Health Risk Assessment of Air Pollution: General Principles Health risk assessment of air pollution General principles Health risk assessment of air pollution General principles Abstract An air pollution health risk assessment (AP-HRA) estimates the health impact to be expected from mea- sures that affect air quality, in different socioeconomic, environmental, and policy circumstances. As such, it is an important tool for informing public policy decisions. This document introduces the concept of AP-HRA, describes in broad terms how the health risks of outdoor air pollution and its sources are estimated, and gives an overview of the general principles for the proper conduct of an AP-HRA for various scenarios and purposes. The information is aimed at a broad audience of readers who do not need to know how to apply the tools, but seek a general understanding of the concepts, scope and principles of AP-HRA. Because the publication was prepared in the context of the work of the UNECE Convention on Long-range Transboundary Air Pollution, the emphasis is mainly on European and North American tools and references. The main purpose of an AP-HRA is to estimate and communicate the health impact of exposure to air pollution or changes in air pollution in different socioeconomic, environmental, and policy circumstances. In many countries, an AP-HRA is formally required as part of the decision-making process for new programmes, projects, regulations, or policies that potentially have an effect on air quality. In other countries, where assessments were previously limited to qualitative descriptions, scientific advances are now allowing more detailed quantitative analyses of the health risks of air pollution. Thus an increasing number of AP-HRAs are being carried out for a variety of policy scenarios and

Sandra Hempel did a fantastic job with grabbing attention of the reader and her experience with journalism really shows itself in this book. Rutt, PhD Objectives: To document the growing use in the United States of health impact assessment (HIA) methods to help planners and others consider the health consequences of their decisions. Methods: Using multiple search strategies, 27 HIAs were identified that were completed in the U.S. during 1999 –2007. Key characteristics of each HIA were abstracted from published and unpublished sources. Results: Topics examined in these HIAs ranged from policies about living wages and after-school programs to projects about power plants and public transit. Most HIAs were funded by local health departments, foundations, or federal agencies. Concerns about health disparities were especially important in HIAs on housing, urban redevelopment, home energy subsidies, and wage policy. The use of quantitative and nonquantitative methods varied among HIAs. Most HIAs presented recommendations for policy or project changes to improve health. Impacts of the HIAs were infrequently documented. Conclusions: These completed HIAs are useful for helping conduct future HIAs and for training public health officials and others about HIAs. More work is needed to document the impact of HIAs and thereby increase their value in decision-making processes.     A brief from the Health Impact Project Feb 2015 Health Impact Assessment Legislation in the States Overview Health care consumes a large percentage of state budgets, and legislators are looking for ways to reduce those costs and improve the public’s health. One way to meet these goals is by identifying and addressing the health risks and benefits of public policy decisions made outside the health sector in areas such as transportation, housing, education, natural resources and energy, and the economy. Health impact assessments (HIAs) bring together public health expertise, scientific data, and stakeholder input to evaluate the potential health effects of proposed policy changes and to develop practical solutions that minimize risks and maximize health benefits. Government officials, academics, nongovernmental organizations, and industry have used this flexible, data- driven approach in communities across the country. HIAs can help state decision-makers and local communities craft smarter policies that protect the public’s health; facilitate collaboration between government agencies, health officials, and constituent groups; and streamline the way health concerns are integrated into policy decisions. According to the National Research Council, HIA is a promising tool to improve people’s health and decrease health care costs because of its “broad applicability, its focus on adverse and beneficial health effects, its ability to incorporate various types of evidence, and its emphasis on stakeholder participation.”1 The National Conference of State Legislatures (NCSL) in consultation with the Health Impact Project, a collaboration of the Robert Wood Johnson Foundation and The Pew Charitable Trusts, recently examined states that are considering the use or aspects of HIAs.

    Health Impact Assessment (HIA) Health impact assessment (HIA) is commonly defined as “a combination of procedures, methods, and tools by which a policy, program, or project may be judged as to its potential effects on the health of a population, and the distribution of those effects within the population” (1999 Gothenburg consensus statement). HIA can be used to evaluate objectively the potential health effects of a project or policy before it is built or implemented. It can provide recommendations to increase positive health outcomes and minimize adverse health outcomes. A major benefit of the HIA process is that it brings public health issues to the attention of persons who make decisions about areas that fall outside of traditional public health arenas, such as transportation or land use. Major Steps The major steps in conducting an HIA include • screening (identify projects or policies for which an HIA would be useful), • scoping (identify which health effects to consider), • assessing risks and benefits (identify which people may be affected and how they may be affected), • developing recommendations (suggest changes to proposals to promote positive or mitigate adverse health effects), • reporting (present the results to decision-makers), and • evaluating (determine the affect of the HIA on the decision process). HIAs are similar in some ways to environmental impact assessments (EIAs), which are mandated processes that focus on environmental outcomes such as air and water quality. However, unlike EIAs, HIAs can be voluntary or regulatory processes that focus on health outcomes such as obesity, physical inactivity, asthma, injuries, and social equity. An HIA encompasses a heterogeneous array of qualitative and quantitative methods and tools.

The present paper is the first in a series intended to create a common understanding of HIA. It clarifies some of the main concepts and suggests a feasible approach to carrying out HIA at all levels (international, national and local). It is aimed mainly at policymakers and provides a departure point for discussion, comments and suggestions for the further development of the HIA approach and its related tools. Why do we need to develop Health impact Assessment ? Social, economic and other policies in both the public and private sectors are so closely interrelated that proposed decisions in one sector may impact on the objectives of other sectors. In recognition of this, specific legal and administrative rules, procedures and methods have already been developed in many countries to assess the impacts of policies for example on the environment, employment, economic growth or competition, on cultural and social factors, or on ethnic groups and gender. The general objective of such assessments is to improve knowledge about the potential impact of a policy or programme, inform decision-makers and affected people, and facilitate adjustment of the proposed policy in order to mitigate the negative and maximize the positive impacts. Although policies in other sectors can have a considerable influence on health and the production or prevention of illness, disability or death, this has so far only been considered to a limited degree, mainly in relation to environmental and social impact assessments.

    A brief from the Health Impact Project and the American Planning Association Aug 2016 Health Impact Assessment Can Inform Planning to Promote Public Health Process offers opportunities for collaboration among planners and public health professionals Overview Land-use and community planning decisions can affect public health.1 This brief introduces planning directors and staff as well as policymakers to health impact assessment (HIA), a process that brings public health considerations into decision-making. It describes how HIAs can add value across a range of topics and summarizes the findings from a review of 134 planning-related HIAs conducted in the U.S. between 2004 and 2014. The Planning and Community Health Center of the American Planning Association (APA) led the review in consultation with the Health Impact Project, a collaboration of the Robert Wood Johnson Foundation and The Pew Charitable Trusts.2 Planning affects health The places where people live, work, and play influence many of the nation’s most pressing public health determinants—such as levels of income and education and exposure to violence—as well as health outcomes, including respiratory illness, cardiovascular disease, injury, and mental health.3 Planning professionals are in a unique position to promote public health through their work. For example, a jurisdiction’s land-development patterns and zoning policies can directly affect important health determinants, such as the availability and affordability of housing; the presence of pedestrian-friendly neighborhoods; the range of transportation options; levels of crime in a community; and access to education, employment, and other essential goods and services.4 Planners can help jurisdictions anticipate, design, and implement spaces where people live, work, and play in a manner that reduces air pollution, encourages physical activity, provides access to essential services, and preserves green space, all of which are important to health.
