Each of the monthly reviews includes the analysis of the most important events which influenced the observation of human rights for the given period, as well as the most evident and characteristic features of the abuses registered at that time. The review was prepared on the basis of personal applications of victims of human rights violations, the facts that were registered by human rigths defenders or voiced in open information sources. Each of the monthly reviews includes an analysis of the most important events infl uencing the observance of human rights and outlines the most eloquent and characteristic facts of human rights abuses registered over the described period. The review was prepared on the basis of personal appeals of victims of human rights abuses and the facts which were either registered by human rights activists or reported by open informational sources. The book features photos from the archive of the Human Rights Center “Viasna”, as well as from publications on the websites of Radio Free Europe/ Radio Liberty Belarus service, the Nasha Niva newspaper, tv.lrytas.lt, baj.by, gazetaby.com, and taken by Franak Viachorka and Siarhei Hudzilin. Human Rights Situation in 2014: Trends and Evaluation The situation of human rights during 2014 remained consistently poor with a tendency to deterioration at the end of the year. Human rights violations were of both systemic and systematic nature: basic civil and political rights were extremely restricted, there were no systemic changes in the fi eld of human rights (at the legislative level and (or) at the level of practices). The only positive development during the year was the early release of Ales Bialiatski, Chairman of the Human Rights Centre “Viasna” and Vice-President of the International Federation for Human Rights. -

Village Council leader Leonid Moskalevich showed him an order from the KGB secret police banning him from leading the funeral as his parish - he is under the Russian Orthodox Church Abroad Provisional Supreme Church Authority - is not registered. However, he went ahead while Moskalevich and a police officer observed. "After working our whole lives in factories and on collective farms, sacrificing our health and receiving a tiny pension, we've reached a point where we have to ask permission from the local KGB secret police to organise a funeral!" the parishioners complained in an open letter to the President. "The local KGB has no right whatsoever to interfere in the life of the church." Moskalevich denied to Forum 18 that the document had come from the KGB or that it was a ban. Meanwhile, Grodno-based Baptist pastor Yuri Kravchuk is the latest pastor to be fined for leading unregistered worship. The KGB secret police in Pruzhany District, close to the border with Poland, has tried to stop an Orthodox priest from leading a funeral in the local village of Ruzhany, the priest, Fr Ioann Grudnitsky, told Forum 18 News Service on 16 September. -

Freedom of Association and Legal Status of Non‐Commercial Organizations in Belarus
FREEDOM OF ASSOCIATION AND LEGAL STATUS OF NON‐COMMERCIAL ORGANIZATIONS IN BELARUS Review of the year 2013 Legal Transformation Center Assembly of Pro‐Democratic NGOs of Belarus Despite adoption in 2013 of the range of legislative acts, which affect non‐commercial organizations’ interests, legal environment didn’t change for them in general. Main problems and obstacles for non‐commercial organizations’ activities remained both at the legal regulation level and the level of law enforcement practice, at the same time their intensity didn’t change. Amendment of the law “About public associations” The law “About amendments and additions to certain laws of the Republic of Belarus on issues of political parties’ and public associations’ activity” was adopted in the second reading October 2, 2013 and signed by the president November 4, 2013. Working out of the law was conducted in accordance with the Draft law preparation plan for the year 2012, approved by the Decree of the President of the Republic of Belarus of January 9, 2012 №21. The law comes into force February 20, 2014. We should name mitigation of the criteria for founders’ representation while founding republican or local public associations as one of the positive innovations of the law. So, you still need 50 founders to found a republican public association, as in the previous redaction of the law. But when according to the previous redaction of the law you had to have not less than 10 founders from 4 regions and from Minsk, in accordance with the new redaction of the law there is a possibility to have only 1 founder from each region. -

European Union Water Initiative Plus for Eastern Partnership Countries (EUWI+): Results 2 and 3 ENI/2016/372-403 THEMATIC SUMMARY PRIPYAT RIVER BASIN MANAGEMENT PLAN IN BELARUS March 2020 Pripyat River Basin Management Plan prepared шт 2019-2020 by the Central Research Institute for Complex Use of Water Resources (CRICUWR) in the frame of realization Term of Reference on the Contract between CRICUWR and IOWater/OIEau “Development of draft River Basin Management Plan for PRIPYAT River Basin in Belarus” (Registration N° EUWI-EAST-BY-07). The management plan draft for the Pripyat River Basin was developed by RUE "CRICUWR" on the basis of Article 15 of the Water Code of the Republic of Belarus dated April 30, 2014 No.149-З [1] in order to preserve and restore water bodies, as well as the integrated use of water resources in the Pripyat River Basin. Parts of the RBMP are created taking into account the recommendations of the Water Framework Directive of the European Union, as well as taking into account the requirements of the technical code of established practice of TCP 17.06-14-2017 (33140) “Environmental protection and nature management. Hydrosphere”. In the framework of the RBMP, measures have been developed aimed at improving the ecological state (status) of surface water bodies (their parts) of the Pripyat River basin. The implementation of the RBMP is planned for 10 years from 2021 to 2030. The developed measures should also be taken into account when forming state and other programs, regional series of measures in the field of water pro- tection and use. -

THE BELARUSIAN ASSOCIATION OF JOURNALISTS Mass Media Fortnight in Belarus August 15 – 28, 2011 Termination of criminal proceedings in relation to Natallia Radzina, a BAJ member and the “Charter’97” Web-site Editor was the most significant event within the period under consideration. The journalist’s parents received a corresponding notification from the Preliminary Investigation Division of City Department of Internal Affairs at Minsk City Executive Committee in Kobryn (Brest region). N. Radzina treated skeptically the news and stated that she wasn’t going to come back to Belarus. (It is worth mentioning she has applied for asylum in Lithuania.) In the meanwhile, there appeared follow-ups of incidents with detention of journalists, who covered ‘silent’ protest actions in June-July 2011. A lot of colleagues appealed to the public prosecution bodies and courts against illegal actions of police officers at the time of these detentions. The complaints helped to reach positive results in a number of cases. In particular, there were appointed additional checks and issued instructions to call the guilty to account. Still, the journalists’ working conditions have generally remained the same. There were registered several new cases of detentions of media representatives, one refusal to accredit a foreign correspondent, and one ban to enter the country within the period under review. On August 16, 2011, the Belarusian Ministry of Foreign Affairs refused once again to accredit Vitaut Parfionienka, “Radio Racyja” correspondent from Hrodna in the country. It was the journalist’s third attempt to get credentials from the governmental authority. The ministerial officials explain their decision by item 10 of “Regulations on the Procedure of Accrediting Foreign Media Journalists in Belarus”. -
