Writer, theologian, philosopher, pro-European activist, he was one of the leading figures of French personalism and of the so-called Non-conformistes des années Trente in France. He was also one of the major theoreticians of the 20th century federalism, and since the 1940s he has devoted himself to the construction of a European federation. He founded the Centre Européen de la Culture in Geneva in 1950 and campaigned for the idea of a Europe of the Regions against the functionalist and intergovernmental theories that have been leading the European integration process since its beginnings. Translation: Margaret Clarke PRIF-Report No. 54/2000 © Peace Research Institute Frankfurt (PRIF) Summary Since the disintegration of the socialist camp and the Soviet Union, which triggered a new wave of state reorganization, nationalist mobilization, and minority conflict in Europe, possible alternatives to the homogeneous nation-state have once again become a major focus of attention for politicians and political scientists. Unquestionably, there are other instances of the successful "civilization" of linguistic strife and nationality conflicts; but the Swiss Confederation is rightly seen as an outstanding example of the successful politi- cal integration of differing ethnic affinities. In his oft-quoted address of 1882, "Qu’est-ce qu’une nation?", Ernest Renan had already cited the confederation as political proof that the nationality principle was far from being the quasi-natural primal ground of the modern nation, as a growing number of his contemporaries in Europe were beginning to believe: "Language", said Renan, "is an invitation to union, not a compulsion to it. Switzerland... which came into being by the consent of its different parts, has three or four languages. There is in man something that ranks above language, and that is will." Whether modern Switzerland is described as a multilingual "nation by will" or a multi- cultural polity, the fact is that suggestions about using the Swiss "model" to settle violent nationality-conflicts have been a recurrent phenomenon since 1848 – most recently, for example, in the proposals for bringing peace to Cyprus and Bosnia. However, remedies such as this are flawed by their erroneous belief that the confederate cantons are ethnic entities.

Neither communist, nor fascist, the personalist third way was an original attempt to remedy the malaise of liberal democracies in 1930s Europe. Personalism puts the emphasis on the human person – understood to be an individual in relation to others – as the foundation and aim of society. Yet, because of the impossibility of subjecting the human person to a systematic definition, personalism remains complex and multifaceted, to the extent that it might be best to speak of ‘personalisms’ in the plural. The various personalist movements that emerged in France in the 1930s are little known, and the current historiography in English misrepresents them. ! This dissertation is a study of the various personalist movements based in France in the 1930s, examining their spiritual research and political philosophy through the vantage point of Swiss writer Denis de Rougemont (1906-1985). In Rougemont lies the key to understanding the personalist groupings because he was the only thinker to remain active in the two foremost movements (Ordre Nouveau and Esprit) throughout the 1930s. The personalism of Ordre Nouveau was the most original, in both senses of the term. It deserves particular attention as an important political philosophy and an attempt to justify political and economic federalism in 1930s Europe. Whilst an Ordre Nouveau activist, Rougemont can be looked upon as the mediator and federator of personalisms in the 1930s. ! However, Rougemont’s particular contribution to personalist thought was more spiritual and theological than political or economic.

PERSONALISM AT THE SERVICE OF EUROPE* BERTRAND VAYSSIÈRE As supporters of European projects go, Alexandre Marc cuts an unusual figure: there was, without doubt, a project that he held dear, a project known as “integral federalism”, but Marc’s intellectual voyage was so out of the ordinary that it is opportune to wonder whether the “non conformist” label that links him to this 1930s current of thought is not perhaps an obstacle to a better knowledge of his actual action. Individualist and stubborn, Marc generated antagonism in a number of quarters,[1] even within his own federalist sphere, where he can be considered a leading figure. Also setting him apart from other great supporters of European projects is his exceptional longevity: Alexandre Marc died on 22 February 2000, at the age of 96, while writing a new book on integral federalism, a project that he always hoped one day to see triumphant in Europe.

When it all started Just as there was a ‘banquet campaign’ to prepare the ground for the Revolution of 1848, the European Revolution, 100 years later, came out of a campaign of a series of congresses held between 1947 and 1949. These meetings both demonstrated and stirred up the spirit and the main trends of a movement which took many, contrasting forms, and was curiously inefficient in its tactics and simplistic when it came to its strategy. And yet, the Council of Europe owes its existence to that movement, and thanks to it the Communities of ‘the Six’ were able to take shape in the minds of a great many economists and win acceptance from public opinion, and thus from the parliaments and governments which depended on that opinion in our countries at the time.
