    Linnaeus ECO-TECH ´10 Kalmar, Sweden, November 22-24, 2010 EXPERIMENTAL STUDY OF MUNICIPAL SOLID WASTE (MSW) LANDFILLS AND NON- AUTHORIZED WASTE DAMPS IMPACT ON THE ENVIRONMENT Veronica Tarbaeva Dmitry Delarov Committee on Natural Resources of Leningrad region, Russia ABSTRACT A purpose was an analysis of waste disposal sites existing in the Leningrad region and a choice of facilities potentially suitable for the removal and utilization of greenhouse- and other gases. In order to achieve the purpose in view, data were collected on the arrangement of non-authorized landfills and waste dumps within the Leningrad region. The preliminary visual evaluation and instrumental monitoring were carried out for 10 facilities. The evaluation of greenhouse- and other gas emissions into the atmosphere as well as of ground water pollution near places of waste disposal was performed. A databank was created for waste disposal sites where it could be possible to organize the work on removing and utilizing of greenhouse gas. The conducted examination stated that landfills exert negative influence on the environment in the form of emissions into the atmosphere and impurities penetrating underground and surface water. A volume of greenhouse gas emissions calculated in units of СО2 – equivalent from different projects fluctuates from 63.8 to 8091.4 t in units of СО2 – equivalent. Maximum summarized emissions of greenhouse gases in units of СО2 – equivalent were stated for MSW landfills of the towns of Kirishi, Novaya Ladoga and Slantsy, as well as for MSW landfills near Lepsari residential settlement and the town of Vyborg. In nature, boundaries mark the separation of different physical states (molecular configurations), e.g. the boundary between water and air at the surface of the sea, between wood and bark in a tree stem, or bark and air in a forest. The boundaries within an organized society are of a different character. Organization means structuration and direction, i.e. individuals and power resources are directed towards a specific, defined goal. This, in turn, requires delimitations of tasks to be done, as well as of the area in which action is to take place. The organization is defined in a competition for hegemony and markets, and with the aid of technology. But this game of definition and authority is, within the limitations prescribed by nature, governed by human beings.

    Religion, State and Society, Vol. 22, No. 1, 1994 The Changing Pattern of Religious Belief: Perestroika and Beyond L YUDMILA VORONTSOVA AND SERGEI FILATOV In 1990-2, at the request of the Analytical Centre of the Russian Academy of Sciences, we carried out complex sociological research into the world view of the Russian population (in 1990-1 Leonti Byzov was also a member of the research group). In our research we were looking mainly at the state of religious belief and how it impinges on politics, culture and morality. In this article we are presenting some of the basic general tendencies in the evolution of religious belief over this period. In 1990 the survey was conducted in Moscow, Pskov, Khar'kov and in cities in the Moscow, Khar'kov and Smolensk ob/asti; sample size 1,855 people. In 1991 the survey was conducted in 12 cities in Russia and North Kazakhstan: Moscow, Pskov, Yekaterin­ burg, Vladikavkaz and others; sample size 2,000. In 1992 the survey was conducted in 15 cities in Russia and Kazakhstan: Moscow, Pskov, Omsk, Stavropol', Ufa, Pechory, Gdov, Alma-Ata, Ural'sk and others; sample size 2,250. Under normal circumstances, three years would be a very short period of time. But in view of the fact that our country is currently seeing the establishment of new forms of consciousness, ideology and the expression of national identity, these three years could be compared to decades. In the sphere of ideology, it was during these years that the almost universal rejection of communist values and the flowering of religion on a mass scale became obvious.

    The Long Shadow of History: Post-Soviet Border Disputes— The Case of Estonia, Latvia, and Russia Claes Levinsson ∗ Introduction Ever since the collapse of the Soviet Union in 1991, the question of the precise territo- rial delimitations of the Estonian and Latvian borders with the Russian Federation has been a source of discord between the states, and a permanent point of irritation. The question of these national boundaries became an important issue on the political agenda shortly after Estonia and Latvia regained their independence in 1991. The prin- cipal reason for this laid in the arbitrary transfers of territory and the “correction” of borders that was made by the Soviet government shortly after its reoccupation of the Baltic states. In 1991, both Estonia and Latvia pleaded their cases according to inter- national law, and demanded that the borders from the interwar period should be re- stored.1 During the mid-1990s, both Estonia and Latvia gave up their initial claims, and the substance of an agreement was negotiated between the parties. However, the Rus- sian Federation has ever since postponed the ratification of the agreement, claiming that it would not sign any treaty until other contested issues—such as the alleged dis- crimination against the large Russian-speaking minority in the Baltic states—are re- solved in a satisfactory manner. This means that there does not exist any formal and ratified solution to the question of the boundaries of Estonia and Latvia, and that the border issues between the parties are, at least formally, still unresolved. During the prolonged history of these border disputes, neither the EU nor NATO has actively interfered in the contretemps, and the absence of a ratified treaty did not prevent the accession of Estonia and Latvia to the EU and NATO in 2004.

    Proposal for FOSS4G Europe 2020 Valmiera th 30 ​ September 2019 ​ OVERVIEW In cooperation with Valmiera City council and Valmiera Development Agency we propose the FOSS4G Europe 2020 conference to take place in Valmiera, Latvia. We would like to propose the FOSS4G Europe 2020 conference to take place in Valmiera as the international nor european FOSS4G events have not yet been to this North-Eastern part of Europe. Latvia is democratic republic for almost 30 years and part of the European Union for the past 15 years the conference would be set in an environment that the FOSS4GE event has not been in before. As with Latvia’s setting in the zigzag of history the guiding motto behind the conference would be to remember the past but look and live for the future. Valmiera is a town situated in the historic Vidzeme region on the banks of the Gauja river. About 100 km North-East from the Latvian capital Rīga, and 50 km from the Estonian Southern border. The place dates back to the 13th century; Valmiera was founded in 1283 with city rights granted in 1323. Valmiera was a site of the Livonian Order (an autonomous branch of the Teutonic Order) stronghold - Valmiera castle. To this day the castle’s ruins lie in the city centre. Most of the old buildings dating back to the 18th-19th century were destroyed in the fires during the last war. Nevertheless we would like to urge the participants to discover the city and its historic surroundings as an extracurricular activity to the conference: hiking the Gauja National Park, ​ kayaking on the Gauja river, bobsleighing in Sigulda, and a visit to the Turaida castle.

Dozens of events are annually organised around Europe on European Cooperation Day, 21 September. The goal of the campaign is to showcase cooperation and project activities between the European Union and its partner countries. The project activities result in specialist networks, innovations, learning experiences and the joy of doing things together.
