Animal tracks and beaver lodges recorded along 0.5 km intervals of Streams and lakes in the AOSERP Study Area ................................................... 113 XV ABSTRACT A synthesis of the published 1iterature on the habitat preferences of beavers, muskrats, mink and river otters is pre­ sented. Field studies conducted during the late autumn of 1978 included aerial surveys and track counts in snow. A total of 249 active beaver lodges were seen on 2550 km of transects. Densities of active beaver lodges were calculated from surveys of streams and lakes to be lodge per 3.1 km of stream and 1 lodge per 7.2 km of lakeshore. A total of 26 muskrat houses were seen on three lakes within the AOSERP study area. The Peace-Athabasca Delta was not surveyed. Beavers used deciduous, white spruce and willow-fen habitats proportionately more than these habitats were available. Beavers avoided locating their lodges in jack pine and black spruce­ tamarack habitats. Tracks of mink were found to occur in greater numbers in willow and aspen vegetation types than would be expected by the availability of these habitats. Habitat preferences of musk­ rats and river otters could not be determined because too few data were collected on these species.     North Saskatchewan Region Surface Water Quality Management Framework A surface water quality management framework (framework) is being developed for the North Saskatchewan Region. The framework establishes an approach for monitoring and managing the cumulative impacts of human activities on water quality in the North Saskatchewan and Battle rivers. Cumulative effects management was first introduced in the North Saskatchewan Region with the Water Management Framework for the Industrial Heartland and Capital Region, which was developed in 2008 to address anticipated development in the Capital Region. At that time, government and stakeholders committed to maintaining or improving surface water quality in the stretch of the North Saskatchewan River from Devon to Pakan. Stakeholder and indigenous engagement on a Surface Water Quality Management Framework began in 2015 as a component of the North Saskatchewan Regional Plan, and continued in 2018. The current engagement will build on these initiatives and processes. Calgary, AB for: Resource Data Division Alberta Environmental Protection Edmonton, Alberta March 1997 EXECUTIVE SUMMARY Large portions of native habitats have been converted to other uses. Surface mining, oil and gas exploration, forestry, agricultural, industrial and urban developments will continue to put pressure on the native species and habitats. Clearing and fragmentation of natural habitats has been cited as a major area of concern with respect to management of natural systems. While there has been much attention to managing and protecting endangered species, a consensus is emerging that only a more broad-based ecosystem and landscape approach to preserving biological diversity will prevent species from becoming endangered in the first place. Environmentally Significant Areas (ESAs) are important, useful and often sensitive features of the landscape. As an integral component of sustainable development strategies, they provide long-term benefits to our society by maintaining ecological processes and by providing useful products. The identification and management of ESAs is a valuable addition to the traditional socio-economic factors which have largely determined land use planning in the past. The first ESA study done in Alberta was in 1983 for the Calgary Regional Planning Commission region. Numerous ESA studies were subsequently conducted through the late 1980s and early 1990s. ESA studies of the Parkland, Grassland, Canadian Shield, Foothills and Boreal Forest Natural Regions are now all completed while the Rocky Mountain Natural Region has been only partially completed. Four factors regarding the physical state of the site were considered when assessing the overall level of significance of each ESA: representativeness, diversity, naturalness, and ecological integrity.

The TLU Study focused on Crown lands traversed by the Trans Mountain Pipeline ULC (Trans Mountain), Trans Mountain Expansion Project (the Project). Field reconnaissance focused on the asserted traditional territory of Montana First Nation potentially disturbed by the construction and clean-up activities, including associated physical works and activities (e.g., pipeline right-of-way, temporary construction workspace and access) of the Project. The TLU study in 2013 and 2014 consisted of a map review, community interviews and field reconnaissance with Montana First Nation. The map review did not reveal TLU sites within the pipeline corridor requiring mitigation as requested by Montana First Nation. The issues identified by Montana First Nation through their TLU study for the Project are summarized below. Mitigation measure requests associated with these concerns have been incorporated into Project Planning, including the ESA for the Project. In the event that TLU sites within the proposed pipeline corridor requiring mitigation are identified during ongoing TLU studies for the Project and/or during construction, the accepted and proven mitigation strategies outlined in the TLU Sites Discovery Contingency Plan will be implemented (Appendix B of Volumes 6B and 6C).
