I Should Say, at the Outset of This Function on the Senate Side Of
I should say, at the outset of this function on the Senate side of Parliament House, that my subject today—former Tasmanian premier and Australian prime minister Joseph Lyons—was not all that enamoured with upper houses for much of his political career. As a Labor premier of Tasmania, he stood up to the Tasmanian Legislative Council in the 1920s over its financial powers. On a couple of occasions he even managed to by- pass the Council entirely. (How many prime ministers would like to be able to do that these days?) As well, during Lyons’ first two years as a federal minister in the Scullin Government, he faced strong opposition from the Nationalist Party dominated Senate. But then Joseph Lyons moved to stand with the conservatives in 1931. Thereafter, upper houses became more to his liking. Of course—that’s a long time ago and upper houses today cannot be relied upon so easily to reflect the conservative side of politics. As we know well … I am here to discuss one of Australia’s longest serving and most popular prime ministers. And, yet, it has taken some seventy years to get to a point of acknowledging this in the national record. As I discovered on researching his biography, Lyons has been shoved off to some remote region of forgetfulness— thought of as a prime minister who achieved little and was merely used by stronger forces to win elections. This legacy has stalked the memory of J. A. Lyons—as he was wont to sign on documents. Yet, nothing could be further from the truth. -

Antony Green - Toying with the Senate: the Western Australian Senate Election Re-run and Proposals for Reform By Melissa Ferreira I was recently lucky enough to be selected to attend the Samuel Griffith Society Conference in Melbourne on a scholarship from the Mannkal Economic Education Foundation. The first session of the conference was focused on the ‘Institutions of Federation’, which included a presentation by the ABC’s Antony Green, well known for his work in election analysis. His topic: ‘Toying with the Senate: the Western Australian Senate Election Re-run and Proposals for Reform’. Antony’s experience and background in statistical analysis meant he was able to provide a number of very interesting observations about the way in which our Senate elections are run, have been run in the past and should be run in the future. The issue of gaming the vote in Senate elections is a serious one, particularly when the balance of power becomes the plaything of previously unheard-of micro-parties. While there are arguments to be made that this will result in more scrutiny of the government and elevate the Senate from its status as a ‘rubbber-stamp’, the concern is that there is currently a real lack of transparency in the way voting preference deals are being done and who our votes end up actually electing. A prime example of preference flows resulting in questionable outcomes is that of Senator Ricky Muir achieving a six-year term with only 0.51% of the vote. The reality of the current system of voting is that parties engage in preference harvesting, instead of attempting to support the next most similar party in terms of ideology or policy. -

Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate. -

The Power of Small Voices: The Struggle for the Senate's Centre Michelle Grattan I am delighted to be here in Launceston. Many, many years ago, back in 1975, I spent a week here at the end of the Bass by-election. Talk about history! Federal Labor's defeat in that by-election was a moment of drama and a look into the future. One of the most helpful people I encountered was The Examiner's Michael Courtney. He was a font of knowledge and very generous with it; I recall an informative and entertaining dinner Laurie Oakes and I had at his home that week. John West, to whose memory this lecture is dedicated, was of course one of the moving spirits in the founding of The Examiner ; later he moved to Sydney to edit the Sydney Morning Herald . Among many other subjects, federalism and federation, then many years off, were among his interests and the subject of his writings. In the course of those writings he had some observations on the American Senate. He noted that the structure of that Senate saw a remarkable spirit of concession where – in terms of its equal representation of states – ''the power of the weakest is equal with the strongest''. He wrote: The pride of numerical authority long resisted a compromise, which seemed to give away the natural force of majorities, and which made a senator chosen in the desert equal to one appointed by the empire state; yet it is not difficult to perceive the immense value of this arrangement as a moderating influence. -

14. South Australia Dean Jaensch South Australia was not expected to loom large in the federal election, with only 11 of the 150 seats. Of the 11, only four were marginal—requiring a swing of less than 5 per cent to be lost. Three were Liberal: Sturt (held by Christopher Pyne since 1993, 1 per cent margin), Boothby (Andrew Southcott since 1996, 3 per cent) and Grey (4.5 per cent). Of the Labor seats, only Kingston (4.5 per cent) was marginal. The Liberal Party could win all three back. But, in early 2010, it was expected that if there was any change in South Australia, it would involve Liberal losses. The State election in March 2010, however, produced some shock results. The Rann Labor Government was returned to office, despite massive swings in its safe seats. In the last two weeks of the campaign, the polls showed Labor in trouble. The Rann Government—after four years of hubris, arrogance and spin—was in danger of defeat. -

26. The Results and the Pendulum Malcolm Mackerras The two most interesting features of the 2010 election were that it was close and it was an early election. Since early elections are two-a-penny in our system, I shall deal with the closeness of the election first. The early nature of the election does, however, deserve consideration because it was early on two counts. These are considered below. Of our 43 general elections so far, this was the only one both to be close and to be an early election. While I can see why people would say that, I describe it differently. As far as I am concerned, there have been 43 general elections for our House of Representatives of which four can reasonably be described as having been close. They are the House of Representatives plus half-Senate elections held on 31 May 1913, 21 September 1940, 9 December 1961 and 21 August 2010.
