Summer 2019 Volume XLIX, Issue 3 THE MOUNT PISGAH ARBORETUM QUARTERLY NEWSLETTER Oak Savanna Exhibit by August Jackson, Interpretive Coordinator The first European explorers and Euro-American colonizers described the Willamette Valley as a vast expanse of open prairie, dotted here and there with mature trees—mostly oaks—which impressed upon them the feeling of a “park” or “garden.” The only real forests to be found were on the foothills and knolls, and densely cloaking the braided and ponderous Willamette River. On his journey through the Willamette Valley in September of 1826, the botanist and explorer David Douglas discovered the cause of this park-like setting, noting that nearly the entire valley floor had been recently burned. Douglas remarked that some of the native Kalapuya people explained to him that they conducted the burns for the purpose of procuring food. Since the cessation of native burning practices, Oregon white oak savanna has become one of the most critically endangered ecosystems in North Photo by Kimberly Cullen America, with as little as 1% of the original extent remaining. Mount Pisgah Arboretum’s new Oak Savanna Exhibit aims to honor the cultural heritage of this quintessential Willamette Valley landscape and celebrates the biodiverse ecosystem that was supported by considerate and considerable Kalupyan management practices. The exhibit consists of two meditative paths with scattered vignettes that share some of the cultural and ecological outcomes of regular burning. These paths converge in the center around a planter showcasing a number of native plants that were important traditional food sources, and which benefited from regular burning. -

AN ABSTRACT OF THE THESIS OF Webb Sterling Bauer for the degree of Doctor of Philosophy in Geography (Resource)presented on April 18, 1980 Title: A Case Analysis of Oregon's Willainette River Greenway Program Abstract approved: Dr. Keith W. Muckleston The Willamette River Greenway Program was created by an act of the Oregon Legislature in 1968 and modified by a second act in 1973. The purpose of the program was to protect the natural environment of the river from approximately the foot of the Cascade Range near Eugene, north to the Columbia River confluence, a river distance of 204 miles; while opening up additional parts of the river environment for outdoor recreation use. From its inception the Willamette River Greenway Program was immersed in controversy. Rural property owners along the river objected to the program chiefly on account of its provision for public outdoor recreation. Urban dwellers tended to support the goals of the program. However, even in their case objections were raised regarding limitations on industrial development and urban expansion along the river. This thesis examines the Willamette River Greenway Program from the middle l960s, when the idea for a greenway was first proposed, through December 31, 1978. Specific questions addressed by this thesis are (1) How and why did the program develop as it did? (2) What were the major issues? How were these issues resolved? (3) Who were the principal actors?What were their roles? (4) How might the program have been (and still be) improved to bring about a greater realization -

LOWER WILLAMETTE RIVER ENVIRONMENTAL DREDGING AND ECOSYSTEM RESTORATION PROJECT INTEGRATED FEASIBILITY STUDY AND ENVIRONMENTAL ASSESSMENT DRAFT FINAL REPORT March 2015 Prepared by: Tetra Tech, Inc. 1020 SW Taylor St. Suite 530 Portland, OR 97205 This page left blank intentionally EXECUTIVE SUMMARY This Integrated Feasibility Study and Environmental Assessment (FS-EA) evaluates ecosystem restoration actions in the Lower Willamette River, led by the U.S. Army Corps of Engineers (Corps) and the non-Federal sponsor, the City of Portland (City). The study area encompasses the Lower Willamette River Watershed and its tributaries, from its confluence with the Columbia River at River Mile (RM) 0 to Willamette Falls, located at RM 26. The goal of this study is to identify a cost effective ecosystem restoration plan that maximizes habitat benefits while minimizing impacts to environmental, cultural, and socioeconomic resources. This report contains a summary of the feasibility study from plan formulation through selection of a recommended plan, 35% designs and cost estimating, a description of the baseline conditions, and description of impacts that may result from implementation of the recommended plan. This integrated report complies with NEPA requirements. Sections 1500.1(c) and 1508.9(a) (1) of the National Environmental Policy Act of 1969 (as amended) require federal agencies to “provide sufficient evidence and analysis for determining whether to prepare an environmental impact statement or a finding of no significant impact” on actions authorized, funded, or carried out by the federal government to insure such actions adequately address “environmental consequences, and take actions that protect, restore, and enhance the environment." The Willamette River watershed was once an extensive and interconnected system of active channels, open slack waters, emergent wetlands, riparian forests, and adjacent upland forests.
