Holiday Tree Lighting

Santa is coming! It’s time for the City of Hercules annual Holiday Tree Lighting event this Sunday, 2, from 5-7pm at the Community Swim Center. Help us welcome Santa and Mrs. Claus at 5:15pm as they light the tree. As usual, there will be activities, photo opportunities, light refreshments and entertainment for the entire family.

We will also collect food, toys and gently used coats to help out those in need. This event is FREE to the community! We look forward to seeing you all on Sunday evening.

City Council Reorganization

On Tuesday, December 11th, the City Council will take action to certify the results of the November municipal election. Council Member Chris Kelley will be sworn in for a second term, and Dion Bailey will be seated for his first term on the City Council. Council Member Myrna de Vera will be recognized for her eight years of service on the City Council and prior service on the Planning Commission. The City Council will also select a new Mayor and Vice Mayor for the upcoming year. The City Council meeting will start at 7 PM with the reorganization matters being first on the agenda, followed by a break and reception to welcome those joining the Council and to say thank you to those departing and whose roles are changing.

Energy Efficiency Kits

Four hundred (400) households in the Bayside, Baywood, and Promenade neighborhoods took advantage of free energy efficiency kits which were made available to them by the City as former Hercules Municipal Utility (HMU) customers. The City partnered with the Rising Sun Energy Center on this effort. This energy efficiency kit distribution wraps up the final HMU related activities.

Leaf & Green Waste Disposal

As fall transitions into winter, please remember that all leaf and green waste is required to be disposed of properly by you and/or your landscapers using your green waste bin or through another appropriate means. It is illegal to just sweep or blow these materials into the street and gutter and could subject you to a fine. In addition, leaf and green waste can clog storm drains and cause

localized flooding when it rains.

Finance Commission – Three (3) Vacancies with terms ending December 2020 The Finance Commission meets the fourth Monday of every month at 7 p.m. The Commission is advisory to the Council and has the following duties:

• Quarterly review of City’s financial status; review and comment on audit reports, the proposed operating budget and the capital improvement program budgets. • Makes recommendations to the Council with respect to budget priorities. • Advises the Council on matters of policy and public interest related to the management of the City’s finances and budget. • Serves as the Oversight Committee for Measure “A,” including providing an annual report, to ensure that utility user tax funds are spent in accordance with the voter approved measure adopted in 2013. • Serves as the Oversight Committee for Measure “O,” including providing an annual report, to ensure that the sales tax revenues approved by Hercules voters are spent in accordance with the voter approved measure adopted in June 2012.

Mosquito & Vector Control - One (1) Vacancy with a two (2) year term. The Mosquito & Vector Control Board meets in concord on the second Monday at 7 p.m. every other month. Trustees also serve on various subcommittees, which requires attendance at additional meetings. Trustees are paid $100 per month. Trustees should have an interest in any of the following areas: public health, public policy, wetlands, farming, community education, finance, personnel or land development.

City Council Meetings The Hercules City Council meets regularly on the 2nd and 4th Tuesdays of the month. **Please Note that for the month of November and December the City Council will meet on the 2nd Tuesday only. The 4th Tuesday meetings in November and December have been cancelled due to holidays.

The Exchange at Bayfront (aka Block N) –Large Concrete Pour to complete 18” basement

Look at these cool green arms in the sky that remind me of the Grinch….but really it is piping arms that allow concrete to be pumped into the subterranean basement/ garage of our next mixed- use City block called “The Exchange”. Approximately 220 concrete trucks descended on our Waterfront after the rain clouds cleared away to pour the last third of the project that will accommodate a large below ground parking structure, 12,000 square feet of retail and 172 new apartment units within one block of our future Regional Intermodal Transit Center. Now that the bottom is complete before the heavy rainy season, the construction can steadily progress through the winter!!!

PUBLIC WORKS DEPARTMENT

Refugio Park Pathway Paving Project

Maintenance & Operations

Staff completed their regularly scheduled custodial and facility-related tasks in public parks and buildings. The Street Sign Replacement Project is approximately 1/3 completed, with the remaining signs on order. The replacement generator damaged by fire at the Community Center has been delivered and can be put into service a permit is received from the Bay Area Air Quality Management District. Emergency power is supplied in the interim with a temporary generator. Staff repaired numerous streetlights throughout town, including a few which were knocked down by automobiles. The new streetlights for Refugio Valley have been delivered and staff is in the process of executing a contract with the prior low bid contractor to have them installed at their original bid amount. The top down cleaning of the City’s entire sewer system continues. The trees in the Business Park are under evaluation including removal and replacement. Staff and contract landscapers are busy removing leaves from the street and catch basin inlets.

Engineering

The $52M Pinole-Hercules Wastewater Treatment Plant Upgrade Project is now 2/3 completed with an anticipated final completion date of June 2019. While overall the project is proceeding smoothly, power and gas services provided by PG&E were delayed. The cost impact of this delay is being assessed. The grading permit for Sycamore Crossing is under review as are the public improvements for the future Safeway, located at the southeast corner of San Pablo and Sycamore

Avenue. Grading for the Bayfront Development is ongoing and future phases are under various stages of review. Work on the Refugio Valley Pedestrian Trail Resurfacing Project and 2018 Street Rehabilitation Project is underway. Work on the new bathroom and sport court at Duck Pond Park is underway.

2019 Winter/Spring Activity Guide The 2019 Winter/Spring Activity Guide has arrived. It was mailed out this week. If you have not received your copy, guides are available at the Community Swim Center, the Senior Center, City Hall and the Teen Center. All classes and programs in the Winter/Spring guide are for programs during the first 4 months of the year ( through ).

Aquatics

Swim Team All swimmers must be able to swim 25 yards unassisted prior to joining the team and will be assigned a practice time based on their swimming ability. The East Bay Silver Dolphins Swim Team is a year-round USA Swim Team. Kidz Programs

Kaleidoscope Kidz, a Recreation Afterschool Program (RAP) Kaleidoscope Kidz/RAP is held at all 3 elementary sites in Hercules: Hanna Ranch, Lupine and Ohlone. November is Fall Harvest/Utah month. This theme is an opportunity to talk to the children about how we can help our planet. The children will go on a nature walk and collect leaves. We then use the leaves in several different art projects exploring texture and color.

Tiny Tots Programs (Preschool)

All Preschool classes are working on the letters G, H and I. We spend a lot of time with the preschool kids on the importance of making new friends. Preschool classes are working on their letters and workbooks. The Pre-Kinder and Jr. K classes are taking home homework on the weekends. This is the group going to Kindergarten next year. This month we are celebrating the Seasons and the changing weather. The JR. Kinder class discovered a giant potato bug on their playground last week so they talked about a bug’s life and how the weather affects the bug.

Seniors

Project Second Chance On Thursday, , the library will do a presentation during our C.C. Café lunch hour about Project Second Chance (PSC), a literacy opportunity for reading, tutoring or volunteering. Please join us for this great opportunity.

Blood Drive Our next Blood Drive is scheduled for Thursday, , from 2-8pm at Samara Terrace in the Van Domselaar Room. Please consider donating blood.

Skyhawks Sports, Kidz Lover Soccer, Starlings Volleyball and The Hercules Parks and Recreation Department works with several different groups to bring amazing sports opportunities to the community.

• Skyhawks sports programs currently offer a variety of programs for young athletes including Mommy/Daddy & Me Tot Sports, Tot Sports, Mini-Hawk Sports and Full Court Basketball programs.

• Kidz Love Soccer offers several soccer programs for a wide age range beginning with a Mommy/Daddy and Me Soccer program, Tot/Pre-Soccer, and Soccer 1.

• AOSL Basketball Clinics are ideal for young athletes that want to improve their basketball skills. Whether you are looking to learn the basic fundamentals, or improve a certain aspect of your game, the AOSL Basketball Clinics offer something for everyone. The program consists of (1) session a week and a total of (4) sessions a month.

• Starlings wants to help your child prepare for club tryouts. SVP will focus on the fundaments used in volleyball. SVP is a weekly clinic that focuses on a variety of techniques designed to help your child develop basic proficiency in passing, setting, hitting, and serving.

Teens

T.H.E. S.P.O.T After-School Program Our Teen After-School Program is known as the “S.P.O.T.”. It is held at the Teen Center daily throughout the school year. The SPOT is not only a great place for teens to hang out, but it is also a great place to get a jump on homework or get help with homework. The SPOT is a fun environment with lots to do including cooking, games, videos, music, more. Our staff are here to provide mentoring and assistance in all areas. Junior Staff-In-Training Jr. SIT is the perfect place for teens to work on job related skills. Our energetic staff is here to help mentor teens and prepare them for their first job! This program is focused on helping teens prepare for employment, including basic skills like interviewing and resume writing. The Jr. SIT program is sure to help your teen with leadership, professionalism, customer service, and more. Online Driver’s Education This course is designed to help Teens get their learners permit through online videos, animated driving scenarios and sample test questions. Participants learn the rules of the road, major causes of traffic collisions, DMV procedures, and more, all from the privacy of their own home. A licensed instructor is available to answer questions. Successful participants receive a DMV approved certificate of completion.

Wednesday December 5th and 12th, 3-5pm Drop in Homework Help Teen volunteers help kids in grades K-5 with their homework!

Wednesdays 10am-11:30am (please note new time) Computer Basics Come to the Hercules Library for help with basic computer skills. The first hour will be skills taught in a group setting, followed by an opportunity to practice skills and get additional help from our instructor. No registration required Beginning in December, Computer Basics will meet Wednesday mornings from 10-11:30am.

Tuesday December 4th, 3:30-5pm Builders Club Kids let your imaginations take over as you build with LEGOs. Creations will be displayed in the library. Unless otherwise noted, the Builders Club meets the first Tuesday of the month. No registration is required. We ask that caregivers keep an eye on little ones for choking hazards.

Tuesday December 4th, 6-7pm Holiday Tree Decorating Join us as we decorate our annual holiday tree! Make an ornament, eat some sweets, and listen to joyful holiday music! All materials will be provided. Fun for the whole family.

Saturday December 8th, 1:30pm Patrick Landeza Hawaiian Slack Key Guitarist Patrick Landeza is one of the top slack key guitarist around. He is a musical bridge between Hawaii and California playing traditionalist Hawaiian music with a Berkeley twist.

Monday December 17th, 6:30pm Uke and Me @ the Library Slow down and enjoy the sounds of the islands as you learn to make beautiful music at the library. With monthly teacher-led ukulele classes you will be a master in no time. Bring your own ukulele or use one provided by the library. Theft by False Pretense: On , 2018 at 5:55pm, an officer was dispatched to the 100 block of Glenwood for a report of fraud. The victim was called by someone impersonating and Internal Revenue Service representative. The caller convinced the victim to buy a $950 Target card and send it to an IRS fraudster.

CRIME PREVENTION TIP: The IRS does not call people to tell them they owe back taxes, or that there is a warrant out for your arrest. The IRS certainly does not accept pre-paid credit cards as payment. If you receive one of these calls, or a voicemail asking you to call back, hang up or

ignore them. Grand Theft/ Robbery/Conspiracy/Reckless Evading a Peace Officer/Possession of Drug Paraphernalia: On , 2018 at 9:18 a.m. Hercules Officers were dispatched to Home Depot, 1625 Sycamore Ave. for a report of a grand theft in progress. A loss prevention saw an African American adult male leaving with approximately $1,500 in stolen items. The suspect got into a waiting Gray Lexus SUV LS 400, with a partial license plate, last seen, driving towards Taco Bell. The driver appeared to be an Asian male adult, and there was an African American adult male in the passenger seat (suspect). An Officer located the Lexus leaving the Creekside Shopping Center. The vehicle turned right onto E/B Sycamore Ave. Officers attempted to stop the vehicle at the red light on E/B Sycamore Ave. at Willow Ave. The vehicle immediately fled at a high rate of speed. Officers pursued the vehicle to the Phillips 66 Refinery located on Refinery Rd. Officers briefly lost sight of the vehicle as the suspects drove into the parking lot at the refinery. A Phillips 66 Security Guard told Officers the vehicle was inside their parking lot. Officers found the 54 year old male suspect hiding underneath a parked pickup truck. Officers located the 45 year old driver, who turned out to be a female, at the back of the parking lot. Both suspects are from Oakland.. Officers located the LS 400 and found four large boxes of items stolen from Home Depot (2 air compressors, leaf blower, and sump pump). Officers found pipes, commonly used to smoke narcotics, in the possession of both suspects. The Security Guard positively identified both suspects (female as the driver and the male as the passenger). Both were arrested. The Home Depot Loss Prevention Officer (LPO) positively identified both suspects. The female entered Home Depot and selected numerous items which she staged for the male suspect. The female exited the store and got into the LS 400. The male entered the store and loaded up all the items on a push cart. The male pushed out a total of $1512.00 in stolen items. The LPO approached the male, outside the store, and grabbed the push cart with stolen items. The male suspect grabbed the cart back from LPO and told him to get away while lunging at him. The LPO backed away, in fear for his safety, and called the police. The LPO recovered some of the stolen items left on the cart, by the suspect, after he fled in the vehicle. The suspects were transported to the Martinez Detention Facility.

Simple Battery: On , 2018 at 12:06pm, officers were dispatched to the 1300 block of Sycamore Ave, for a report of an assault. The reporting party said her 24 year old son, threw a backpack and hit her on the left side. The son was gone on arrival and was not located during an area check. The victim declined medical.

Vandalism: On November 17, 2018 at 12:37pm an officer was dispatched to the 200 block of Pepperwood for a report of a vandalism. The reporting party said an unknown suspect damaged his yard lamp post sometime overnight.

Vandalism: On November 17, 2018 at 1:45pm an officer responded to the 2000 block of DeAnza for a report of a vandalism. The reporting party located minor damage (chipped paint) to his vehicle that was not there yesterday.

Vandalism: On November 17, 2018 at approximately 7:26 pm a HPD Officer was dispatched to the 100 block of Columbine regarding a vandalism to a vehicle. The reporting party stated an unknown subject has been placing screws in her tires causing them to deflate and scratching the side of her vehicle.

Firearms Turned in for Safekeeping: On , 2018, at approximately 10:30 am, a Hercules resident turned in 4 firearms for Safekeeping.

Prisoner Pickup: On November 20, 2018, a Parking Enforcement Officer picked up a 20 year old female from San Mateo County Jail on an outstanding warrant from Hercules PD.

Petty Theft: On November 20, 2018, at approximately 3:10 pm, HPD Officers were dispatched to Home Depot for a theft which just occurred. The Reporting Party, from Fair Oaks, was chasing the suspect. An Officer located the victim, and the13 year old male juvenile he was chasing, at the BART transit lot on Willow. The victim said his wallet was stolen, from the counter at Taco Bell, while he was getting a drink. The juvenile was arrested and his father was contacted. The Wallet was located and returned to the victim. The juvenile was issued a citation and released to his father.

Identity Theft: On November 20, 2018, at approximately 3:30 pm, an Officer was dispatched to HPD Lobby for an identity theft. A Hercules resident reported someone opened an AT&T account using his personal information without his permission.

Petty Theft: On November 20, 2018, at approximately 5:59 pm, HPD Officers were dispatched to Home Depot for a theft in progress. Officers contacted, and detained, a 48 year old female and a 42 year old male. The two suspects took approximately $450.00 worth of merchandise from Home Depot. Both were arrested and transported back to HPD. They were later cited and released.

Felony Evading/Delay Peace Officer/Possession of Controlled Substance/ Possession of paraphernalia/Extraditable out of state Warrant: On November 20, 2018, at 11:55pm, an HPD officer attempted to conduct a traffic stop, on E/B 80 at Willow Ave, for expired registration. The vehicle fled, at a high rate of speed, in attempts to evade. The pursuit continued to Vallejo. The adult female driver jumped from the vehicle, while it was still moving. The vehicle came to a stop after striking a curb. The suspect fled on foot and ran approximately half a block before surrendering. The female was found to be on misdemeanor probation out of Solano County and had an extraditable warrant out of Nevada. The female was in possession of a suspected narcotic and drug paraphernalia. The subject fell, after jumping out of a moving vehicle, and appeared to be under the influence of a narcotic. She was transported to a hospital. Once medically cleared she was transported to Contra Costa County Jail,

Suspicious Circumstance/ Hit and Run Collision/ Unreported Stolen Vehicle: On , 2018 at 7:07am, officers were dispatched to the 500 block of Linus Pauling regarding an unoccupied Mercedes vs. tree collision. The Mercedes’ airbags were deployed, the engine was cold, and the key was in the ignition. The Officer contacted 17 year old son of the registered owner, who said his father was not available. The son said he last saw the vehicle, yesterday at 6:00pm, parked in the driveway. About11:00pm he noticed it was missing but did not think much of it. The son denies any knowledge of how the collision occurred.

Vandalism/Probation Violation: On November 21, 2018 at 12:54pm, officers were dispatched to the Shell gas station at 3900 San Pablo Ave regarding an irate customer, associated with a brown Dodge Durango, breaking items inside the Mini Mart. The 25 year old male suspect’s vehicle, of Turlock, was located in front of Big Lots. The male was ID’d by the manager as the responsible person. The subject was arrested and transported to HPD. He was cited and released.

Missing Person: On November 21, 2018 at 1:24pm, a resident of the 200 block of Meadowlark reported one of her 23 year old female tenants as missing. A roommate last saw missing person three weeks ago. The female reportedly left the residence with an unknown male in an unknown vehicle. The reporting party said the missing person usually stays in touch when she is gone for more than a week, but the reporting party has not heard from her. The missing female is described as Samoan; 5’7”; 180lbs; with black and strawberry colored hair. The missing female has medical issues but has her meds with her. The local hospitals and jails were checked with negative results. A Trak flier was sent out and the subject was entered into Missing and Unidentified Persons System.

Warrant Arrest: On November 21, 2018 at approximately 1:08am, Officers stopped a grey 2006 Acura TL for a traffic violation. The 22 year old male driver was found to have an active $55,000 warrant out of Richmond. The subject was taken into custody and transported to The Martinez Detention Facility.

Found Property: On , 2018 at approximately 5:28am, Officers were dispatched to the 2200 block of Redwood Rd. for a report of a found purse. Officers located the purse, but did not locate any identifying information inside. The purse was later booked for found property.

Warrant Arrest: On November 23, 2018, an Officer arrested a 26 year old male, at his residence in the 2000 block of Forest Run, for a mandatory appearance originating from this agency. The subject was transported to the Martinez Detention Facility.

Possession of Controlled Substance: On , 2018 at approximately 8:22pm, Officers located a 38 year old male, of Carmichael, urinating in the parking lot of Home Depot. The male was found to be associated with a green 2002 Saturn wagon which he was standing next to. The vehicle was occupied by a 20 year old female out of Patterson. Officers located a plastic baggie, containing approximately a substance believed to be narcotics, on the floor board where the female had been seated. The female was cited and released.

Auto Burglaries: On November 24, 2018 at approximately 10:22pm, Officers were dispatched to the area of Bowsprit Ln, at Victoria Crescent West, for report of an auto burglary that just occurred. The reporting party stated she heard her car alarm going off and looked outside to see the window on her vehicle was smashed. Officers located another vehicle, down the street, which also had its window smashed.

Vandalism: On , 2018, at approximately 1:41 pm, HPD Officers were dispatched to the 1500 block of Chelsea for the report of a female hitting the Reporting Parties front door with the hammer. A 39 year old female was located and detained. The subject had broken several ceramic pots, on the porch, and the owner wanted to press charges for the damage. The homeowner did not know the female. The female appeared disoriented and was taken to a hospital. The Vandalism case will be referred to the DA.

Natural Death: On November 25, 2018, at 8:31pm, the Fire Department requested Officers respond, to the 200 block of Sparrow Dr, for a possible death. Paramedics pronounced the 80 year old male deceased. The Contra Costa Deputy Coroner was contacted and released the body to the

family. Burglary: On , 2018, at approximately 1:45 pm, an Officer was dispatched to the 2000 block of Serra Lane for a theft which just occurred. The victim arrived home, and parked his 2018, Toyota Camry in his garage. The victim left his brand new IMac Laptop computer, on the back seat of his vehicle, in his garage. The victim walked down to his mail box, a couple of houses away, and when he came back his laptop was no longer in the car. The victim’s wife heard a sound in the garage, but thought it was their daughter. The daughter said she saw a boy in the garage, but no further informaton.

Expired Registration Tow/Recovered Stolen Property: On , 2018, at 2:29am hours an Officer conducted a check on an unoccupied suspicious vehicle at 844 Willow Avenue. The red 1996 Ford Explorer was found to have expired registration from 2016, and a pending master file dated from 08/2017. The vehicle was towed for expired registration in excess of six months. During the inventory search of the vehicle, the Officer located a black Marin Kentfield CS1 commuter bike in the rear of the Explorer. After conducting a records check, HPD Dispatch advised and confirmed the bicycle was reported stolen out of UC Davis. The Officer Recovered the bicycle, and it was removed from the Automated Property System.

Auto Burglary X2: On November 27, 2018, at approximately 6:41 am, an Officer was dispatched to the 100 block of Paradise for an Auto Burglary. The Officer learned there were two victim vehicles belonging to two separate parties. Sometime between November 26 at 8:45 pm, and the time of call an unknown person broke the front passenger window of a 2018 Mercedes, and the front passenger window of a 2018, Toyota Camry.

Auto Burglary: On November 27, 2018, at approximately 11:28 am, an Officer responded to 1500 Sycamore for the report of an auto burglary. The suspect vehicle was a red Mazda or Toyota, and it was last seen driving west on Sycamore towards San Pablo Avenue. The suspect was an African American male in his 20’s. A witness observed the suspect break the rear window of a 2017 Toyota Highlander. Taken was a laptop computer and a Tablet.

Warrant Arrest: On November 27, 2018, at approximately 3:53 pm, an Officer stopped a white, 1998, Lexus sedan, in the 100 block of Linus Pauling, for expired registration. The 59 year old male driver, from Rodeo, had an outstanding felony warrant from Contra Costa County Sheriff’s Office. The subject was arrested, for the warrant, and transported to the Martinez Detention Facility.

Violation of Domestic Violence Restraining Order: On November 27, 2018, at 5:31 pm, a resident from the 100 block of Mandalay came to HPD to report a violation of a Domestic Violence Restraining. Between 31, 2018 and November 16, 2018, a 42 year old male has been sending text messages, emails, and making phone calls, to the victim, in violation of the Restraining Order.
