Unless and until we take up this work in a proper manner, we cannot complete this and it may even take decades to complete. That is why, the hon. Minister, Maj. Gen. Khanduri has taken up the work to deeply develop roads fastly, on both golden quadrilateral − north-south and east-west. Under Pradhan Mantri Gram Sadak Yojana, they are getting the projects from the States, to have complete connectivity to the villages in seven years. It is really a welcome decision taken by the Government. At the same time, the progress is also very good. I would just like to suggest 2-3 points. I will not take much time of the House. The first important thing that I would like to mention here is that wherever we have a population of more than 25,000-30,000, we have to have a long- term plan for 50 years or so.

Most people regard the headquarters of the district as the seat of administration. Ir is there that every Department has its representative who is responsible for administering the plan programme as far as it relates to his subject. It was therefore considered necessary to prepare the district segments of the State’s Second Five Year Plan which would give a broad picture of the plan program­ me in the district. A district plan for the Second Plan period as a whole may not be very realistic as it has got to be flexible enough to admit of changes necessary consequent on the finalisation of detailed and specific plans for each year in consultation with the various Departments of the State and the Planning Co­ mmission. Even so the district plan would give the frame work within which the plan will be implemented in the District. The present publication furnishes the detailed pro­ grammes of development works and schemes program­ med for execution during the Second Plan period in the District. They also include schemes that w'ould benefit a particular region or the State as a whole but which are proposed to be implemented in the district. We are conscious that this publication is capable of being improved in order to serve the needs of the public better. Suggestions for improvement are, therefote, welcome and they may be communicated to the Deputy Secretary (Planning), Government of Andhra Pradesh.

Around 250 people have been killed, 2.5 million people forced from their homes and standing crops destroyed. The trading and cotton-growing border town of Kurnool was one of the worst affected areas. As of October 7th, the government had opened 1,506 relief camps where 827,000 people have been evacuated. Many flooded villages remain difficult to access and people have yet to receive assistance. ACT members the Churches’ Auxiliary for Social Action (CASA), the United Evangelical Lutheran Church in India (UELCI) and Lutheran World Service India, (LWSI) and are coordinating their responses to define their different operational areas and target communities. This initial version of the preliminary appeal includes: CASA’s proposed 2-month emergency response to assist 7,500 families with food, non-food relief items and temporary shelter (plastic sheets) in Bagalkot and Bellary Districts of Karnataka State, and Krishna and Guntur Districts, as well as Nandyal and Kurnool areas in Andhra Pradesh; UELCI’s proposed 3-month response is to assist 7,500 families also with food, non-food relief items and shelter (materials for repair of damaged huts) in 80 villages (9 mandal/blocks) in Guntur District of Andhra Pradesh, These are different locations to those targeted by CASA.

Around 250 people have been killed, 2.5 million people forced from their homes and standing crops destroyed. The trading and cotton-growing border town of Kurnool was one of the worst affected areas. As of October 7th, the government had opened 1,506 relief camps where 827,000 people have been evacuated. Many flooded villages remain difficult to access and people have yet to receive assistance. ACT members the Churches’ Auxiliary for Social Action (CASA), the United Evangelical Lutheran Church in India (UELCI) and Lutheran World Service India, (LWSI) and are coordinating their responses to define their different operational areas and target communities. CASA’s proposes 2-month emergency response to assist 7,500 families with food, non-food relief items and temporary shelter (plastic sheets) in Bagalkot and Bellary Districts of Karnataka State, and Krishna and Guntur Districts, as well as Nandyal and Kurnool areas in Andhra Pradesh; UELCI’s proposed 3-month response is to assist 7,500 families also with food, non-food relief items and shelter (materials for repair of damaged huts) in 80 villages (9 mandal/blocks) in Guntur District of Andhra Pradesh, These are different locations to those targeted by CASA.
