Pro-Life Action Guide to Stop SB10/HB7 & HB47 in NM Version 3.0 Jan 27, 2021

Understand the Process

1. For a bill to become law, it has to be introduced in either the House or the Senate, where is it introduced through a committee. 2. If the rst committee approve the bill, it then goes to a second committee for approval. 3. If the second committee approves it, then it goes to the oor of that chamber to be approved by the entire Senate or House. 4. If the bill passes, then it goes to the other chamber of the House or the Senate. This is the last chance to stop a bill. 5. If approved by both chambers, the bill goes to the Governor to be signed into law. Step 2

Understand SB10/HB7

1. SB10/HB7 will continue to allow abortion in NM to remain legal up- to-birth, for any reason, including minors without parental notication or consent, even if Roe v Wade is overturned. 2. SB10/HB7 is not pro-woman but rather pro-abortion, allowing a healthy mom to abort a healthy baby up to the day of birth. 3. SB10/HB7 does not add any protections for women, but further empowers abortion corporations to act negligently and recklessly. 4. SB10/HB7 could lead to non-physicians being allowed to perform lucrative abortion procedures, further endangering women. 5. SB10/HB7 removes NM's only conscience protection, leaving no shield for medical professionals from being required to perform or assist in abortions against religious beliefs or moral values. 6. The majority of Americans and the majority of New Mexicans support a limit on abortion at least up to 5 months. Step 3

Understand House Bill 47

1. HB47 is a second attempt to pass a new version of what was called "the most extreme assisted suicide bill in the U.S." in 2019 2. HB47 will allow lesser trained health care providers to approve and prescribe assisted suicide drug cocktails. 3. HB47 only has a 48 hour waiting period (rather than 15 days like other states) which can be waived allowing same-day-deaths, despite studies showing that "will to live" can uctuate over days. 4. HB47 also tramples on medical conscience rights, requiring an unwilling healthcare provider to refer a suicidal person to another provider or resource to be able to carry out their suicide. 5. Legalizing assisted suicide does not alleviate fears of dying a bad death, and some assisted suicides can end up suffering 6-9 hours and in some cases more than three days, some screaming in pain. 6. If passed, they will later try to expand HB47 to include their previous allowance for suicide for psychiatric conditions, undened prognosis, and even suicide via telemedicine. Step 4

Now contact the Senate Judiciary Committee ASAP. Tell them you are opposed to SB10 and respectfully ask them to vote no.

Contact the House Health & Human Services Committee. Tell them you are opposed to HB7 and respectfully ask them to vote no.

Contact your specic legislators.

Find and familiarize yourself with your one State Representative and one State Senator who represents you as a New Mexican constituent at https://nmlegis.gov/Members/Find_My_Legislator

Contact them repeatedly throughout this entire process by phone during business hours, leave messages, send emails, and even good old fashioned snail mail. Be sure to say "I am your constituent" and include your physical address.

Tell them, "I strongly oppose SB10 and HB47 and encourage you to vote against both of these bills." Be kind, respectful, brief, and on point. Step 7

Testify during the hearings.

Dear [Legislator], Please vote NO on SB10/HB7. This bill needs to be rejected yet again in 2021 as it was in 2019. SB10/HB7 removes our State's only conscience protection for medical providers entirely, and does not replace it with anything to shield them from being forced into medical procedures against their moral values. This will lead to good healthcare providers leaving our state, which is already under-served, in order to avoid being sued when asked to cooperate in a procedure which may violate their conscience or Hippocratic Oath. SB10/HB7 does not offer any replacement regulations on abortion — not even the most minimal, basic, nor commonsense regulations common to most states — meaning abortion in New Mexico will continue unregulated through all nine months of pregnancy up to the day of birth, for any elective reason, including for minors without parental knowledge or consent. SB10/HB7 does not put anything in place to help women, but will remove our only mention of abortion, allowing abortion corporations to act even more negligently and recklessly in our state where they are already the least regulated in the nation. SB10/HB7 could even lead to non-physicians performing complicated abortion procedures because of their lucrative and political appeal. The majority of our state and nation supports restricting abortion at the very least in the third trimester, when abortions then become a multi-day procedure which are far more strenuous and dangerous for women than the quicker and safer alternative of cesarean section, especially in the event of an urgent medical or health concern. Please see this bill for what it is. It is not a thought-out bipartisan effort to protect women's healthcare with any proven or commonsense measures, but a rash and politically-motivated move backwards to protect a million-dollar abortion industry.
