18a. Activated ESF 1 Transportation:

Airport Authority 1. Information from ASP Anton Miller at Crooked Island stated that they are experiencing an overcast with winds at 8 - 10 knots. 2. Abaco - Bahamas Air and are operating two flights each today and only one Flight 3. City water at LTIA was on but is not on at present. The Mobile tower is stationed at the Fire Station but is not operational. 4. AIS requested that trees be removed at runway 09 and this was done. 5. RBDF and the Jamacian Military are still stationed at the LTIA Airport.

RE: The Bahamas Civil Aviation Authority, Safety Oversight Department Hurricane Dorian ​ ​ Response and Relief Efforts Report #14 ● Saturday, 21 September 2019 – The BCAA SOD inclusive of seven (7) inspectors arrived at NEMA headquarters at 9:00am in order to continue with the issuance of TFR Approvals. Briefing was held at 2:00pm at which time the Bahamas Civil Aviation Authority under ESF #1 provided a briefing on the status of activities to the NEMA EOC, Grand Bahama and Abaco Airports.

NOTE: MANAGEMENT AND INSPECTORATE TEAMS HAVE ALL NOTED CONCERNS TO THE DIRECTOR ​ GENERAL CAPTAIN CHARLES B. BENEBY ON THE DECISION TO COMMENCE LIMITED COMMERCIAL OPERATIONS, BEING THAT THE AIRPORTS DO NOT MEET ICAO STANDARDS AND RECOMMENDED PRACTICES. FURTHER DISCUSSION IS RECOMMENDED. Updates on the movements will be provided once data is provided by Air Traffic Control. ​ TFR – GRAND BAHAMA AIRCRAFT MOVEMENTS ​ Updates on the movements will be provided once data is provided by Air Traffic Control. ​ TFR Restriction Abaco and Grand Bahama (Update) ​ -A NOTAM was issued advising the TFR Restriction will remain in place for Abaco and Grand Bahama for the time period -LIMITED COMMERCIAL OPERATIONS are commenced at Grand Bahama Airport - MYGF (ONLY) on Friday, September 13th, 2019; -Limited Commercial Operations will ONLY include Bahamas AOC’s Operators; Abaco and Grand Bahama Airports Operating Hours: 7:00 a.m. – 6:00 p.m.

Roads ● Roads in McCleans Town continue to be civilised by backfilling and compacting. ● Debris and rubble continue to be stockpiled. High Rock road east to be completed and passable. ● Road to the west will commence today. Once completion of stockpiling debris in McCleans Town contractor to mobilize to High Rock to stockpile rubble and debris. ● West End All Age was not accessible on Thursday.

18b. Activated ESF 2 Communications: RBPF: 30 officer arrived today from caricom armed forces. They are leaving for Abaco today to assist with law enforcement duties ​ on the island. Aliv: No updates BTC: Grand Bahamas teams are on the ground with additional assets working to restore the network Abaco and the Cays teams are working to restore critical networks Restoration of Mobile and Landline services are priority at this time

18c. Activated ESF 3 Public Works and Utilities: No Update at this time. ​ Ministry of Public Works:

1. With respect to building damage; an assessment MOPW team of five will commence assessment on Monday. 2. MOPW will continue to bring normalcy to settlements in East Grand Bahama 3. Assessments were carried out on: the East End Preschool, Primary School and Junior High School. The Jack Hayward High School was also inspected. 4. West End All Age was not accessible on Thursday. 5. One or two members from Team # 2 next week, should focus on the remaining schools.This exercise needs to be carried out in concert with the Ministry of Education (MOE), as MOPW spent valuable time just contacting the various Principals and thus meeting up with them to retrieve the respective keys. 6. MOPW’S PRIORITIES FOR NEXT WEEK: a. Send a new Assessment Team (#2) into Grand Bahama (GB), to replace Team #1. b. Organize teams to carry out extended Assessment Exercises into Abaco; once lodging arrangements have been secured. c. Receive and analyse assessment data from the Teams 1 & 2; and make recommendations to relevant Decision-Makers, as applicable. d. Continue assessments of remaining Government Buildings; including Schools and Clinics. e. To this end; work in concert with MOE; to ensure ready access to the various campuses. 18d. Activated ESF 4 International Assistance: Dominican Vessel has arrived at the port NEMA personnel and Defence Force to offload approximately 35 tonnes of goods

18e. Activated ESF 5 Planning and Information: Maps and Data ESF will be distributing 3 maps for today: Population density maps, hotel damage assessment maps, and shelter maps.

Announcements:

ESF-5 received the very first contact from Little Grand Cay. A Sitrep was distributed to all ESFs for follow up on reported needs.

ESFs are encouraged to continue to report needs using the online Needs Request Form to ensure all requests are properly recorded, routed and reported on. Data entered into the needs request form and the 3W form are automatically summarized in the 3 W reporting dashboard as infographics and daily stats.

18f. Activated ESF 6 Mass Care and Shelter Services:

· EFS6 continues to manage nine shelters located in New Providence with a total of 1,618 shelterees. ​ ​ · Two shelters remain open in Grand Bahama with a total of 68 shelterees.

· Grand Total: 1,686 shelterees

· No new updates from the Missing Persons Help Desk since yesterday evening.

· Efforts are being made to enroll school aged children in school in conjunction with the Ministry of Health and the Ministry of Education. As part of this effort, this afternoon RBDF assisted with transporting 70 children and their parents from two shelters to the T.A. Robinson stadium to have their school medical screenings completed. They will also assist in transporting them back to the shelters once the screening is completed.

· First Abaco assessment team of four arrived safely in North Abaco this morning. They are led by CWO Gabrielle Romer and are receiving support on the ground and began work this morning.

· A team of four headed by Chief Probation Officer, Sonia Saunders is headed to Grand Bahama on Monday and will have the support of AD Paula Marshall and her team.

·The plan is to continuously send teams of four to both areas for approximately one week at a time until all the affected areas are covered.

18g. Activated ESF 7 Relief Supplies and Distribution: As of 1400hrs today: A military vessel from the Dominican Republic docked at P.G.W. with 34.4 tons of relief supplies. The challenge faced is that the supplies are not palletized. Staff at the G.F.T. warehouse continue to sort and re-package relief supplies. 18h. Activated ESF 8 Health and Medical Services:

18i. Activated ESF #9A&B Urban/Marine Search & Rescue:

Royal Bahamas Police Force th The Commissioner of Police wishes to inform that on Friday 20 ​ September, 2019 police have recovered another deceased person ​ from the hurricane affected area of Abaco, bringing the total amount of deceased persons recovered to 53. Abaco: The RBDF in Abaco is conducting the following activities today Provide transportation and security for 20 palette of water to be delivered to south Abaco Provide security and transportation: and to assist with distribution for the World Food program Search and Rescue – 1 body found yesterday

Freeport: The RBDF will assist with mass distribution or supplies at the Independence Park today. They will provide security and transportation and will also assist with distribution of supplies, set up and packaging of items along with TTDF. It is intended to set up a distribution point at the East End to conduct the same operation for the relief effort in East Grand Bahama. Two generators to be taken to Abaco in care of the Island Administrator

Others:- Transported; 70 children from Fox Hill Community Center and Calvary Church to the TA. Robinson Stadium for school screening.

Cpt. Shepherd US Coast Guard shared imagery of possible suspicious activities off the coast of Sandy Point (huge ship anchored on the western side of Sandy Point and can see smaller ships ferrying items ashore).

An aircraft is also seen on the airstrip and numerous trucks were also observed. These vehicles appeared to be positioned in a defensive posture.

Lt. Cdr. Miller reported the suspicious activities to Lt. Cdr. Forbes who passed the message to police and requested further investigation. Additionally the message was passed on to Customs in Nassau and the RBDF Intelligence Office.

Customs reported that the vessel was check. The vessel was in possession of proper document and was previously cleared by Customs on the 19 September, 2019. It was too long to come into port due to bad weather at the time.

Activated ESF 10 A/B Hazardous Material Land/Marine: ● Water sample results from Pharma Chem and Spectrum are satisfactory. ● DEHS personnel are back from Abaco and have identified debris removal sites. Clearing has begun and further details are forthcoming. ● DEHS laboratory in Grand Bahama is in the process of being cleaned. ● ESF#8 in the person of Peggy Cooper was given the contact information for Don Connell (D.E.H.S) in Abaco to aid in the placement and monitoring of portable toilets being sent there and to address areas of concern relating to vector control issues namely mosquitoes. ● United States Coast Guard Aaron McClellan is seeking a meeting with ESF#10 personnel to give information, advice and recommendations as we move forward with recovery and restoration.
