The 2012 football season was one of signifi cant achievements, despite the many challenges presented in a diffi cult social and economic environment. The value of a sound strategic planning and management process was vindicated by the achievement of virtually all of the targeted outcomes set out in the League’s 2010 three-year Strategic Plan. On the playing fi eld, outstanding fi nals series at both senior and junior levels; continued growth in junior team numbers; the introduction of Under 12 Girls and Youth Girls competitions; and further advances in umpiring standards and numbers were some of the stand-out results.

The Strategic Plan target of 300 umpires by July 2013 was achieved a full year ahead of schedule, with 307 active umpires on the books at the end of the 2012 season. In just three short years, umpire numbers have grown from a critically low base of 126 in March 2010, driven largely by a successful academy program overseen by Mark Westgarth and Terry O’Donnell.

While nearly 60% of our umpires are under the age of 18 years, umpiring standards have also shown marked improvement under the guidance of Umpires Bob Tregear and Michael Fitzgerald with the league’s annual donation to the EJ Whitten Foundation Manger Shane Carland. In Season 2012 the junior competition continued to evolve, with 24 clubs entering 186 teams across 22 divisions, with age groups ranging from Under- 9’s to Under-16’s. While anomalies occurred in the competiveness of some teams, the league continues to work with all clubs to ensure as many junior players as possible are playing at a level appropriate to their ability. Grading of teams is, and will always remain, a challenge given the differing levels of ability, size and development that occur within each age group. However the league continues to modify the team nomination and grading process, aiming to improve the on-fi eld evenness of games in all competitions. For the fi rst time in a number of years the average winning margin across the junior competition decreased, indicating that policies and procedures implemented by the Western Region Football League administration, clubs and the Juniors Board are taking effect. A further indicator of the junior competition’s improving evenness is that a signifi cant majority of our clubs who competed in juniors in 2012 had at least one team participate in the fi nals series, and of the fi fteen junior premierships on offer, eleven different clubs achieved the ultimate goal of a grand fi nal victory.

The junior fi nals series showcased the high quality of underage football in the west, and each fi nals venue experienced good crowds and exciting football. Our thanks go to the clubs who hosted junior fi nals (Old Westbourne, Altona Juniors, Sunshine Heights & North Sunshine), with each club’s excellent management of their venues ensuring the success of the junior fi nals series. Following the completion of the playing season the junior competition fi nished in style at the annual Junior Presentation Night at Wyndham Cultural Centre.

Each coach also receives assistance from players’ parents and friends to perform key roles such as team manager and the WRFL thanks those people for their support of the junior interleague program. A number of WRFL clubs hosted interleague training and/or matches, and thanks go to North Sunshine, Parkside, Sunshine Heights & Western Jets football clubs for making their facilities and volunteers available to assist in the development of the WRFL’s best junior talent.

Following the conclusion of the 2012 playing season exciting developments have taken place in the City of Wyndham. The WRFL has a stated goal to increase its number of affi liate clubs in senior ranks, to allow formation of a third division of senior football. Signifi cant steps towards this goal have been taken with the formation of Manor Lakes Football Club and Sanctuary Lakes Football Club, and both clubs will enter senior and junior teams in their inaugural season in 2013. This season saw a fourteen percent reduction in cases at the Tribunal, with 68 hearings (down from 77 last season). While this is a positive for the league, there is still room for improvement, particularly in regards to offences by club offi cials.

Club offi cials are matchday leaders within the league, and therefore should uphold the core values of both their club and the Western Region Football League. Unfortunately this season there was an increase in reportable incidents involving club offi cials, with eight cases being heard. In all eight cases the offi cials were handed a guilty verdict, with a maximum penalty of fi ve years. The Tribunal deems these offences as extremely serious especially given these individuals should be the ones setting the example at their clubs, and subsequently the penalties handed out by the Tribunal this season refl ects the severity of these incidents.

On a positive note there were only eight umpire related charges in 2012, which although still unacceptable, is a reduction from previous years. 3. OPERATING LEASES The League has two operating leases, one for the rental of the offi ce and one for computer equipment.

OFFICES

There has been a Memorandum of Understanding signed by the League as sub-leasee to Western Bulldogs Football Club. It and the draft lease received provide for terms of 3 years with seven 3 year options totalling 21 years, commencing May 2010. Rental is reviewed annually in May and is subject to a CPI increase. For the purposes of this note, a CPI increase each year of 3.5% has been assumed.

COMPUTER EQUIPMENT

The operating lease for the computer equipment is a 36 month lease which commenced in September 2010. Last payment is due in August 2013.
