    THE DISABILITY COALITION Advocating for People with Disabilities of All Types DISABILITY ISSUES IN THE 2021 LEGISLATURE FINAL REPORT Jim Jackson, Coalition Chair April 12, 2021 See page 4 for a list of abbreviations used in this report Governor completes action on bills passed by Legislature. The deadline for the governor to act on these bills was this past Friday at noon. Of the 158 bills passed in this year’s regular legislative session, Governor Lujan Grisham signed 140 of them into law. The other 18 (about 11%) were vetoed; 12 of those came with a message explaining the reason for the veto, while 6 others were “pocket” vetoed with no explanation. As noted below, two of the disability-related bills passed in this session were vetoed, while the remaining 11 that we followed through the session were signed into law. The percentage of bills vetoed this year was higher than in the first two years of this governor’s term, but still below the average during the administration of the last Democratic governor (Bill Richardson) and far lower than the veto rate during Republican Susana Martinez’s eight years in office. Disability-Related Bills That Passed the 2021 Legislative Session Vetoed by the Governor SB 285 Emergency transport for MH evaluation. Sen. Jerry Ortiz y Pino and Sen. Daniel Ivey-Soto. What's more, it will save nearly $522 million in health care costs and save the lives of more than 6,600 New Mexicans. • A $2/pack increase in the cigarette tax with an equivalent increase on other tobacco products: o Will prevent more than 9,400 kids from starting to use tobacco: and o Will generate $13 million in new revenue to save critical state programs; and is supported by 81% of New Mexico voters according to recent polls. Local Control or Preemption ASK: Please vote to repeal existing tobacco preemption in the New Mexico Tobacco Products Act in order to allow local governments to adopt their own laws in the most effective ways for their communities.     New Mexico Municipal League LEGISLATIVE BULLETIN VOL. 2021-3 March 1, 2021 TOUGH CHOICES AHEAD This last week, the League hosted its 32nd Annual Municipal Day, where it took the opportunity to apprise members of the progress made during the First Session of the 55th Legislature. In general, the week saw a fair amount of movement on legislation affecting our membership; as always, you can find narrative of bills of import below. Priorities to date: • House Bill 2 – House Appropriations and Finance Committee Substitute for House Bills 2 & 3 appropriates a total of $7.39 billion for FY22, an increase of 4.6 percent over the current budget year with much of the $332 million increase used to restore general fund dollars to costs temporarily covered with federal funds. The Act made its way out of the House this week and now makes its way to the Senate. The League supports using the general fund to cover operational needs and enterprise funds to provide executive agencies or departments with what they want. Currently, the state shifts costs to the local governments through the enterprise model to reduce its general fund exposure. Importantly, these monies also include a special appropriation to the Department of Transportation in the amount of $170M for various needed road improvements. • House Bill 4 – The Senate Health and Public Affairs Committee heard this bill on Friday afternoon/evening and issued a do pass without recommendation, which in its current form remains a punitive measure without effect as to the behavior giving rise to risk, and as a result leaves significant gaps in our state for law enforcement training.

She signaled a recommit- ment to public education, and to the children in our classrooms. We all know that the Pandemic has interrupted our state’s efforts to get to the moon. To be sure, we have made some real progress. We, as public educators and unionists, vow to sustain that progress. I am actually writing this president’s column on December 21st, the winter solstice and, most interestingly, the day Jupiter and Saturn will come within 0.1 degrees of each other, forming the first visible “double planet” in 800 years. The planets are aligned—literally. For a bill to become law, it has to be introduced in either the House or the Senate, where is it introduced through a committee. 2. If the rst committee approve the bill, it then goes to a second committee for approval. 3. If the second committee approves it, then it goes to the oor of that chamber to be approved by the entire Senate or House. 4. If the bill passes, then it goes to the other chamber of the House or the Senate. This is the last chance to stop a bill. 5. If approved by both chambers, the bill goes to the Governor to be signed into law. Step 2 Understand SB10/HB7 1. SB10/HB7 will continue to allow abortion in NM to remain legal up- to-birth, for any reason, including minors without parental notication or consent, even if Roe v Wade is overturned.
