ADB Annual Report 2002 OPERATIONS Development is not an end. It is a multidimensional and multilayered process, sustained by partnerships and projects that complement and build on each other. In pursuing its vision of a region free of poverty, the Asian Development Bank is both an element in the process and the catalyst that brings the elements together. This synergy is depicted on the cover of this Annual Report. The infrastructure development photographs are defined and bound together by the outline of a tulip, the national flower of Turkey—where the flower was first discovered and which was to have been the venue of the 36th Annual Meeting of the Board of Governors in 2003. Much like development, the lines of the tulip fan out, branch off, and come together again to create a new pattern. ASIAN DEVELOPMENT BANK PROFILE he Asian Development Bank (ADB) was established in 1966 through a multilateral agreement ratified by 31 countries.1 It has 61 members, of which 44 are in Asia and the Pacific. ADB has its headquarters in the Philippines, and has offices worldwide, including resident missions in Afghanistan,2 Azerbaijan,2 Bangladesh, Cambodia, People's Republic of China, India, Indonesia, Kazakhstan, Kyrgyz Republic, Lao People’s Democratic Republic, Mongolia, Nepal, Pakistan, Papua New Guinea,2 Sri Lanka, Tajikistan,2 Uzbekistan, and Viet Nam. ADB also maintains a country office in the Philippines; a regional mission for Tthe South Pacific in Vanuatu; a special office in the Democratic Republic of Timor-Leste; and an extended mission in Gujarat, India. It has representative offices for Europe (in Frankfurt), for Japan (in Tokyo), and for North America (in Washington, DC). Our vision ADB's vision is an Asia and Pacific region free of poverty. Its mission is to help its develop- ing member countries (DMCs) reduce poverty and improve their living conditions and quality of life. ADB pursues a strategic agenda—sustainable economic growth, inclusive social development, and governance for effective policies and institutions—with three crosscutting themes: private sector development, regional cooperation and integration for development, and environmental sustainability. ADB’s main instruments in providing help to its DMCs are policy dialogues, loans, technical assistance, grants, guarantees, and equity investments. ADB offers a range of modalities and terms for loans, aimed at improving development performance. About 70% of ADB’s cumulative lending comes from its ordinary capital resources. These come from three distinct sources: private place- ments and capital markets in the form of borrowings; paid-in capital provided by shareholders; and accumulated retained income (reserves), which provide a buffer for risks arising from operations. ADB also provides loans from its Special Funds resources. The Asian Development Fund (ADF) is a special window for loans on concessional terms to members with low per capita gross national product and weak debt-repayment capacity. The ADF is financed by periodic voluntary contributions from donors. Other Special Funds are the Technical Assistance Special Fund, Japan Special Fund, and ADB Institute Special Fund. In addition, ADB manages and administers other funds: Japan Scholarship Program, Japan Fund for Poverty Reduction, Japan Fund for Information and Communication Technology, and channel financing of grants provided by bilateral donors to support technical assistance and soft components of loans. In recent years, thematic trust funds— focusing on governance, poverty reduction, water, energy, and environment—were established to support technical assistance operations and selected components of loan projects. Technical assistance activities funded through grants or loans help maximize ADB’s development impact. Most technical assistance grants are used for preparing projects and supporting advisory activities in areas such as law and policy reform, fiscal strengthening, good governance, capacity building, and natural resource management. ADB has a triple-A rating and typically raises about $4 billion–$5 billion a year from bond issues. It actively mobilizes financial resources through its cofinancing operations, tapping official, commercial, and export credit sources. ADB’s assistance to governments creates an enabling environment for private sector development. ADB participates directly in financing private sector projects to assist commercial investors and lenders. Our policy-making structure ADB’s highest policy-making body is its Board of Governors, which meets annually and comprises one representative from each member. The Governors elect the 12 members of the Board of Directors, with each Director appointing an Alternate. The President is elected by the Board of Governors for a 5-year term and is Chairperson of the Board of Directors. The dichotomous response variable indicating the presence and absence of chronic diseases is treated as well-being. For the estimation, logistic regression model is used to assess well-being, pre and postnatal consultation, safe childbirth, access to hygienic latrine and safe drinking water in relation to education. The estimated results show that the women with secondary and higher secondary education reap better health outcome of education and men’s educational attainment does not have statistically significant association with their well-being. Women’s education is positively and significantly associated with healthier practices like giving save childbirth, household having access to hygienic latrine and pre and postnatal consultation. As for the access to safe source of drinking water, educational attainment does not seem to play any role. This study is important in designing policies related to human resources and achieving sustainable development goals in Bangladesh. This paper explores this problem through analysis of the influence of the political settlement on the design and delivery of the third Primary Education Development Programme (PEDP3), an US$8bn education reform plan. From document review, key informant interviews and comparative case study analysis of teacher motivations and performance, it concludes that the elite consensus on the need for basic mass education runs out when it comes to raising education standards: teachers are politically important, so reforms are more carrot than stick – in the form of training, increments, new entitlements. The centralised administration and its weak incentives to enforce unpopular reforms ensure discretion at the frontline/school level, so teacher performance depends ultimately on their inherent motivations.

Abdul Quddus Abstract The study was undertaken to evaluate the contribution of agro-industry in the Bangladesh economy. The latest two input-output tables of the year 1993-94 and 2001-2002 in Bangladesh were used to calculate inter-industry linkage indices and multiplier effects. Agroindustry contributes a significant portion of national income and the prospect of employment generation is increasing at the higher extent for the sectors food processing, tanning and leather finishing, leather industry, saw milling and wooden furniture. Food processing, fish processing, tanning and leather finishing, leather fabrication, livestock, and poultry were the key sectors of the Bangladesh economy. Input dependence of some of the agricultural production sectors were increased from early nineties to early two thousand. Tanning and leather finishing, leather processing, edible oil, food processing and paper industry draw heavily on other primary industries across a broad spectrum of supplying industries and these sectors have powerful stimulus to the economy than the other sectors. Most of the agricultural processing sectors including some agricultural production sectors have better potential to generate more income. All the agro-processing industries except edible oil generate the higher income of which tanning and leather finishing, jute bailing, rice milling and sweeteners generate high level of income. The highest employment was generated in the sector livestock followed by poultry. The agro-industries having large multiplier values were the edible oil, leather finishing, rice milling, ata and flour milling and fish processing.

Introduction After World War II, the textile industry flourished in less developed countries. The competitive edge of late comers to the textile industry lay in its labor-intensive nature and the low wage rate associated with the low per capita incomes in these countries. During the Industrial Revolution, as innovations in the spindle and loom spread, the textile industry’s upstream processes became increasingly more capital intensive. Sewing, the only downstream process, remains this industry’s singular labor-intensive process in the value chain. The sewing process, in textiles, is currently undertaken mainly in developing countries (Gereffi and Memedovic 2003). China is the top apparel exporter to the world economy, while many other lower-income countries such as Bangladesh and Cambodia are among the leading exporters to the global market on basis of their low-wage advantage (Lopez-Acevedo and Robertson 2012, UNIDO 2004). Since the export-oriented garment industry provides ample employment opportunities for unskilled and female workers, the industry has contributed to poverty reduction in low-income garment-exporting countries (Fukunishi et al. 2006, Yamagata 2009). Competition based on low wages, however, necessarily raises concerns about degradation in workers’ welfare. Given the world’s substantial pool of low-wage labor, there is little scope for an increase in the price of apparel products without improving product quality.

Specifically, it deals with the dilemma of so-called non-formal primary education (NFPE) programs aimed at providing alternative schooling opportunities to children who do not attend regular school in the city. It describes how such programs do not necessarily help children integrate into the country’s formal school system, but instead continuously prepares them for the subordinate segment of the society. The study particularly addresses the state-sponsored Basic Education for Hard-to-Reach Urban Working Children (BEHTRUWC) project, and examines its three elements: 1) exclusive membership and the making of “working children,” 2) distinction from formal schools and meaning of schooling, and, 3) an implementation model that reflects Bangladeshi social structure. First, the study looks at how the BEHTRUWC project labels its participating children as “working children” (not particularly as students), and provides them with only limited coverage of primary schooling. As a result, children become “working children,” not only learning the concept, but also acquiring customs to “act out” as working children. Second, the study problematizes the unique goals and subjects taught at the BEHTRUWC project that ultimately draws clear distinction between its children and formal school students.

Golam Rahman5 & M Atiqul Haque1 1234567890():,; Since child sexual abuse (CSA) is one of the most serious public health issues, how CSA cases and victims are portrayed in the daily newspapers is a major concern to the public health and communication specialists. The purpose of this study was to evaluate the degree of the ethical standard of reporting CSA in Bangladeshi newspapers, as well as to identify the potential risk factors associated with unethical reporting. From January to December 2017, a total of 1093 news stories on CSA were collected from four top circulated Bengali newspapers and two English newspapers of Bangladesh. Berelson’s quantitative content analysis approach (only manifest content) was used to analyze these stories. For the coding and analysis purpose, news items (texts and news with photos) of spot news, editorials, and commentaries were included. Chi-square tests were used to evaluate the bivariate association of different case characteristics with unethical reporting, and multivariate logistic regression models were performed to assess the potential risk factors of disclosing the victim’s identity and needless detail in the news description. This study revealed that more than 40% of news stories on CSA cases did not follow the ethical standard of reporting.
