No: 06842 -253650 E-Mail-ID : deokandhamal@gmail. com wo .?90 | /EMG (Covid Cell), Dated ORDER Whereas, the Government of Odisha vide Revenue & Disaster Management (Disaster Management) Department Notification No.1706/R&DM (DM) dated.13.03.2020 has declared COVID-1p as a "DISASTER" under Section 2 (d) of disaster Management Act.2020 by virtue. of the power conferred under section 2, 3 and 4 of epidemic disease Act, 1897 for containment of COVID-19. And whereas, the National Disaster Management Authority (NDMA), Government of India in exercise of powers ionferred under section 6 (2Xi) of disaster ,management Act, 2005 has directed the State Government/ State Authorities to take measures for ensuring social distancing so as to prevent the spread of COVID-l9 and directed the National executive Committee constituted under the said Act to issue necessary guideline in this regard. And whereas, Government of Odisha has issued various measures to contain the spread of COVID-19 vide order No.2444IR&DM (DM) dated.03.05.2O2O. And whereas, O1 (Onef positive Covid case have been identified from Rudabidingia Village of Pikaradi GP under Tikabali Block. For effective containment and surroundingZone for monitoring of COVID related preventive measures is quite essential. Now therefore, in larger public interest and with a view to contain to spread of COVID-l9, I Dr. Brundha D, IAS Collector and District Magistrate, Kandhamal being the Empowered officer do hereby order the following. 1. Different streets of Rubadingia Village are declared as containment zones. The area coming within the boundary as indicated below (Map enclosed) is hereby declared as- Containmett Zones covering following areas: TidisahirPunisahi,Kapusahi and Putanaju of Rubadingia Village 2. The areas mentioned above under Tikabali Block are hereby declared as containment Zone. The boundaries of Containment Zone are as per the Trace map attached herewith. The movement of people inside the Containment Zone or to and From Containment Zone is strictly prohibited. 3. The IIC, Tikabali PS is directed to create a temporary check post at entry and exit point of Rubadingia to regulate the entry and exit from the Containment Zone. 4. The Superintendent of Police, Kandhamal is requested to provide adequate manpower and logistic support for the check posts at the marked point. 5. Sri. Chandrahasa Nayak, Tahasildar Tikabali is hereby deployed as Executive Magistrate and overall in-charge of Containment Zone and Buffer Zone. 6. A11 vehicular movement, movement of public transport and personnel movement will be stopped barring extremely urgent medical cases with the permission of undersigned. 7. A11 inhabitants within the Containment and Buffer Zone shall strictly remain in home. All shopping establishment whatsoever nature shall be closed immediately. The supply of essential and medical requirement will be ensured through various teams under the Sub- Collector, Balliguda. 8. All the Government and Private institutions located within the boundary of containment Zone and buffer Zone are hereby closed except the institutions associated with emergency related duties. 9. The CDM & PHO, Kandhamal is directed to complete house to house screening and swab collection of active contacts and shifting of positive patients immediately. Intensive surveillance mechanism as outline in the Standard Operating Protocol (SOPf issued by MoHFW shall be established with in the containment Zone. The local authority shall ensure LOOo/o coverage of Aarogra Setu App/Swasthya App among the resident of containment zone. In the containment following activities shall be undertaken by the local authorities. o Contact Tracing. Home/ institutional quarantining of individual based on assessment by medical officers. This risk assessment will be based on symptoms, contact with confirmed cases and travel history. o Testing of all cases with severe acute respiratory infections (SARI) influenza like illness (lLI) and other symptoms specified by MoHFW. o House to house surveillance by special team constituted for this purpose. o Clinical management of all cases as per protocol. o Counseling and educating people and establishing effective communicate. 10. The BDO, Tikabali is requested to barricade the entries and exit of the Containment Zone and coordinate with Sarpanch Pikaradi to engage service providers for all essential services (Vegetables, Groceries, medicines, etc) at door step of the people. 1 1. The Station Officer Tikabali Fire Station is directed to fumigate and sanitize all the areas in Containment and Buffer Zone. 72. The C.D.P.O. Tikabali is requested to provide all the help to the B.D.O. Tikabaii and Medical Officer, CHC, Tikabali for providing of service in connection with health screening at Containment and Buffer Zone respectively. 13. In Containment Zone, There shall be strict perimeter control to ensure that there is no movement of population in or out of the zone except for medical emergencies and for maintaining supply of essential goods and services. The guidelines issued in this regard by MoHFW will be strictly implemented. I t4. It is also mentioned here that the procedure of preparation of District Survey report is as per notification/ guidelines. District Survey report (DSR) will be prepared in every district for each minor mineral. The District Survey Report will guide systematic andscientific utilization of natural resources, so that present and future generation shall be benefitted at large. The purpose of District Survey report (DSR) is to identify areas of aggradations or deposition where mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining activities in that area. Every effort has been made to identify stone mining locations, areas and overview of mining activity in the district with all its relevant features pertaining to geology and mineral sources.
