New Zealand Climate Summary: February 2018 Issued: 5 March 2018 Two ex-Tropical Cyclones Impact New Zealand Temperature Mean temperatures were above average (0.51 to 1.20°C of average) or well above average (>1.20°C of average) across the North Island. Temperatures were more than 2°C above the February average for parts of Hawke’s Bay, Gisborne, and across lower Manawatu-Whanganui. In the South Island, temperatures were above average across the north and mostly near average (-0.50 to 0.50°C) across the central and south. Rainfall Rainfall was well above normal (>149% of normal) across much of the upper North Island, Wellington-Wairarapa, the upper South Island, Canterbury and Otago. Elsewhere, rainfall was above normal (120-149% of normal) or near normal (80-119% of normal). Soil Moisture As of 28 February, soils were wetter than normal for the time of year across the upper North Island and the central and upper South Island. Soil moisture was near normal elsewhere; although parts of Hawke’s Bay, Gisborne, and Southland had slightly below normal soil moisture. This report for the period July 2015 to June 2016 describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess NPDC’s environmental performance during the period under review. The report also details NPDC’s activities. NPDC holds 19 resource consents, relating to those water supply systems which include a total of 149 conditions setting out the requirements that the consent holder must satisfy. There are seven consents to take and use water, five consents to discharge to water, seven consents to maintain structures, and one consent to discharge filter backwash onto and into land. During the monitoring period, NPDC demonstrated and overall high level of environmental performance. The Council’s monitoring programme for the year under review included an annual inspection of each water supply scheme, three samples collected for water quality analysis, an assessment of the abstraction data provided, and three fish surveys. The monitoring showed that overall the NPDC water schemes are well operated and maintained and appeared to be having no adverse effects on the environment. NPDC provided all the abstraction data required under consent conditions and the data showed that all daily volume limits and instantaneous abstraction rates were complied with.

Swim-Inability Article
SWIM-INABILITY It’s a clumsy word, the sort of jargon only a bureaucrat could think up, and one not easily found in dictionaries. Despite that, “swimmability” hit its straps in 2017, given currency by the new leader of the Labour Party – now Prime Minister - who had it as one of her three main election planks. If anyone’s to blame for the sudden respectability of this clunky new buzzword for clean rivers and beaches, it’s Jacinda Ardern. Whether her promises of safe bathing will come to pass in Taranaki’s rivers and surf breaks depends on many things that are probably beyond her control. Or anyone else’s for that matter. Most of the time, our waterways are clean and safe. But some of the time, they’re not. Whether 90 percent will become “swimmable” by 2040, the government’s aim, will depend on public demand. WORDS: Jim Tucker PHOTOS: Rob Tucker o the uninitiated, this image is possibly shocking and inconceivable, an unexpected portrait of the Tasman Sea off New Plymouth’s coast after a rainstorm gorged T Taranaki’s hundreds of streams with euphemistically named “suspended solids” from the dairying farmland. It looks full of dirt and bugs, and probably is. But that doesn’t stop people getting out there to go surfing. They’re the initiated, to many of whom the concept of “swimmability” is just that, a vague political construct that has no place in the quest for a perfect wave. Swallowing gobs-full of water is an accepted side-effect, merely “routine” according to one researcher into surfing risks from antibiotic-resistant bugs.

Trustpower Ltd Mangorei Hydroelectric Power Scheme Monitoring Programme Annual Report 2019-2020 Technical Report 2020-16 Taranaki Regional Council Private Bag 713 Stratford ISSN: 1178-1467 (Online) Document: 2643271 (Word) Document: 2679110 (Pdf) March 2021 Executive summary Trustpower Ltd (the Company) operates the Mangorei hydroelectric power (HEP) scheme in the Waiwhakaiho River catchment to the south of New Plymouth. The Company diverts water from the Waiwhakaiho River into Lake Mangamahoe, from where it is directed through penstocks to the Mangorei Power Station, located on Hydro Road. The water is returned to the Waiwhakaiho River at the Meeting of the Waters, six kilometres downstream of the original diversion. This report for the period July 2019 to June 2020 describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess the Company’s environmental and consent compliance performance during the period under review. The report also details the results of the monitoring undertaken and assesses the environmental effects of the Company’s activities. The Company holds seven resource consents, which include a total of 35 conditions setting out the requirements that the Company must satisfy. The Company holds three consents to allow it to divert, use and discharge water and four consents for various structures, including to dam the Mangamahoe Stream, the Waiwhakaiho River intake weir, and an access culvert related to this site. During the monitoring period, the Company demonstrated an overall high level of environmental performance.
