1. January 2007 to-date: Principal M&E Officer and MIS Specialist – Quality Assurance, Uganda National Agricultural Research Council - Secretariat. Duties: Provide technical backstopping in designing and implementing M&E systems, Develop user-friendly MIS for M&E purposes, Commission and implement quarterly, annual and periodic monitoring and evaluation of development projects and programs, Conduct impact assessment studies, develop capacities of NGO’s, Private sector and Public Research Institute staff in M&E, Assist Research service providers to plan their projects, conduct priority setting exercises, facilitate strategic planning exercises, Develop guidelines for registration of Non-Public Research Service Providers, Develop database of Non-Public Research Service Providers, identify capacity development needs of Non-Public Research Service Providers and mount appropriate training programs, Develop and institutionalise priority setting exercises in the National Agricultural Research System, Facilitate the process of certification and accreditation so that quality research products and services are provided by the agricultural system

Achievements: • Developed guidelines and standards for participatory monitoring and evaluation • Conducted 3 Monitoring exercises to establish progress of competitive grant implementation • Evaluated the Bachelors degree course in IT of University • Evaluated the management information system for the National Agricultural research organisation • Have developed and circulated guidelines for priority setting and so far they have been used for one cycle to establish national and zonal research for development priorities. I have also developed guidelines for registration of Non-Public Research Service Providers. • I have trained staff from the 13 NARO Institutes in Results-based Monitoring and Evaluation

2. April 2006 to December 2006; Acting Director Quality Assurance, Uganda National Agricultural Research Council - Secretariat.

Duties: Responsible for the day-to-day administration and management of the quality assurance of research programmes and services. Specifically, I am responsible for: heading the Quality Assurance Department;, developing quality standards and respective guidelines for conducting agricultural research and delivery of agricultural research services; checking research programmes and research services against agreed standards; registering and monitoring performance of agricultural research service providers; facilitating and organising capacity building programmes for service providers to improve quality of agricultural research Page 8 of 18 services; monitoring and vetting the competitive grant awarding process against guidelines and agreed standards; overseeing and monitoring the process for agricultural research priority setting at national and zonal level against guidelines and screening and vetting official publications, reports and information releases by the council and its secretariat and deputizing for the Director General

Achievements: • In collaboration with the scientific committee, I have developed and published both in news media and Internet the first national competitive grant calls and the zonal competitive research calls together with their guidelines. • Evaluated concept notes and called for full proposal development • Supported the NARO Council in executing some of its duties • In collaboration with IFPRI-ISNAR, developed a proposal to enhance impact orientation in NARO’s research system

3. January 2006 to April 2006; Principal Research Information Management Officer – NARO Secretariat Duties: Guide the Monitoring, Evaluation and Planning Unit (MEPU) in developing a Research Management Information System for NARO and maintain the critical databases as main source of research and resource planning and performance evaluation including impact assessment, Provide backstopping for MIS to the institutes and faculties in data, collection, data entry and production of MIS outputs, Develop guidelines for data collection and data entry for distribution to institutes and faculties, Advise research managers at all levels on the use of MIS outputs in decision making, Provide special MIS outputs from national database on request from research managers at NARO Secretariat, Merge MIS data provided by the Institutes and faculties into national database, Produce national MIS report from national database, Ensure the distribution of institute and national MIS reports to all Directors of institutes and Deans of faculties, Assist in solving the technical problems encountered on the use of MIS, Collaborate with ARIS on entering keywords and CARIS codes in the database, Follow up all activities concerning MIS, Design and institutionalise appropriate research management information systems in NARO, Manage human, physical, financial and research activity databases, Train other personnel in management information systems.

Achievements: • In close collaboration with the Statistical Services Department of Reading University, reviewed the status of statistic and data management in NARO and developed a proposal for improving statistics and data management for quality research • Initiated acquisition of GenStat statistical software and it has been delivered. A training program was developed and implemented.

4. June 2003 to March 2006; Ag. Director, Planning, Monitoring and Evaluation Unit – NARO Secretariat

Duties: Provide Leadership and being in-charge of planning, monitoring and evaluation of agricultural research activities in NARO. Drawing and reviewing short,

Page 9 of 18 medium and long-term plans of the organisation. Developing and improving tools for priority setting, planning, research management, evaluation and monitoring of all activities in NARO. Monitoring the progress of projects of the organisation. Preparing annual and periodic budgets and reports. Preparing new project proposals for funding. Establishing databases and management information systems to improve planning and management of projects and resources. Serving as a member of the Management Committee of NARO and assist the Director General in performing the functions in clause 15 of the NARO Statute. Working closely with the Deputy Director General (Research) and Deputy Director General (Outreach) who respectively had overall responsibility for guiding research and outreach activities in NARO.

Achievements: • Developed a strategy for embedding a result-based M&E system in the Public Agricultural Research Institutes • Re-engineered and institutionalised a management information system to support the result-based M&E • In close collaboration with the Director General and his Deputies and Researchers, developed a Revised Version of NARO’s realigned research programme in accordance with the National Agricultural Research Systems (NARS) policy and principles of the plan for modernisation of agriculture (PMA) • Orgnaised workshops and seminars to orientate Researchers to the realigned research programme. • Developed a revised research strategy based on the Principles of the NARS • Identified thematic, project and output Leaders to lead the new research agenda • Developed terms of reference for the above leaders • Guided NARO Scientists in preparing budgets for 2004/2005 basing on the activities in the MIS Medium Term Plan database • Prepared NARO’s contribution to the Ministry’s (Agriculture, Animal Industry and Fisheries – MAAIF) 2003/2004 Policy Statement, • Monitored progress of research and outreach projects (Institutes and ARDCs). • Guided the Finance section on the releases of funds to the different projects • Produced a draft of the NARO Annual Report 2002/2003 • Guided and supported the World Bank Supervision Mission on Mid-term review of ARTP II project. • Participated in many Taskforces, meetings and workshops

Achievements • I regularly updated NARO’s Website • I engineered the planning phase to realign and rationalise NARO’s research agenda to the new principles of Plan for Modernisation of Agriculture (PMA) and policy of the National Agricultural Research System (NARS) • I developed report formats/ guidelines for writing up the World Bank Mid term Review report. • I sensitised NARO Scientists to orientate them towards managing their research projects for impact. • Participated in many regional and international workshops, conferences and workgroups/taskforces

6. June 2002 – January 2003; Acting Director, Planning, Monitoring and Evaluation Unit. Achievements: • In close collaboration with the Director General and his Deputies, developed a Revised Version of NARO Brochure with the emphasis on what NARO has achieved so far. • Guided NARO Scientists in preparing budgets for 2003/2004 basing on the activities in the MIS Medium Term Plan database, • Prepared NARO’s contribution to the Ministry’s (Agriculture, Animal Industry and Fisheries – MAAIF) 2002/2003 Policy Statement, • Monitored progress of research and outreach projects (Institutes and ARDCs). This was conducted jointly with the Budget Unit to ensure that there is

7. 1994 to December 2002: Research Information Management Officer Duties: Design and institutionalise appropriate research management information systems in NARO, Manage human, physical, financial and research activity databases, Train other personnel in management information systems, and produce timely outputs for planning, monitoring and evaluation of agricultural research and resources Achievements: • I was awarded a prize by NARO for Excellency in executing my duties as a Scientist from the period 1998 – 2000. • Trained NARO Scientists in Monitoring and Evaluation and how MIS can ease the processes. • Initiated and spearheaded the establishment of Local Area Networks and connectivity to the Internet via satellite using VSAT Technology. So far NARO Secretariat, Serere Agricultural and animal Production Research Institute, Livestock Research Institute and Namulonge Agricultural and Animal Production Research Institute are connected directly to the Internet using VSAT dishes. This effort received sizeable Financial support from ASARECA/AfricaLink Project. • Developed and published NARO’s Website (can be accessed at . • I actively participated on the task force for the formulation of NARO Strategy 2010 and the Medium Term plan 2005 (MTP). • I assessed all NARO computers for their vulnerability to “the Millennium Bug – Y2K” and I fixed them to be compliant without using consultants as was the case in other organisations. • Taskforce Secretary and Technical member for the development of NARO’s Physical resources management information system • I designed a Physical resource management information system for agricultural research projects in NARO and it is in the process of being implemented. • Designed; with a consultant, the NARO Financial budgeting system. • Implemented a project on the use of low earth orbit satellite for communication with the rural areas. • I spearheaded the taskforce that produced the first ever NARO Annual Report and since then I have been on such a task force. • I implemented a Research activity management information system (MIS) in NARO. • I designed and implemented a Human resource management information system in NARO • I have produced and continue to produce several outputs from the MIS databases for planning, monitoring and evaluation of agricultural research activities and resources in NARO. • I have designed a number of monitoring and evaluation formats for use in the Page 12 of 18 Ugandan agricultural research system. • I have rapporteured and edited many workshop/conference proceedings in NARO

8. 1998 to 2002; Lecturer of IT-MIS, 2002 to date Senior Lecturer Duties: Impart skills and knowledge to both graduates and undergraduates different ICT related subjects e.g Management of Information Systems, modern Information technologies, computer application, systems analysis and design, data and network communication, database design and management; Design appropriate degree courses in IT; setting and marking exams, mentoring students, supervising research projects, providing administrative and academic leadership to the staff in CIT Department, preparing annual unit budgets, ensuring that computer labs are functioning, ensuring an up-to-date register of computing resources, guidance and counselling of my staff and performing ad hoc duties assigned to me.

Achievements: • Developed and coordinated the four Master degree Programs – Computing and Information systems, Information Technology, Finance and financial information systems and Management Information Systems. • I designed and spearheaded the Implementation of a Bachelor’s of Information Technology degree course at . • Member of Senate of Nkumba University and Head of Computing and Information Technology Department (till January 2007) • Was appointed Superintendent of Computer Unit and Co-opted as a member of Senate of Nkumba University • Organised two exhibitions (for Day/evening and Weekend) at the University to sensitise students on professional certification in ICT fields. The exhibition was staged by New Horizons (formerly NIIT) • Reviewed and made recommendations on the Nkumba staff provident fund scheme • Organised a workshop on Improving Oral Paper presentation and Lecturing Skills using PowerPoint. • Spearheaded the first Internet connectivity at the University • Supported the formation of an academic association “Nkumba University ICT Association – NUICTA” and became its first patron • Wrote a number of proposals • Held unit meetings with my staff to discuss issues affecting the functioning of the unit in offering quality services • Participated in many meetings and special assignments

Achievements:

Page 13 of 18 • I received the Best Presenter prize award during the First Eastern and Southern Africa Crop Science Conference held in Kampala (14 - 18 June 1993) when I presented the paper entitled “The effect of varietal combination on the yield of Zea mays and Phaseolus vulgaris in a row intercrop system”. • Evaluated many herbicides and recommended Stomp 500E pre-emergence herbicide for weed control in maize, legumes, fibers and some other cereals, Laddok post-emergence for weed control in maize and Buctril MC for weed control in maize and millet. • Successfully conducted on-farm surveys in Uganda and Kenya (Embu) and identified farmers' major production constraints especially in the maize-bean farming system and designed and implemented on-farm trials. • Established appropriate maize population density under Namulonge conditions and recommended; for the same conditions, the use of 53,000 plants/ha at a spacing of 75cm x 50cm leaving 2 plants/hill with hand planting or 75cm x 25cm with 1 plant/hill when using a tractor driven planter. However, in drier areas, a lower plant density should be used. • Successfully involved in the improvement of KWCA maize variety by way of reducing the height and maturity period and this resulted in Longe 1 which was released in 1991. • Together with farmers, we identified better performing maize hybrids (8535- 23 and 8556-6) and open pollinated varieties (ZM607 and ZM609) in Mityana and Masindi. • In collaboration with farmers in Mityana and Masindi, I established that maize variety Longe 1 compared with KWCA, can be intercropped successfully better with bean variety K20 than with white haricot though not statistically different in the system performance. I have also established that fertilizer application reduces the bean yield but increases the maize yield in a row intercrop system. • From the fertilizer trials on maize at Namulonge, I established that it is difficult to get response to N and P because of the high levels of these nutrients in the soil at the station and thus such work should be conducted on farmers' fields and or on variety trial centers. • I successfully implemented minimum tillage method trials on farmers' fields to develop an alternative to using tractors and hand hoes in preparing land for maize and bean production. • Through the rigorous crop management research training at Egerton University - KENYA (1991), I was identified as a potential collaborator in maize management research in Eastern Africa and this fetched a new vehicle for the Uganda National Maize Program. • I initiated the idea of having the first ever Maize Research Planning Session in Dec. 1992; this was accepted and funded by CIMMYT and MFAD. Many research proposals were presented by a number of Scientists in the country working on maize and some of these were accepted for funding by CIMMYT
