NEWSLETTER No. 44 - April, 1984 : Editorial : Over the years, pen poised over blank paper, I have sometimes had a wicked urge to write an ed- itorial on the problems of writing an editorial. For this issue I was asked to consider something on the low attendances at a few recent meetings and this would have been a sad topic. In the lic1^ meantime we have had two meetings with large at- tvndances, further renewed subscriptions, and various other problems solved. This leaves your Country editor much happier, and quite willing to ask you to keep it up = Geological This issue has been devoted mainly to the two long articles on the local limestone and its n !''} Q problems, so for this time the feature "From the Papers" is omitted. Next Meeting : Sunday April 15th : Field trip led by Tristram Besterman to Warwick and Nuneaton. Meet 10.00 a.m. at the Museum, Market Place, Warwick, The Museum will be open, allowing us to see the geological displays, some of the reserve collections, and the Geological Locality Record Centre. This will be followed by a visit to a quarry exposing the Bromsgrove Sandstone (Middle Triassic). In the afternoon it is proposed to visit the Nuneaton dis- trict to examine the Precambrian-Cambrian geology, and to see examples of site conservation. Meetings are held in the Allied Centre, Green Ilan Entry, Tower Street, Dudley, behind the Malt Shovel pub. Indoor meetings commence at 8 p.m. with coffee and biscuits (no charge) from 7.15 p.m. Field meetings will commence from outside the Allied Centre unlegs otherwise arranged. -

BRIEFING NOTE FOR: GRANTHAM LOCAL AREA ASSEMBLY Subject: “A Town Council for Grantham” Agenda Item: 8 Date of Meeting: 7 th June 2006 Introduction This briefing paper includes a summary of the status of Parish/Town Councils, the implications of the Local Government Act 1972, background on Grantham’s Charter Trustees, the history of attempts to date to instate a Parish/Town Council in Grantham, information on the Local Government and Rating Act 1997, the Grantham referendum of 2002 and the powers of a Parish/Town Council. All Parish/Town Councils are funded by precepts that are included in the Council Tax. Background Parish/Town Councils The Parish Council is a body of civil government elected by the residents of the area. It has a wide range of statutory powers, which it is free to exercise or not as it wishes. In practice Parish Councils exercise sole responsibility for some matters and share responsibility for others with the District and County Councils. Were Grantham to be awarded Parish Council status, as a Parish Council in an urban area it would be entitled to call itself a Town Council. Changes to Local Government Grantham was a chartered borough for more than 500 years before 31 st March 1974, when the structure of Local Government was reorganised and District Councils were established under the Local Government Act 1972. Criteria for successor parish councils were established for areas with a population of less than 20,000 residents; Grantham had approximately 30,000 residents and was not eligible. Instead of successor Parish/Town Council, Charter Trustees for Grantham were established. -

COUNCIL SIZE SUBMISSION South Gloucestershire South Gloucestershire Council Conservative Group. February 2017 Overview of South Gloucestershire 1. South Gloucestershire is an affluent unitary authority on the North and East fringe of Bristol. South Gloucestershire Council (SGC) was formed in 1996 following the dissolution of Avon County Council and the merger of Northavon District and Kingswood Borough Councils. 2. South Gloucestershire has around 274,700 residents, 62% of which live in the immediate urban fringes of Bristol in areas including Kingswood, Filton, Staple Hill, Downend, Warmley and Bradley Stoke. 18% live in the market towns of Thornbury, Yate, and Chipping Sodbury. The remaining 20% live in rural Gloucestershire villages such as Marshfield, Pucklechurch, Hawkesbury Upton, Oldbury‐ on‐Severn, Alveston, and Charfield. 3. South Gloucestershire has lower than average unemployment (3.3% against an England average of 4.8% as of 2016), earns above average wages (average weekly full time wage of £574.20 against England average of £544.70), and has above average house prices (£235,000 against England average of £218,000)1. Deprivation 4. Despite high employment and economic outputs, there are pockets of deprivation in South Gloucestershire. Some communities suffer from low income, unemployment, social isolation, poor housing, low educational achievement, degraded environment, access to health services, or higher levels of crime than other neighbourhoods. These forms of deprivation are often linked and the relationship between them is so strong that we have identified 5 Priority Neighbourhoods which are categorised by the national Indices of Deprivation as amongst the 20% most deprived neighbourhoods in England and Wales. These are Cadbury Heath, Kingswood, Patchway, Staple Hill, and west and south Yate/Dodington. -

FOR REFERENCE ONLY FRANCIS CLOSE HALL LEARNING CENTRE UNIVERSITY OF GLOUCESTERSHIRE Swindon Road, Cheltenham GLSO 4AZ Tel: 01242 714600 VOLUNTEER - RUN MUSEUMS IN ENGLISH MARKET TOWNS AND VILLAGES BRIDGET ELIZABETH YATES A Thesis submitted to The University of Gloucestershire In accordance with the requirements of the degree of Doctor of Philosophy In the Faculty of Education, Humanities and Sciences December 2010 ABSTRACT VOLUNTEER-RUN MUSEUMS IN ENGLISH MARKET TOWNS AND VILLAGES Volunteer-run museums in English market towns and villages have been largely over-looked by scholars examining the history and development of museums in England, and work on contemporary museum volunteering or the relations of museums to their communities have not distinguished between volunteer-run and volunteer-involving museums. This thesis attempts to redress the balance by examining a number of volunteer-run museums in Dorset and the characteristics and motivations of the volunteers involved in their development. This element of the project included a survey of museum volunteers in the county and studies of a selected group of museums through interviews and through archival research in museum records. The thesis also presents a historical analysis, through a number of case histories, of the development of volunteer-run museums in English market towns and villages from 1884, demonstrating clearly how the development of these small museums reflects larger changes in the rural community from the paternalism of the late nineteenth century, through growing independence and democracy after 1918, to the counter urbanisation of the second half of the twentieth century. 1 Changing perceptions of rural identity are also apparent in the history of these museums. -

These are path dependence; the occurrence of major structural change; the phenomenon of policy reversal; the treatment of urban areas; and resistance to regional government. The author concludes that throughout the period under study, policy towards local government has exhibited a ‘pendulum effect’, with two opposing emphases operating in a sequential, rather than a simultaneous manner. Keywords: County, metropolitan county, unitary authority, combined authority, official region Introduction Over the last 75 years, popular interest and participation in local government in England have waned. One reason for this is the fact that central government has effectively taken control of many local- government responsibilities, either directly or indirectly. This has been accompanied (and to some extent caused) by the dependence of local authorities on central government for an increasingly large proportion of their revenues, England’s being among the highest within developed nations (Copus et al. 2017; Rhodes 1986). More generally, public interest has been diverted to issues such as globalisation, climate change, the Brexit question etc. It is also noteworthy that on those occasions when local- government issues are considered, the concern is typically with the detail of specific cases, rather than the system of public administration at the local level.
