Boden, Chief Engineer, Distribution Engineering Participants - Commission: Emily Walker, Mark Bittinger Commission staff spoke with the senior members of the Con Edison Team who worked on 9-11 recovery operations in order to clarify the actions of Con Edison related to the closure and reopening of the financial market in response to the terrorist attacks of September 11, 2001 (9/11) as well as their overall operations on 9/11. Con Edison is the major electrical carrier for the New York area. They cover 660 square miles, 8.8 million people, over 3 million customers, and include Westchester County as well as New York City. And everything is underground in NYC, there are no overhead power lines. On September 11, 2001, Kathy Boden saw the first plane hit on a television screen and . called Louis Rana who immediately set up their control center are Irving Place. They had been through the 1993 bombing and they had faced many crises so they had an emergency plan and crisis management team ready to perform. When the second plane hit, they knew it was not an accident so they mobilized for a major emergency. -

As chair of the National Commission on Terrorist Attacks upon the United States, I hereby convene the eleventh public hearing of this commission. Today and tomorrow we will be examining how local, regional and federal authorities 1 responded to attacks against the United States on September 11th, 2001. We will focus on what confronted civilians and first-responders during the attacks, how they made decisions under adverse conditions, and what first-responders communicated to civilians and to each other. We will also explore the state of emergency preparedness and response today. What steps have been taken since 9/11 to improve our preparedness against terrorist attacks and other emergencies, and whether we should establish national standards of preparedness. In the course of this two day hearing we will hear from people who directed agencies who were in the front lines of the 9/11 attacks both in New York and in Arlington, Virginia. -

CATASTROPHE AND THE PUBLIC SERVICE: A CASE STUDY OF THE GOVERNMENT RESPONSE TO THE DESTRUCTION OF THE WORLD TRADE CENTER By Steven Cohen, William Eimicke and Jessica Horan Columbia University, May, 2002 LEARNING FROM THE UNTHINKABLE This paper presents a chronology of the events subsequent to the attack on the World Trade Center and an analysis of the role of leadership and standard operating procedures in crisis management. It tells the story of the Mayor and his team of emergency response advisors and staff. We describe and assess the role of local elected officials in reassuring the city’s residents and boosting morale and in preventing disorder after the catastrophe. And we provide profiles of the actions of local public servants. One purpose of the paper is to present a positive story of public service and the centrality and importance of government leadership in emergency response. The role of private citizens, private firms and volunteers will be discussed. The paper also recounts the fiscal impact of the event on New York City government, and the impact of this catastrophe on resource allocation for government emergency response. Finally, we analyze the lessons learned in the response action and conclude with steps to be repeated and avoided in future emergency response actions. THE CATASTROPHE AND THE RESPONSE DESCRIBED September 11, 2001 At 8:00 a.m. on September 11, 2001, local New York City officials knew the importance of the day ahead. It was primary election day, and for many, September 11 had the potential to redefine and transform their political careers. -

What are the benefits and drawbacks of each proposed subsidy? · Report on subsidies targeted to specific firms including the estimated dollar value of the deal, the company’s job creation and retention performance, its compliance with environmental and labor standards, and previous subsidies received. Demolition Access To The WTC Towers: Part One - Tenants by KEVIN RYAN August 9, 2009 On occasion, the public has been asked by George W. Bush to refrain from considering certain conspiracy theories. Bush has made such requests when people were looking into crimes in which he might be culpable. For example, when in 1994 Bush's former company Harken Energy was linked to the fraudulent Bank of Credit and Commerce International (BCCI) through several investors, Bush's spokeswoman, Karen Hughes, shut down the inquiry by telling the Associated Press -- "We have no response to silly conspiracy theories." On another occasion, Bush said in a televised speech -- "Let us never tolerate outrageous conspiracy theories concerning the attacks of September the 11th." But paradoxically, we have also been asked to believe Bush's own outrageous conspiracy theory about 9/11, one that has proven to be false in many ways. One important way to see the false nature of Bush's conspiracy theory is to note the fact that the World Trade Center buildings could only have fallen as they did through the use of explosives. A number of independent scientific studies have pointed out this fact [1, 2, 3, 4], but it was Bush's own scientists at the National Institute of Standards and Technology (NIST), through their inability to provide a convincing defense of the official line, who ultimately proved that explosives were necessary. [2, 5, 6, 7] This leads us to ask the obvious question -- Who could have placed explosives in the World Trade Center towers? To answer that question, we should first consider who had access to the buildings, specifically the areas of the buildings that would be relevant to a demolition operation. -

MAKING OUR CITY’S PROGRESS PERMANENT: AN OVERVIEW The Commission proposes the following five separate ballot propositions: 1. PROTECTING THE CITY’S MOST VULNERABLE CHILDREN · Making ACS a Charter Agency This proposal would make the Administration for Children’s Services (“ACS”), which was created by Executive Order in 1996, a Charter agency. ACS would retain all of its current functions and have rulemaking authority similar to other Charter agencies. 2. PROTECTING CHILDREN FROM GUN VIOLENCE AND CRIMES · Gun-Free School Safety Zones This proposal would amend the Charter to make it a crime to possess or discharge any weapon, including a firearm, rifle, shotgun, assault weapon or machine gun, within 1,000 feet of any school, pre-school or day care center in the City. There would be limited exceptions for police officers and other persons needing to carry guns. Any person found in violation of the weapons ban in a school safety zone would be subject to criminal and/or civil penalties. · No Gun Sales to Persons Under 21 This proposal would ban any person under the age of 21 from obtaining a license or permit to purchase or possess any type of gun, including a rifle, shotgun, assault weapon or machine gun. Any person under the age of 21 found in possession of any such weapon, or any person selling or otherwise providing such a weapon to a person under the age of 21, would be subject to criminal and/or civil penalties. · School Crime Reporting This proposal would require Board of Education employees to report immediately to the Police Department any suspected crimes by adults, and any suspected crimes by students involving sex offenses or violent crimes, that occur in public schools.
