Summary description Moated sites are disproportionately represented on the Heritage at Risk (HAR) Register. It has been assumed that all moated sites contain deposit types conducive to organic preservation in their ditches. Consequently, a significant minority are considered to be at ‘high’ risk and in a ‘declining’ condition trend. These assumptions require substantiating through site investigation. As a pilot study, the presence or absence of deposit types conducive to organic preservation has been determined for 25 sites in Yorkshire and the Humber. This project has not fully characterised any organic material encountered; sampling for laboratory-based palaeoenvironmental assessment and scientific dating would have to form the basis of a separate follow-on project. Refer to Hammon (2014) for the Project Design. Background1 Heritage at Risk2 English Heritage (EH) launched the HAR programme in 2008, as a way of understanding the overall state of England's designated historic environment assets. In particular, the programme identifies those sites that are most at risk of being lost as a result of neglect, decay or inappropriate development. Historic England (HE) is committed to reducing the overall number of sites at risk of loss and the approach is set out in the Heritage at Risk Strategy (EH 2012a).

H49, H46, H70, H36, H65, H56, H51, proposed development sites in the HBC draft local plan This submission is made by North Rigton Parish Council which represents 460 residents of the parish, located 2.5 miles south west Harrogate. North Rigton Parish Council does appreciate the need to plan for further housing in the borough of Harrogate, but the latest proposals provide figures which are unproven, unsafe and therefore unsound. HBC has failed to investigate other alternatives in depth but has opted either for more convenient development on land it “inherited” or via landowners wanting to profit from the sale of low value agricultural land for housing. NOT POSITIVELY PREPARED - Housing & Infrastructure • There is little additional infrastructure provision to the West of Harrogate where it is proposed that in excess of 6,000 houses are to be built. The bus and rail routes are to the East of the town centre, supermarkets are also to the East. The two secondary schools in the West are full and access to the other secondary schools in the East will be via the town, and school buses are unlikely to be provided for this travel necessitating in parents driving through the town to gain access. The lack of a suitable road network doesn’t seem to have been considered. • Traffic from the sites near Otley Road would regularly depart from that area towards Leeds and Bradford and inhabitants from around those cities will continue to make the reverse journey to work in Harrogate’s tourist industry; hotels, conference and exhibition trades.

This will comprise the Core Strategy (adopted 2009) and when adopted the Sites and Policies Development Plan Document. 1.2 The Core Strategy sets out a settlement hierarchy to guide the scale and location of new development within the district over the plan period. Up to 2023/24 the Core Strategy plans for the construction of 390 new homes per year throughout the District. The settlement hierarchy ranks settlements in terms of their relative size, function and access to services. Sites and Policies DPD 1.3 The Sites and Policies DPD will make allocations of land for housing and employment uses that reflects the above hierarchy as well as setting out policies to protect the character and heritage of the District and ensure development is of an appropriate scale, type and design.
