Housing Element & Fair Share Plan SECTION 15 - HOUSING ELEMENT AND FAIR SHARE HOUSING PLAN In 1975, the New Jersey Supreme Court handed down its first Mount Laurel decision. In that decision, the Court imposed an obligation on "developing municipalities" to provide an opportunity for the provision of its “Fair Share” of low and moderate-income housing through its master plan and development regulations. In 1983, the Court handed down a second decision, which has been referred to as Mount Laurel II. In that decision, the Court opined that the obligation to provide affordable housing was not limited to “developing municipalities” but to all municipalities within the state. Mount Laurel II related this obligation to the State Development Guide Plan, which delineated the State into various planning areas. The Township of Denville, like other municipalities in the State are required to provide and plan for the provision of affordable housing for the local community and a portion of the region's population. In January of 1985, New Jersey adopted the Fair Housing Act (“Act”) which was the Legislature's response to the Supreme Court affordable housing decisions. The act established the Council on Affordable Housing (COAH), and assigned to COAH the responsibility for monitoring affordable housing activity throughout the State. Included within COAH's responsibilities were the establishment of housing regions, the determination of state and regional low and moderate income housing needs and the promulgation of guidelines and criteria for determination of municipal shares of the regional need for affordable housing. The Act also strongly links municipal planning and zoning to the provision of affordable housing. -

EAST AMWELL TOWNSHIP COMMITTEE SEPTEMBER 12, 2019 The regular meeting of the East Amwell Township Committee was called to order at 7:00 p.m. Present were Mayor Richard Wolfe, Deputy Mayor Tim Mathews, and Committee member Chris Sobieski. Attorney Carl Taylor was also in Attendance. In compliance with the Open Public Meetings Act, Acting Municipal Clerk Krista Parsons announced that this is a regularly scheduled meeting, pursuant to the resolution adopted on January 2, 2019, with a meeting notice published in the Hunterdon County Democrat issue of January 10, 2019. A copy of the agenda for this meeting was forwarded to the Hunterdon County Democrat, Times of Trenton, Star Ledger, Courier News, posted on the bulletin board, and filed in the Clerk's Office on September 10, 2019. The meeting opened with the Pledge of Allegiance to the American Flag. EXECUTIVE SESSION- (7:02:11) Motion made by Chris Sobieski, seconded by Deputy Mayor Mathews, to enter into Executive Session was unanimously approved. Executive Session took place from 7:02pm-7:31pm. (7:31:29) The regular meeting commenced. (7:31:46) Mayor Wolfe led those present in the Salute to the American Flag. FCC Form 315 Section IV, Question No. 8(b) May 2007 Page 1 of 83 TRANSFEREES’ EXHIBIT 18 Request For Waiver The Tribune Employee Stock Ownership Plan as implemented through the Tribune Employee Stock Ownership Trust, EGI-TRB, L.L.C., and Sam Zell (collectively the “Transferees”), proposed transferees of WPIX, Inc., licensee of television station WPIX(TV), New York, New York (“WPIX”), hereby request a temporary waiver of Section 73.3555(d), the newspaper-broadcast cross-ownership rule (the “Rule”), pending completion of the ongoing Commission rulemaking addressing the Rule.1 Transferees request this temporary waiver of the Rule to permit the common ownership of WPIX and Newsday, a daily newspaper published in New York. The Commission eliminated the Rule in 2003, and the United States Court of Appeals for the Third Circuit upheld that elimination in 2004. Three years later, in the largest and most competitive media market in the world, Tribune Company (“Tribune”) must be permitted to maintain its ability to broadcast and publish news in New York pending completion of the FCC’s extended proceedings to establish relaxed cross-ownership limits. WPIX operates in the most diverse and competitive media market in the United States, and from the time it came under common ownership with Newsday in March 2000, the already-abundant sources from which the public can obtain local news and information in New York have multiplied.
