applicant) is carrying out mining operations to excavate Quartz (Quartzite) in Mining lease area of 6.07 Hectares of land at Sy. No. 1/8, Relli Village, Kothavalasa Mandal, Vizianagaram District, Andhra Pradesh.

1.1. PROFILE OF THE PROJECT PROPONENT M. LAKSHMI NARAYANA is applicant of this mine lease area. The applicant of this mine lease area is having good experience and entrepreneurial competency to undertake this Project. The entire Mining activity under the proposed ML area will be undertaken under the supervision of well experienced Mining Consultant.

1.2 OBJECTIVES OF THE PROJECT

The Quartz (quartzite) mineral mined will be supplied to Ferro alloy manufacturers and Ceramic manufacturers.

Mine description:-

Geology:- The Quartz occurs as a massive body in hilly form with khondalites and felspathic khondalites. The latter shows effects of folding in the form of en echelon drag folds. The Quartzite has general strike in N60°W to S60°W direction with dips of 70° to 80° towards west. The ore zone extends over a strike length of about 1100 m with width varying from 60 m to 250 m, thus exhibiting pinching and swelling characteristics along the strike direction. The dip is generally steep, the average being 70° and is towards west. Since the deposits are the products of metamorphism of Khondalites , the ore zone is admixed with patches of khondalites. The reef ore bodies occur as tabular lenses conforming to the trend of the enclosing highly weathered rocks.

3.0 MINING ACTIVITY

3.1. INTRODUCTION

Presently the mining is being practiced with manual operations. In the existing mine, the quartz is exposed as a massive band along with khondalite rocks. The average width of quartz body is 50 to 250 m. It is proposed to work this quartz vein in East -West direction along with strike in the next five years scheme period by semi-mechanized opencast method of mining. So it becomes easy to exploit this -quartz vein from the exposed wall by slicing 3.0 m height. The mining machinery proposed to be deployed is excavator, rock breaker and tippers for removal of quartz and overburden. ROM ore will be raised with excavator attached with rock breakers. The associated waste rock of khondalite is segregated from the ROM manually by deploying skilled laborers. It is proposed to raise about 99,018 tons of quartz per annum

Electricity and telecommunication facilities are available at Relli Village. The main source of water in the area is open wells and bore wells. A High school is available at Kothavalasa Town. Postal, Educational and medical facilities are available at Kothavalasa towns.

3.2. DEVELOPMENT AND PRODUCTION PROGRAMME

The production of quartz is proposed to be increased substantively during the remaining scheme period owing to increase in the demand. The production of quartz during the remaining scheme period will be taken up along the section lines AA' to HH'. Though, the commencement of mining operations in the year 1981, the production of quartz mineral was carried out very low level. The proposed year-wise development and production for the next five years of remaining scheme period is given in the table furnished below

3.3. OPEN CASTING MINING: MODE OF WORKING: Mining is accomplished by opencast semi-mechanized method of working involving use of  Rock breaker for separation of ROM,  Hydraulic excavator with bucket capacity of 0.9 cum, rear dump truck of 10 T capacity loader / JCB for loading.  Handling of ROM ore will be done manually.  Benches of 6 m height with two slices of 3.0 m height each and full ultimate width are developed for facilitating development and production.

UNDER GROUND MINING: Not applicable. MINE VENTILATION: Not applicable.

MINERAL BENEFICIATION:-

Mineral beneficiation as such in the strict sense of the word is not involved. The ROM quartzite produced from the mine will undergo manual segregation. One number of crusher having 100 TPH will be installed. After screening, the waste material is separated manually. The oversized ore material will be sized manually. The resultant product will consist of three sizes material, namely, (i) -10 mm (fines), (ii) +10 mm to-30 mm and (iii) +30 mm.

3.4 EXTENT OF MECHANISATION

The mining machinery and equipment proposed to be deployed in the mine for different mining operations during plan period are described in the table below:-

No blasting operations are involved in the mining operations.

3.6 MINE DRAINAGE

There will not be any seepage of water in this mine as the mine is located on hill side. The seepage water as well as rain water flow to the bottom of hill. The mine water tested chemically found to be potable. The seepage water and rain water is collected in a sump formed at one corner of the pit and then pumped out. The pit is bounded on all sides with waste material thus preventing entry of rainwater into the pit. A garland channel around the working pit is provided to prevent rain from entering the pit.

4.0. ENVIRONMENTAL MANAGEMENT PLAN

4.1 AIR ENVIRONMENT Air will not get polluted at the time of mining & mineral transportation from mine. The mine road will be sprinkled with water before starting transportation. Dust is the major source of air emission in the Quartz mineral mines. Dust is produced from a number of sources and through number of mechanisms such as loading & unloading of material on site & subsequent transport off the site etc.

The following measures will be adopted in mining to eliminate the fugitive dust emission.

4.1.1 PROPOSED MITIGATING MEASURES

 Applying water for dust suppression on mine haul roads. For this tractor mounted sprinklings will be deployed.  Spraying loaded trucks with water.  Over filling of tippers and consequent spillage on the roads will be avoided.  Water will be sprinkled at regular interval on the main haul road and other service roads by water sprinklers to suppress dust.  Regular grading and compaction of haul roads.  Proper house keeping at the mining, loading and dispatch areas will be practiced.  Cyclone separators will be provided to bring down the particulate emissions to less than 50 mg/Nm3

4.2.2. WASTE WATER

There will not be any waste water generation from the mining operations as there will not be any further processing of material. Only source of waste water generation is sanitary waste water which will be sent to septic tank followed by sub-surface dispersion.

4.2.3. ANTICIPATED IMPACTS

In this proposed Mining activity there will not be any water pollution due to the following reasons. 1. Ground water table much below mine working depth. Hence there will not be intersection of ground water table and pit water discharge. 2. No further processing of Quartz mineral is envisaged. It will be directly sold to outside parties. The only source of waste water generation is sanitary waste water which will be treated in septic tank followed by soak pit.

4.3. IMPACT ON VEHICULAR TRAFFIC The vehicles using this road are very low. The quartz mineral will be sold to the outsiders. The mineral will be transported in covered trucks. No of trucks to transport mineral will be 33. The existing road can handle this load of traffic due to the mining operations. Hence there will not be much impact on vehicular traffic due to transportation of mineral.

4.4 NOISE ENVIRONMENT

The mineral will be transported by road through vehicles. All the vehicles to be used for transport will comply with MOEF norms for vehicles on noise levels (as per the rules of Motor vehicles act).  Proper and regular maintenance of vehicles and other equipment will be done regularly  The workers employed will be provided with protection equipment and earmuffs etc.  Speed of trucks entering or leaving the mine will be limited to moderate speed of 25 Kmph to prevent undue noise from empty trucks.  All roads will be maintained in good conditions to reduce vehicle noise.

4.5. LAND ENVIRONMENT 4.5.1. ANTICIPATED IMPACTS

In the proposed Mining activity there will not be much impact on the land environment due to the following reasons 1. Removal of vegetation is very small due to the mining operations. Good greenbelt developed in the buffer area of mine lease area. 2. The top soil generated will be stored in the buffer area for development of greenbelt 3. No effluent generation as any further processing of mineral is not proposed. Hence no ground water contamination due to the proposed mining activity. 4. Mine working depth is shallow; hence there will not be intersection of ground water table and pit water generation. 5. No reclamation is proposed in this 5 years period because the mining will be continued after 5 years also. However mine closer will be done at the end of lease of mine as per norms. 6. After completion of reserves the pit developed will be converted to Rain water harvesting pond.

The job of this unit will be regular environmental monitoring, preparation and submission of environmental report, green belt development, etc.
