Introduction Per New Jersey Municipal Land Use Law, N.J.S. 40:55 D-1, et seq., a municipality’s Master Plan must be substantially consistent with zoning laws, redevelopment plans and review of development applications, thereby providing the basis of land use decisions. Master plans are required to be updated at least every ten (10) years, however, a master plan may be updated more often based on changes in the assumptions, policies, and objectives forming the basis for the master plan as last revised. Atlantic City’s 2008 Master Plan assumed an expansion of gaming and the associated impacts such as jobs, new housing, and casino construction beyond just the Revel. Property values were also significantly different in 2008 compared to 2016. Additionally, the 2008 Master Plan did not contemplate both the economic and physical impact from natural disasters such as Sandy. The focus of this reexamination report is economic diversity, housing, and resilience to storms and flooding. This reexamination of the Atlantic City Master Plan conforms to the requirements of the Municipal Land Use Law and addresses the requirements of N.J.S. 40:55D-89 by including the following: a. The major problems and objectives relating to land development in the municipality at the time of the adoption of the last reexamination report. b. The extent to which such problems and objectives have been reduced or have increased subsequent to such date. c. The extent to which there have been significant changes in the assumptions, policies, and objectives forming the basis for such plan or regulations as last revised, with particular regard to the density and distribution of population and land uses, housing conditions, circulation, conservation of natural resources, energy conservation, collection, disposition and recycling of designated recyclable materials, and changes in State, county and municipal policies and objectives. d. The specific changes recommended for the master plan or development regulations, if any, including underlying objectives, policies and standards, or whether a new plan or regulations should be prepared. e. The recommendations of the planning board concerning the incorporation of redevelopment plans adopted pursuant to the “Local Redevelopment and Housing Law,” P.L. 1992, c.79 (C.40A:12A-1,et al.) into the land use plan element of the municipal master plan, and recommended changes, if any, in the local development regulations necessary to effectuate the redevelopment plans of the municipality.     Summer 2008 • Vol. 2, Issue 2 From the Desk of Congratulations Jack Arlene Feldman, President, NJAA I recently had the pleasure of speaking at New Jersey’s Avia- tion Day, sponsored by the Mid-Atlantic Aviation Coalition. This is an excerpt of that speech: Some of our decision makers still focus their attention on Teterboro, which is New Jersey’s busiest airport and the 10th busi- est general aviation airport in the United States. It’s understand- able, in light of the fact that Teterboro contributes 15,000 jobs and $1.8 billion in annual sales to New Jersey’s economy. It is one of New Jersey’s treasures. However we need to be doing a better job in educating our legislators and the general public to understand that the other New Jersey general aviation airports contribute an additional 55,000 jobs and $2.8 billion in annual sales.     Nantucket Memorial Airport Commission Selects Tom Rafter, A.A.E. as Airport Manager Tom Rafter leaves his position as Airport Director for the South Jersey Transportation Authority, owner of the Atlantic City International Airport. He has been with the Atlantic City Airport system for over thirty (30) years where he began as Airport Maintenance Manager at Bader Field Airport, the General Aviation field located within the city limits of Atlantic City. Since then he has held various positions with both private and public entities at Bader and the Atlantic City International Airport. In addition, Rafter has worked with various Federal agencies on aviation research and development projects and has provided assistance on consulting contracts at various airports throughout the country. Rafter was responsible for the transfer of approximately 2,200 acres of land and the airport operating certificate from the FAA to Tom Rafter, A.A.E. the South Jersey Transportation Authority converting Atlantic City Airport from a government owned facility to a Public Use Airport. The airport went from mostly charter service to the regional International Airport that it is today. In addition he was responsible for obtaining the operating certificate for Bader Field Airport and developing the original security plan for the Atlantic City International Airport. Rafter oversaw many projects at ACY, including the rebuilding of the main runway, and adding a second floor to the terminal. “Tom will not be easy to replace and we all wish him well,” said Bart R. Mueller, Executive Director of the SJTA. “He is a true advocate of ACY and has a wealth of knowledge about the aviation industry.” Rafter is excited about his new position at the Nantucket Memorial Airport and the opportunity to live in a place that has such a rich history and natural beauty.

GOVERNOR SHEILA OLIVER a) Kim Holmes introduced Stephanie Bush-Baskette, the new business administrator for Atlantic City, to the Atlantic City Executive Council. b) Total revaluation of all properties located within Atlantic City was completed earlier this month. Letters were mailed out to residential and vacant land property owners last Friday to inform them of the new assessed value of their property. c) Letters to non-residential property owners will be sent out in the near-term. d) These types of letters go out in every single revaluation performed throughout the state. e) The last revaluation in Atlantic City was conducted in 2008 before the onset of the Great Recession. At the direction of the Atlantic County Board of Taxation, the City of Atlantic City began a revaluation in 2019. f) The letters also include information about what the estimated annual property taxes will be in 2020 for the property owner based on the new assessed value of their property. g) The estimated taxes were calculated using the 2019 budget and do not include any budget adjustments in 2020 that are yet to be determined. The estimated taxes also do not include deductions a property owner may be receiving such as abatements or senior citizen, veteran and/or disabled credits. h) Property owners will not see the tax impact of the revaluation until their July 2020 tax bill. i) It is customary to provide property owners at least a 30-day window for meetings with representatives of the revaluation company to occur before the new tax list is submitted as final to the County Board of Taxation.

    National Transportation Safety Board Aviation Accident Final Report Location: Atlantic City, NJ Accident Number: NYC05LA085 Date & Time: 05/15/2005, 1548 EDT Registration: OY-JET Aircraft: Cessna 525A Aircraft Damage: Substantial Defining Event: Injuries: 1 Minor, 3 None Flight Conducted Under: Part 91: General Aviation - Business Analysis The pilot performed "a low pass" over the runway, and then touched down approximately 1,000 feet beyond the approach end of the 2,948-foot long runway, with a tailwind of approximately 10 knots. After touchdown, the airplane continued off the end of the runway, and subsequently impacted water. According to the Cessna 525A Landing Distance Chart, an airplane with a landing weight of 11,400 pounds required 3,000 feet of landing distance, in a no wind situation. With a 10 knot tailwind, the airplane required 3,570 feet of landing distance. The published airport diagram for the airport, was observed attached to the pilot's control column after the accident. A notation, which read, "airport closed to jet aircraft" was observed on the diagram. Additionally, the same notation, "Arpt CLOSED to jet traffic," was observed in the FAA Airport/Facility Directory. Examination of the airplane revealed no mechanical deficiencies. Probable Cause and Findings The National Transportation Safety Board determines the probable cause(s) of this accident to be: The pilot's improper decision to plan a flight to a runway of insufficient length, his improper in-flight decision to land on that inadequate runway with a tailwind, and his failure to obtain the proper touchdown point. A factor in the accident was the tailwind condition.

    Legislative Program Review and Investigations Committee Connecticut General Assembly Use of Hartford-Brainard Airport’s Site Staff Findings and Recommendations Report December 7, 2016 CONNECTICUT GENERAL ASSEMBLY LEGISLATIVE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE The Legislative Program Review and Investigations Committee (PRI) is a bipartisan statutory committee of the Connecticut General Assembly. Established in 1972, its purpose is to “conduct program reviews and investigations to assist the General Assembly in the proper discharge of its duties.” (C.G.S. Sec. 2-53e) From program review topics selected by PRI, the committee examines “state government programs and their administration to ascertain whether such programs are effective, continue to serve their intended purposes, are conducted in an efficient and effective manner, or require modification or elimination.” (C.G.S. Sec. 2-53d) Investigations require broader legislative approval to begin. The committee is authorized to raise and report bills on matters under its review. The program review committee is composed of 12 members.
