DIRECTIONS TO BOUCHARD FINLAYSON: 1. The quickest way from Cape Town: 1hour 15 minutes Take N2 from Cape Town, direction Caledon and George, past Cape Town International Airport, through Somerset West and over Sir Lowry's Pass. After about 75km, after going over a 2nd mountain pass, Houw Hoek Pass, the N2 forks left into the R43 - signposted and marked "Hermanus/Kleinmond". (If you go under a bridge, you have missed the turnoff and will have to take the exit for Botriver and double back following the signs for "Hermanus") Once you have taken the R43 - continue for 30 km towards Hermanus, past the suburbs of Vermont and Onrus. At the 2nd set of traffic lights - the Sandbaai intersection of R43 and R320, turn left. (Hemel-en-Aarde Valley housing development & shops landmark on the left). Continue for 5.5 km - past Hamilton Russell Vineyards - you will see our long white walls at the entrance of the farm. The cellar is the thatched building, about 500 metres from the entrance. 2. The most beautiful way from Cape Town: 1 hour 45 minutes Take N2 from Cape Town, direction Caledon and George, past Cape Town International Airport, through Somerset West - take the Gordon's Bay / Rooiels turn-off (right) before ascending Sir Lowry's Pass, and continue along the coastal road towards Rooiels, then past Pringle Bay, Betty's Bay and Kleinmond and past Arabella golf Estate. This road, R44 forms a T-junction with the R43. Turn right at the intersection. Continue for 20 km towards Hermanus, through suburbs of Vermont and Onrus.

2018/19 The municipal area of Overstrand stretches from the Kogelberg Mountains in the east to the Agulhas Plain in the west - 90 000 people reside permanently in this region of 1 700km2. The head office is in Hermanus, but municipal services are also delivered on a decentralised basis from offices in Gansbaai, Kleinmond and Stanford. The area is divided into three administrations: Greater Hermanus, Gansbaai-Stanford and Hangklip-Kleinmond. Overstrand is a municipality with a mayoral executive system combined with a ward participatory system. The executive mayor appoints a mayoral committee of five members, each of whom heads a portfolio committee. There are 13 demarcated wards, each with a directly elected councillor who chairs a ward committee of 10 democratically elected members. The latter represent organisations, but not political parties, or stand as individuals. Ward committees play an important role in the drafting and reviewing of the Integrated Development Plan and the identification of budget needs. An additional 12 councillors on the 25-member council represent political parties on a proportional basis, thereby providing the means for residents to also use political channels to bring matters to council’s attention. Three parties are represented: the Democratic Alliance (16 seats), the African National Congress (8) and the Economic Freedom Fighters (1). The mayor, mayoral committee members and speakers are full-time councillors. Wards 1 Kleinbaai, Franskraal and Masekhane 2 Blompark, Gansbaai and De Kelders 3 Hermanus 4 Westcliff,

Amsterdam, 7 – 9 July 2011 Non-metropolitan Residential Gated Developments in the Western Cape Province, South Africa Manfred Spocter Paper presented at the International RC21 conference 2011 Session: No. RT7.1 ‘Gated communities’ from a global perspective Council for Scientific and Industrial Research (CSIR) PO Box 320, Stellenbosch, South Africa, 7599 [email protected] Department of Geography and Environmental Studies, Stellenbosch University Private Bag X1, Stellenbosch, South Africa, 7599 [email protected] Abstract Gated developments are a global phenomenon that has become an ubiquitous feature of the post-apartheid South African urban landscape. Gated developments and the privatisation of urban public space in South Africa has been the subject of academic scrutiny since the turn of the century. However, the vast majority of academic research the world over has tended to focus on gated developments as an urban phenomenon. There are very few international studies that investigate gated developments in the non-metropolitan locale and the topic is also unexplored in the South African context. This research attempts to address this research gap by investigating the locations of gated developments in non-metropolitan towns of varying sizes in the Western Cape and the conditions that favour its proliferation in towns. Security is a synonymous, central theme of gated developments. Thus, the security features in non-metropolitan gated developments are analysed – some non-metropolitan gated developments do not have gates! In addition, study also focuses on the security level index in each town and investigates the locational aspects of differing levels of security in various towns.
