Bus services available within the locality .................................................................................. 15 1.0 Introduction This Transport Impact Statement has been prepared by Transcore on behalf of CK Palmyra Pty Ltd with regard to the proposed child care centre development to be located at 56-58 Carrington Street, Palmyra in the City of Melville. The subject site is located at the north east corner of the roundabout intersection of Carrington Street and Tamar Street. The subject site is currently occupied by one residential dwelling and a café with jewellery shop. The vehicular accesses to the subject site are currently available from Carrington Street. The subject site of approximately 2,100m2 total area is bound by Carrington Street to the west, Tamar Street to the south and existing residential properties to the immediate east and north as shown in Figure 1. The Transport Impact Assessment Guidelines (WAPC, Vol 4 – Individual Developments, August 2016) states: “A Transport Impact Statement is required for those developments that would be likely to generate moderate volumes of traffic1 and therefore would have a moderate overall impact on the surrounding land uses and transport networks”. Section 6.0 of Transcore’s report provides details of the estimated trip generation for the proposed development. Accordingly, as the net increase in peak hour vehicular trips are estimated to be less than 100 trips, a Transport Impact Statement is deemed appropriate for this development. Key issues that will be addressed in this report include the resultant net traffic generation of the proposed development, parking, access and egress movement patterns. 1 Between 10 and 100 vehicular trips per hour t20.142.wt.r01b Page 1 Figure 1. Location of the subject site t20.142.wt.r01b Page 2 2.0 Proposed Development The Development Application (DA) for the subject site proposes development of a child care centre with associated car park at 56-58 Carrington Street, Palmyra in the City of Melville. This child care centre is proposed to accommodate up to 92 children and 15 staff. As part of the development proposal, two motorcycle bays, 14 on-site parking bays including one ACROD parking bay are proposed to address the parking demand of the proposed child care centre. Moreover, bicycle parking area is also provided next to ACROD bay. It is proposed to close two existing driveway crossovers (one entry only and one full movement) on Carrington Street at the subject site and convert an existing ‘exit only’ crossover on Tamar Street to a full movement crossover. The proposed full movement crossover on Tamer Street at the south eastern corner of the site provides a direct access to the car park, as detailed in Section 3.1 of this report. The bin storage area is located at the south east corner of the development. Based on the information provided to Transcore, it is understood that the waste collection will take place within the site by a private contractor. Pedestrians can access the site directly via the existing pedestrian footpath on both sides of Tamar Street and also on both sides of Carrington Street in the vicinity of the subject site. Refer to Appendix A for plans of the proposed development. t20.142.wt.r01b Page 3 3.0 Vehicle Access and Parking 3.1 Access As part of the development proposal, the two existing crossovers (one entry only crossover and one full movement crossover) on Carrington Street at the subject site will be closed (the existing crossovers are shown in Figure 2). Accordingly, the existing ‘exit only’ crossover on Tamar Street at the south eastern corner of the subject site will be retained, but is proposed to be converted into a full movement crossover as shown in Figure 3. Figure 2: Locations of the existing crossovers t20.142.wt.r01b Page 4 Figure 3: Proposed development crossover 3.2 Parking Demand and Supply The proposed child care centre development provides a total of 14 on-site car parking spaces including one ACROD bay to address the parking demand. The car parking bays can be directly accessed from Tamer Street crossover. There are also seven on-street 45-degree angled parking bays available on the same side of the subject site on Tamar Street. City of Melville Local Planning Policy LPP1.6 (Car Parking and Access) indicates a car parking requirement for Child Minding Centres as one bay per 10 children, plus 0.5 bays per staff member, and drop-off and pick-up area to the satisfaction of the Council. Based on the information provided to Transcore, it is understood that the City Planners have advised that on-street parking bays can be counted as part of the development car parking provision, so long as two parking bays are added to the normal on-site requirement to offset the loss of their preferred drop off bays.
