Instead, the region can refocus public investment to serve and revitalize existing developed areas; design livable communities where residents of all ages can walk, bike, or take public transit; reform transportation pricing; and redress the burdens and benefits of transportation investments. Acknowledgments The production of World Class Transit for the Bay Area is the work of dozens of Bay Area Transportation and Land Use Coalition members and transportation professionals. The project was conceived, managed, and edited by Stuart Cohen, Executive Director of the Transportation Choices Forum and Chair of the Coalition. John Holtzclaw, Chair of the Sierra Club’s National Transportation Committee, helped the report through its initial phases, provided valuable insights, and contributed his groundbreaking research into the relationship between land use and transportation. The report may never have come to fruition without the work of Seth Schneider, who researched and wrote Chapter 3, helped edit the report, did all of the formatting and graphic work, and helped manage the vast amount of input and suggestions from members of the Coalition. Jeff Hobson wrote Chapter 10, and played a key role in the final synthesis of the report. Marcia Delyria designed the report’s web version. Steve Price, of Urban Advantage, contributed photo illustrations demonstrating the benefits of compact, higher-density development. A large share of research and writing for the chapters listed below was done by graduate students at the UC Davis Institute of Transportation Studies. Counties throughout the area are now creating transportation sales tax proposals that could be worth over $10 billion, and billions more dollars may come from state legislation and other sources in the near future. Despite the significant amount of funding these developments represent, the current crisis of traffic congestion, pollution and suburban sprawl will only worsen if the region does not commit to a new vision for transportation investment. This proposal, entitled World Class Transit for the Bay Area, offers such a vision by introducing a bold new approach to fixing our transportation system. Instead of focusing on extraordinarily expensive projects like highway-widenings, BART extensions and large-scale ferry service, this proposal would vastly improve the use of our existing transportation infrastructure, including nearly 18,000 miles of roads and 600 miles of rail tracks. With cost-effective projects, this proposal would provide transit that is fast, convenient, affordable, and could be ready within just a few years. The Coalition’s key recommendations for creating a World Class Transit System include: 1. Restore and Expand Central Bay Area Transit. The Coalition advocates investment in frequent, faster transit service that runs 24 hours a day, seven days a week on key routes. This would provide transportation choices for communities which need them most, produce the highest ridership for any given amount of investment, and revitalize urban core areas. 2. Create a Regional Web of Express Buses. A cornerstone proposal would create an “express bus web” to blanket the region with state-of-the-art buses providing direct service for a vast number of suburban commuters. The Coalition proposes the creation of an integrated regional Transitway using the Bay Area’s existing 271 miles of carpool

The LPMG will receive a similar presentation, which is attached. The RFI is a critical step in the procurement process and provides up-to-date information about the EMU industry. With this information, staff can begin to more clearly understand the availability of “off-the-shelf” EMUs that can be best utilized for electrified Caltrain service. There are two phases of public outreach related to the design of the EMUs. The first phase, which kicked-off at the August Board meeting, involves soliciting input on key structural and capacity elements such as bathrooms, seats and standees, and bike capacity. Public feedback during the Phase I outreach will be coupled with technical analysis to inform staff recommendations to the Board for the EMU Request for Proposal, scheduled to be released in early 2015.

    SAMTRANS CORRESPONDENCE as of 12-11-2020 December 8, 2020 The Honorable Gavin Newsom Governor, State of California State Capitol, Suite 1173 Sacramento, CA 95814 Dear Governor Newsom: Bay Area transit systems continue to struggle in the face of dramatically reduced ridership and revenues due to the COVID-19 pandemic. This challenge was already the most significant crisis in the history of public transportation, and now it has persisted far longer than any of us would have predicted. Since the beginning, our workers have been on the front lines, doing their jobs as essential workers, responsible for providing other front line workers with a way to safely travel to and from essential jobs. Now that the availability of a vaccine is on the horizon, we are proud to echo the attached call from the Amalgamated Transit Union (ATU). Specifically, we urge you to work to ensure that transit, paratransit, and school transportation workers are prioritized along with other essential workers to receive the vaccine following the critical need to vaccinate the State’s healthcare workers. Even with reduced ridership, an average of 8 million monthly riders continue to depend on Bay Area transit services. These riders are the healthcare workers, grocery clerks, caregivers, emergency services personnel and others doing the critical work that has kept California functioning during the pandemic. They cannot continue to do so without access to reliable public transportation, and are therefore dependent on the health of the transit workers that serve them every day. Our agencies have worked hard to ensure the public health of riders and transit workers during this crisis.
