Agenda Item Narrative 2. Declaration of None interest 3. Approval Of The minute of the meeting held in Ollaberry Primary School on Previous Minute Monday 10th February 2020 approved: CCllr J A Cromarty, seconded: CCllr K Williamson. 4. Police report No report. 5. Matters arising Previous visit from Capt Maitland – SIC Ports & Harbours. It was agreed that members will continue to monitor infrastructure at the pier. Member agreed this item could be removed from next minute. NCDC Members were informed that Tom Morton has left NCDC and will continue to do North Mainland notes. Cynthia Poleson has moved into her new role as Projects Officer. Broadband Nothing further. 1 Collafirth Hill Road MOD stated Arqiva would look at the disrepair aspect with a view to carrying out remedial work around Easter time. Action – clerk to contact Arqiva to see if work has been scheduled Parking at Hillswick – West Ayre/Fire station area Mr C Gair, SIC Roads, informed NCC that signs have been ordered for layby area but as it is a small package of work the contractor will be waiting until he has a number of items to do in the general area. Mr Gair would expect them to be in place for the tourist season. Hillswick Public Toilets Mr & Mrs Bevington were made aware of the local grant fund, which they could apply for later in the year, should they decide to take ownership of the toilets. Members agreed this item could be removed from next minute. Local Review Ref: 2019/094/PPF – LR35: Precast concrete steps and Kee-Klamp handrail on both sides (Retrospective application), Eshaness, Shetland, ZE2 9RS NCC contacted Island Vista to make them aware that the council are looking at the possibility of seeking funding from the Rural Tourism Infrastructure Fund, to look at improving Eshaness as a whole. NCC stated they would welcome forward any ideas, including the possibility of coming together and finding a more sustainable solution following removal of steps. Urafirth School Parking NCC made Urafirth School and Parent Council aware that if they could find a solution to the problem, NCC would support it. Proposed tourist viewpoint at Zoar Mr T Coutts (SIC, Development), informed NCC he had a couple of discussions with colleagues at Roads regarding view point/improving roads and there may be a possibility to seek funding from the Rural Tourism Infrastructure Fund, although timescales are tight. Members agreed to attend a meeting with Mr Coutts this month. Parking at Kirkyard, Eshaness Mr K Mckenzie informed NCC he had a look at Eshaness Kirkyard and found there was sufficient room to manoeuvre a vehicle for the time being. They will however, monitor the state of the car park, and lay more chippings periodically when they are up in Eshaness. Members agreed this item could be removed from next minute. Community Defibrillators ASCC is asking Community Councils to gather information on defibrillators in their area and find out who is responsible for their upkeep, (batteries/renewal). Action – Clerk to send details to ASCC and Scottish Ambulance Service. Planning Consultation Ref 2019/292/PPF – Ronas Voe, Change of use of land from agricultural grazing to hardstanding area for the storage of boats 2 A comment was sent to SIC Development stating NCC wished to support this application. Members agreed this item could be removed from next minute. Works Licence Consultation - 2019/027/WL - To install 2 no. 90mm-diameter seawater intake pipes and 1 no. 90mm-diameter drainage outflow pipe to serve Hillswick Wildlife Sanctuary (replacement application for 2019/026/WL - now withdrawn) A comment was sent to SIC Development stating NCC had no objections. Members agreed this item could be removed from next minute. Planning Appeal Ref: CLUD-360-2000 Lang Ayre, Urafirth Members gave their full support on this application. Members agreed this item could be removed from next minute. Hillhead Wind Community Benefit Payment Members agreed this could be passed over to NCDC to follow up. Action – clerk to contact NCDC Planning Performance and Fees Consultation - 18 December 2019 to 14 February 2020 NCC commented on consultation document which highlighted that fees for planning permission on a single house could increase up to 50%, stating that it is well above the current rate of inflation. Members agreed this item could be removed from next minute. My Place Awards 2020 Members decided they would like to nominate Bruckland and North Roe Gairdins for My Place Awards 2020, however nominations were closed when NCC tried to nominate. Members agreed this item could be removed from next minute. Road markings Members discussed concerns about faded/non-existent white line markings on some roads up North. NCC contacted SIC Roads, and are waiting on a response. Action – Clerk to contact SIC, Roads for response Bus Timetables Cllr A Cooper informed members there will be hourly buses from Lerwick to Sumburgh and back, from August 2020. NCC contacted ZetTrans to find out if there would be a parking facility in Lerwick so people from Northmavine could also benefit from the service. Action – clerk to contact ZetTrans for response. Agenda Items 6. Draft Sectoral Marine Plan for Offshore Wind Energy - Consultation commenced until 25/03/2020 Members made no comment. 7. Surface dressing, re-surfacing and reconstruction programme 2020 3 Members were happy with programme, but wondered if something could be done about poor road surfacing at Heylor. Action – clerk to contact SIC Road 8. Shetland Seafarers Association Merchant Navy Memorial Members wanted to make SSA aware that all funding has been spent for this year, but they are welcome to apply next year. Action – clerk to respond to SSA 9. SIC Community Payback Unpaid Work Team Members suggested the SIC Community Payback Unpaid Work Team could tidy up the war memorial in North Roe. It was noticed that the fence is in need of painting and the trees need tidied up. Action – Clerk to contact SIC 10. Correspondence Active Travel Strategy National planning framework roadshow event, Lerwick, 26th March Area Transport Forums for March Shetland Community Benefit Fund (website launch) VE Day 75 – 8th May 2020 Switched on Towns and Cities EV Survey 11. AOCB Swarthoull During the strong winds, the sea came up over the road and exposed moore at Swarthoull. Members discussed the possibility of armouring the area. Action – Clerk to contact SIC Roads Décor outside Hillswick toilets Complaints were received regarding décor outside Hillswick Toilets and also about poor access to the toilets Action – Clerk to contact Mr & Mrs Bevington/SIC Closure of Scatsta NCC discussed the closure of Scatsta Airport and decided they would like to send a comment to SIC stating that they hope they would look to invest in projects in the north of Shetland in order to offset the unemployment at Scatsa. Action – Clerk to contact SIC 12. Date of next 6th April, 4th May, 1st June, 6th July, 3rd August, 7th September, 5th meeting October, 2nd November, 7th December 2020 at 7.30pm in Ollaberry School The meeting ended at 8.45pm 4 .
