Lago, Esq. on behalf of owner 3701 Park Avenue Investment LLC Subject: Item No. 9 – 3701 Park Avenue The applicant is applying for a landscaping plan for the new addition to the existing main house located at 3701 Park Avenue, and the new construction of a single family residence at the adjacent parcel. BACKGROUND: This property was purchased by 3701 Park Avenue Investment LLC with the intent of demolishing the existing main residence and chauffeur quarters. Prior to the issuance of the demolition permit, on May 12, 2016, the City Commission passed Resolution R-16-0219 requesting that the Historic and Environmental Preservation Board consider the designation of the property. THE PROPERTY: The subject property is located on Park Avenue, at the intersection of SW 37 Avenue (Douglas Road), Ingraham Highway, and Park Avenue. It currently has a two-story Craftsman Style main residence and a one- story chauffer quarters. It is located within the Environmental Preservation District EP-76 and is also located within a moderate probability Archaeological Conservation Area. HEPB- October 4, 2016 Page 1 of 3 Staff: MCS Application received: 9/2/2016 HISTORIC PHOTO: ANALYSIS: The landscape proposal calls for the relocation of many existing, significant trees within the property. A minimal number of invasive or damaged trees are to be removed. Staff supports the proposed introduction of several new trees and plantings. There is a coral rock wall at the perimeter of the property, measuring 2 feet along Douglas Road, 3 feet along the northern property line, 2 feet along the western property line. Plans do not show any removal of the existing wall, and staff recommends that the applicant protect the wall during all construction activity. It should be cleaned and restored using appropriate methods. Staff asks for more detail about the height of any proposed hedges, as well as height and material details about the gate/fence that will divide the two lots. Staff requests that the applicant detail how the plantings at the front of 3711 Park Avenue will screen any view of the pool from Douglas Road. STAFF RECOMMENDATION: The Preservation Office recommends that the application for a Special Certificate of Approval be Approved with Conditions . A complete tree protection plan shall be reviewed and approved by Environmental Resources prior to any approval by the Preservation Office. 2. Applicant shall work with Preservation Office staff to create a maintenance plan so that the historic rock wall is cleaned, maintained and repaired with the appropriate products and techniques. 3. Should any areas of the historic rock wall need to be removed to accommodate pedestrian access, the applicant shall return to the Preservation Office with a detailed plan of how the wall will be cut and how the sections of the wall adjacent to the cuts will be protected while the work is in progress. The applicant shall also detail how the edges of the new openings will be finished. 4. All ground disturbing work shall require a Certificate to Dig.
