CHAPTER 1: INTRODUCTION

1.1 BACKGROUND

Planning is a part of Punjab’s local government system with the planning responsibilities of TMAs, set out in PLGO. Under the devolved system, the newly created office of TO(P) has the following functions ; (i) develop plans; (ii) develop and apply building controls; (iii) manage CCBs; (iv) implement commercialization rules; (v) operate Punjab Housing Development Schemes; (vi) develop site development schemes. In addition, The PLGO identifies the preparation of spatial plans (Article 54 a), development plans (Article 54 c) and budget plans, long term and annual municipal development programs (Article 54 j) as key functions of the TMAs. Unfortunately, in majority of TMAs TO (P) office has not been able to perform as envisioned in the PLGO. Some of the reasons are inadequate staff and lack of up-to-date maps, equipment, management/ regulation/ and enforcement mechanisms. As a result, development works are taking place in a piecemeal manner and lack integrated and coordinated approach.

1.1.1 Punjab Municipal Service Improvement Project (PIMSIP)

Under these circumstances the Government of Punjab launched Punjab Municipal Service Improvement Project (PIMSIP) through Punjab Municipal Development Fund Company (PMDFC) .The project aims at the institutional development of TMAs through improving systems directly related to their functions and through investments in service delivery.

1.2 Key Features of PMSIP

The project has two distinct components; Municipal Infrastructure Development and Institutional Development (ID):

Municipal Infrastructure development: The project funds the infrastructure schemes after the identification of most pressing development issues of the respective town. Institutional Development: To improve the service delivery , a number of interventions are suggested in the projects like providing maps prepared with GIS, Performance Management System, Financial Management System, Action Planning and various trainings to TMA staff.

1.3 PMSIP Planning

Under PMSIP planning rapid appraisal of municipal services is undertaken to identify service delivery gaps, analyzed needs and guide the means to overcome such gaps. In addition, stakeholder consultation provides the much needed guidance to the planning

exercise. Outcome of this exercise is a municipal service data base, improved mapping and a list of development projects that may be funded by PMSIP.

1.3 Limitations of PMSIP Planning

As every project addresses specific issues, PMSIP has been launched with some limitations as follows:  The PMSIP development grants fund for municipal services only.  PMSIP planning exercise is undertaken at CO Units starting from CO Unit HQ, i.e .  The prioritized list that is developed is restricted to the UCs falling in CO Units. Nonetheless it is assumed that experience gained in the urban areas would be replicated in the entire TMA.

1.4 The Planning Process

The Planning process adopted incorporates an overall Strategy for high lighting the development options and the community’s agreed outputs. These out put form the basis of spatial plan. It is a more inclusive approach aiming to ensure best use of land by weighing up competing demands.

The plan devised is an ongoing process for the sustainable development. To achieve such development a Spatial plan has been developed. It addresses municipal development issues and infrastructure needs in a systematic way. The plan therefore emphasizes on engagement with the stakeholders and other organizations, the management and ongoing funding programs. This led to identify the community’s preferences for development process.

After the identification of the preferred options, a detailed Action plan for each priority sector was developed. Action plans complement the strategy and Spatial plan by setting out short to medium term actions to achieve the desired objectives. The Planning process thus culminates in producing a concise development plan for the town.

Following steps were adopted for the planning process:

1.4.1 Secondary Data Collection

First, the sources were identified for the previous attempts that were made in the town for planning. It includes , DCR, on line data and PHED services maps. The study of such documents helped to gather background information about the town, infrastructure coverage and growth. It helped to have an understanding about the

development patterns evolved over a period of years.

The maps from Public health reflected the water supply and sewerage laid out previously. It was also gathered that the whether the projects have completed their designed life. These plans were again used at the analysis stage and compared with the existing data collected later on.

1.4.2 Mapping

The first requirement before going to the field was to prepare a base map for the town. For this purpose, the mapping exercise was started in parallel to the secondary data collection. The image was procured for the TMA. It was then processed and a vectorized layer was made. The land marks were put on the base map using the secondary sources i.e maps obtained from PHED. The land marks included the important roads, water features, big buildings, factories, graveyards etc.

1.4.3 Orientation Workshop

A one day, “Orientation workshop on Punjab Municipal Service Improvement Project” was organized on 14th June 2008 for Tehsil Nazims, TMOs ,TOs (I&S) and TOs (P&C) of year 2 partner Tehsil Municipal Administrations. The workshop aimed at briefing the partner TMAs about PMDFC, PMSIP, Action Planning, Institutional development initiatives of PMSIP, Operation and maintenance of urban services and various other issues related to the project.

A presentation was given on infrastructure sub-projects, and the Institutional Development approach of Punjab Municipal Services Improvement Project (PMSIP). The Planning Consultant gave a detailed account of Action Planning in PMSIP. To develop some familiarity before the start of the data collection exercise with TMA staff, data collection forms were handed over to TO (I&S).

The workshop achieved the following outcomes:

1. Give the audience a foretaste of PMDFC and PMSIP. 2. Give the top leadership of TMAs an opportunity to develop their mind about the whole planning process. 3. Data collection forms were handed over to TOs for familiarization of the same.

Data Filling Forms Workshop at PMDFC

A few days of handing over the data collection forms to the TMA officials, another workshop was scheduled at PMDFC. This time second line officials were called upon. This meeting

led to develop a common understanding between PMDFC and TMA staff about the data collection forms. ATOs and Sub engineers attended the workshop.

The TMAs were called in groups of 3-4 each day so that a close liaison could be developed for knowledge sharing.

A rigorous brain storming session was conducted in which many apprehensions about the forms were removed. The data collection forms were reviewed and planning team made clarifications to TMA officials about these forms. At this stage the data collection forms were finalized.

1.4.4 Field Data Collection

Preliminary meetings

Once the data collection forms were finalized the planning team was to initiate the data collection process in the field. First, a meeting was held with the TMA leader ship (Nazim) to discuss the field data collection work plan. At this stage a planning steering committee comprising of TOs, and a working group constituting ATOs and other lower order officials was notified. The duties were assigned and a briefing was given to these officials about their role in data collection. The planning team discussed the general development issues of the town with the Nazim and notes were recorded.

Infrastructure Data Collection

For infrastructure data collection, the planning team worked very closely with the working group. First the existing service maps available with the TMA were used as a starting point. To update the map the secondary source like information from Public health maps was added. This information was verified by the working group to prepare an updated map for the services.

This missing or additional information was provided by second line officials. For instance, for water supply, plumbers and sub engineers provided first hand information about the system. Where necessary, field visits were made to validate the information.

Urban Planning

A Landuse survey was conducted to update the TMA map. The residential areas, commercial, institutional and open spaces and industrial areas were marked on the base map. The team comprised for the survey was TO (P), urban planner from PMDFC and draftsman from TMA.

The Planning office guided about the growth directions of the town and a rudimentary survey was made in this regard. It was observed where the new residences were built and institutions were being developed. These factors determine the future expansion of the town.

In addition to it, the land ownership and land values information was recorded.

1.4.5 Data Analysis

Once the planning team collected the data, all of the forms were arranged in the office. The data was cleaned and integrated. The PMDFC officials contacted the TMA office again if any gaps were found in the collected data. Such additional information was gathered for each sector. Based on the information collected in the field, descriptive maps for all the municipal sectors like water supply, sewerage, solid waste and land use were developed. The analysis report was produced by the planning team by using these maps. This report was again sent to the engineers for futher updation and review and hence a final draft was made.

1.4.6 The Visioning/Prioritization Workshop

The planning process stems from the Nazim and other stakeholders vision of the town which is further translated into the tangible and concrete targets. The salient feature of this step is the visioning and prioritization workshop. Participants of the workshop were the Nazim and Naib Nazim, senior TMA officials, including the TMO, all the TOs and staff members, councilors, local representatives of provincial departments, representatives of NGOs operating in the town, representatives of civic groups such as the trade bodies. A comprehensive presentation was given to all of the stakeholders about the fabric of the municipal infrastructure in the town. They all shared their views about the future development options and investment decisions of their town. Once the vision was agreed upon and the objectives were established, a rigorous session was organized for the selection of the priority sectors.

At the end of the workshop the statement of agreed vision, objectives and priorities was summarized in written draft and circulated among all the stake holders.

1.4.7 Meeting for the Assessment of options

After the vision and overall objectives were agreed upon and priorities identified the next step in the planning process was to achieve them efficiently and effectively. At this stage the TMA staff and PMDFC synergized their efforts to suggest the viable options for the achievement of the objectives. In this regard, additional field visits were done by PMDFC

engineers in the town.

Hence, the outline spatial plan was produced. This plan takes account of options for future physical growth of the town in the light of strategic requirements and existing trends.

After the identification of the preferred options outline proposals for priority sectors were developed. These proposals were appended to the strategy and Action plan.

The final draft of the plan, after wide acceptance of all stakeholders was prepared. In the final draft plan detailed financial issues were discussed in addition to vision, Spatial and Action plan.

CHAPTER 2: PROFILE OF TMA

2.1 District Profile

2.1.1 History

Rahim Yar Khan District was declared as a separate administration district in 1943. It derived its name from its headquarter . The distict is divided into three main physical features i.e. riverine area, canal irrigated area and desert area which is called Cholistan. The district comprises four Tehsils namely Rahim Yar Khan, Sadiqabad, and Khanpur

2.1.2 Location

Rahim yar khan is bounded on the north by , on the east by distict, on the south by Jasilmir (India) and of province and on the west by .

2.1.3 Area/Demography

Total area of district, according to Survey of , is 11,880 square kilometers with a population of 3,141,053 as per 1998 census. It comprises three tehsils, Rahim yar khan, Liaquat pur, Sadiqabad and khanpur Tehsil.

2.2 Profile Of Khanpur Tehsil

Khanpur is a centre ofr sugarcane and cotton crops. The Tehsil of Khanpur is one of the largest subdivision of in terms of its area. The famous is mainly located in the Khanpur area. Khanpur is known to be one of the oldest cities of the Punjab.

2.2.1 Location

Khanpur is located on Shahi Road which leads to RahimYar Khan on one side and to Bahawalpur on the other side. It is a Railway junciton and main railway line from Peshawar to Karachi passes through it. It is located at a distance of 45 km towards North-east side of Rahim yar khan . It is bounded by River Indus in the Urban Population Forecasts north direction and by in the west. CHAPTER 3: URBAN PLANNING

3.1 LAND USE CHARACTERISTICS

Khanpur is located on Rahim Yar Khan-Bahawalpur road. It is bounded on the north by Abaseen canal. It is well known due to railway junction and its mandies. Main railway line from Peshawar to Karachi passes through it. The town was developed in a haphazard manner with the exception of Satellite town and Model town.

Since it was developed haphazardly, the intermixture of incompatible land uses has created congested and unhealthy environment. The old part of the town is located along railway line and is encircled by encircled by Railway road, Mondi Minor road, Lashkari road and School road. This part of the town is dominated by commercial activities. The roads and streets are very narrow. The main bazaars include Sadar Bazar, Laloo bazaar, Jetha Bhutta Bazar, Meena Bazaar, Rail bazaar and Bano bazaar. A mandi was also located in this part which has now shifted outside the city along Bypass road. Other commercial activities are in the shape of linear development along national highway, school road and Model town road.

Model town and Satellite town are the planned schemes of Khanpur, rest of the city is completely ignoring the principles of town planning. Katchi abadis are located in the southern side of railway line, these are namely Mohall Ghareeb abad, Mohalla Ghulam Haider

There are four hospitals, civil hospital located on Hospital road, Eye hospital on Shahi road and Railway hospital in Rail bazaar and one small hospital on Link road, there is one veterinary hospital located on Aziz Bhatti road. In khanpur, there is one degree college for women and a number of girls and boys schools.

Khanpur has only one planned and well maintained park called as City Park. It is located on Aziz Bhatti road in the eastern side of the city. There are few playgrounds scattered through the city but these are not well maintained. In addition to these Model town and Satelllite town have their own parks and play grounds.

There are two major graveyards in the town one is Jatkay Road in the south-eastern side of the town and other one is located on both sides of the railway track in the south-western side of the town. There is only one bus stand which is located on Zahir Pir road near Dinpur.

A few small industries are also present in the town these include Iftikhar industries and Asian cotton factor both of these are located in the north of Abbaseen canal.

In khanpur, there is one degree college for women and one Boys College in addition to a

number of secondary and high schools for boys and girls. Women College is located in the south of the town near 36/2-L road and Boys College is located on Stadium road. There is one nursing school and one vocation training institute in the city.

3.2 GROWTH DIRECTIONS

Mainly development is taking place in three directions. In the eastern side of the city it is taking place along Bypass road. In the western side of the city it is taking place along Abaseen canal and Rahim yar khan-Bahawalpur road. in the north it is taking place across the Canal in the Nawan Kot direction. Presence of road infrastructure has directed the city growth in these directions. On the southern side there are katchi abadis and low income settlement and there is not any notice able growth on this side.

3.3 KATCHI ABADIS

There are a total of eight approved katchi abadis in Khanpur. Details of these katchi abadis are as follows; (1) Bagochi (40 dwelling units) located on the north of railway track near Mohalla Azeem Shah (2) Basti Arain ( 45 dwelling units) located along Bypass road (3) Ghareeb Abad, 383 dwelling units located along Ghareeb abad road in the south of railway track (4) Mondi Minor, 53 dwelling units, located along Mondi Minor road (5) Duaba Workshop, 43 dwelling units located along Mondi Minor road opposite Mondi Minor katchi abadi. (6) Railway yard, 85 dwelling units, located along railway track (7) Basti Jhatki, 258 dwelling units, located along Bagh-e-Bahar road in the south-east of the town (8) Basti Jamal Din located, 100 dwelling units, located along Zahir pir road.

3.4 Mapping

TMA has an old town map that needs updation. They also have other maps such as water supply. marked. All the maps with the TMA are obsolete or are without proper scale.

3.4 TO(P) Office

As the Planning office is newly created in the devolved set up, the planning practices are not common with the TMA. The most important function of the planning office is the development control and sanctioning of the building plans.

Comparison of above table depicts that most important post of TO(P) is vacant. TO(P) is responsible to perform all the planning function of the TMA and is head of the planning section. Duties of planning officer are being performed by the TO(I&S) who is not a qualified planner.

CHAPTER 4: STATUS OF MUNICIPAL INFRASTRUCTURE

4.1 ROAD NETWORK

Khanpur is connected to main towns such Major Roads1 as Rahimyar Khan and Liaqatpur with S. Controlling Name of Road provincial highway. Road hierarchy map No. Department shows several provincial highways form a Rahim Yar Khan – 1 Provincial highway network in the town. Rahimyar Khan Liaqatpur Road Road enters the town from West side and Pakistan Chowk – ends at Dinpur Chowk. Zahir Pir road 2 Provincial highway goes Nrth-West from Dinpur Chowk. Committee Chowk Quid-e-Millat Road goes north-East from Kacheray - Chowk- Provincial highway 3 Dinpur Road and ends at Nawan Kot Nowain Chowk Chowk. Nawan Kot Road goes north from Kachiray Chowk- Provincial highway 4 Canal. By-Pass Road goes East from Zahirpir Chowk Nawan Kot Chowk to Pakisatn Chowk. Provincial highway 5 By Pass Road Shahi Road goes East from TMA Chowk Quaid –E- Millat towards Pakistan Chowk and leaves the 6 District Govt. town. There are three underpasses Road beneath the railway track: Lashkari 7 Air Port Road District Govt. Chowk, Minor Mandi Road and Aziz Bhatti Road in the town that facilitates traffic from the areas south of railway track with the north. Table gives information about major roads passing through the town and the controlling department.

4.1.2 TMA Roads

Main roads of the town include, Model Town road, Gharibabad road, Bagho Bahar road, Aziz Bhatti road, Eidgah road, Nawan Kot road, Mandi Minor road, Jinnah Town road, Main Road, Main Road Sattelite Town. Most of the roads don’t have drainage facilities. Description of roads which are in bad condition is give in the following paras.

 Nawan Kot Road It North-South aligned road which connects the canal road with the rest of the town. It is a commercial road passes through Girls Degree College and leads toward the industries in the North of the town. The road is having low level and has surface damage. It has severe drainage problem during rainy season.

 Lashkari Road

Commercial activity is spreading along it and serves the residential area of Lashkari Basti. On its Northern end it touches RahimYar Khan Road. This road has cuts on it due to the sewer lines.

 Railway Road It runs parallel to the railway track in West direction. Its surface is eroded and needs major repair.

 Doaba Road Doabad road from Doaba Chwok to People Mori Chowk is in bad condition. It is a busy road and have commercial centre located on it. Widening is required. There are temporary encroachments that can be removed easily by TMA staff.

 Satellite Town Roads

Main satellite town road Interior roads of X-Block and Y-Block are not in good condition.. ain roads Satellite town has pot holes and surface damage. It carries heavy volumes of traffic. Widening of the road will facilitate the satellite town residents. In addition, interior roads of X and Y blocks (shown in road condition map) need rehabilitation. Images of these road are attached at Annex-II.

 Interior roads of Model Town B-Block and Jinnah Town Interior roads of B-Block Model Town are in bad shape. In addition, adjoining Jinnah Town has also interior roads that need immediate attention. Images are attached at Annex-II

 Roads south of Railway Track Following roads south of railway track mostly serve Kachi Abadis. Lakar Mandi Road, Kotla Mahi Road. Widening of these roads are needed as mostly these are 10’ wide. According to TMA staff a budget was supposed to be allotted to this road by Kachi Abadi but has been delayed.

 Azim Shah Road Runs parallel to the railway track In the east west direction. It is commercial road and serves the residential areas of Azim Shah Abadi.The surface of the road is seriously decayed. According to TMA staff a budget was supposed to be allotted to this road by Kachi Abadi but has been delayed.

4.1.3 Traffic Congestion

Traffic congestion was observed in major commercial areas such as : Mandi Minor, Trunk Road, Azim Shah Road, Aziz Bhatti Road. Right of way on these roads has been decreased due to encroachment problems, haphazard parking and street hawkers.

4.1.4 Parking

There are no proper off-street parking lots in the town. This forces vehicle owners to park on the roads, streets and bazaars. As a result, disorganized and chaotic pattern of parking occurs and reduces road capacity.

4.1.5 Conclusions

 Town is well connected by a network of provincial highways.

 The major bazaars/commercial areas are suffering from temporary encroachments.

 Available ROW varies from 12ft to 60ft.

 Road drainage in the town is almost non- existent. Gully grating chambers are present on some of the main roads which are either broken or choked.

 Existing Street Lighting system is sufficient.

4.1.6 Needs

 Nawan Kot Road .is at low level than the Quid-E-Millat Road at one side and Canal Bridge on the other side. Surface condition is bad (Pic in Annex A).

 Lashkari Road needs repair as it has road cuts and surface damage.

 Railway Road has surface damage and needs major repair.

 Doaba Road (Doaba Chwok, Qaide-e-Millat Road to People Mori Chowk ) needs widening to cater increasing traffic load.

4.2 STREET LIGHTS

Most of the main roads have street lights except Lashkari Road, Nawan Kot Road etc.Presently, the town is only allowed to turn on 50 % of the street lights due to government instructions as an energy saving exercise. Details of area wise provision of street light are appended at Annex-III

Khanpur has a street light section that Staff Position In Street Light Section has sufficient sanctioned staff. There is Sanctioned Filled Sr.No. BPS Designation one light inspector whereas the Total Total sanctioned posts are two and there are 1 6 Light Inspector 2 1 four Electricians. Khanpur is going to spend lot of money on new purchases and its maintenance. Following table provide information budget estimates for the year 2008-09.

4.3 WATER SUPPLY

TMA Khanpur is not running any water supply schemes in the town. People use their own sources for drinking water. Water table is 15-20 feet. Apparently sub soil water of the town is fit for drinking, it has no color or odor. Water is contaminated in some areas of TMA i.e. Pakistan colony and its surrounding areas. Discussions with UC-Nazim and citizens of the area revealed that a small portion of the said area suffers from contaminated pumped water. There were large ponds that had collected liquid wastes from open drains. These ponds have been dilapidating quality of under ground water.

Water supply schemes were implemented earlier which are entirely abounded. Population of the town is not interested in water supply schemes. Therefore, Stakeholder consultations also resulted in no further demand for water. However water quality tests should be done to ascertain quality of water that is being used by the residents. No detail has been found about pipe lines. Two OHRs are present in the city, details of which are given in the following table.

4.4 SEWERAGE SYSTEM

4.4.1 Existing Sewerage System

Topography of Khanpur town is flat. Water table is 15-20 feet below ground level. There is 75% coverage of sewerage in the town. The system comprises of eight old disposal works and one under construction, all these are summarized as under:

Disposal Station, Housing Colony 4.4.2 Lodhran Pilot Project (L.P.P)

LPP is a Non Government Organization (NGO) carrying out development in Khanpur. It is also working in the city under Low Cost Sanitation Programme with the help of communities in Khanpur city 162 lane sewers of length 31,428 rft were completed, people investment in lane sewers which were connected with trunk sewer laid by T.M.A.

4.4.3 Needs

Khanpur has deep sewerage problems. Old sewer lines in the town are choked and rains play havoc to this area. There is lot of stress on its trunk sewer; especially in monsoon season and flooding.

The network of open drains contributes to poor hygiene conditions in the town. The condition in U.C No. 72-C is worst, where waste water flooded in near open spaces. A sewer line of 15” has been laid but not connected with the trunk sewer of Bag-O-Bahar

road because of that reason waste water of Sharikpura has no way to the disposal station and spread in streets.

A comprehensive sewerage scheme for southern part of the city to tackle sewerage problem in the town is needed. Presently, Sewage is being disposed of in open fields without treatment. Improvement and extension of Sewerage system is a real need of the town.

4.5 SOLID WASTE MANAGEMENT

4.5.1 Existing Collection System

Solid waste management in Khanpur comprises of primary collection from streets, secondary collection and final disposal.

House-to-house collection is usually not present in TMAs but TMA Khanpur did tried house- house collection in few parts of the town but received mild response from the citizens. In model Town area it worked in few houses. In Mohallah Zarian it was partially successful (20-25%). According to TMA staff the practice was started by the late Hafiz Arain of Lodhran Pilot Project. In Mohallah Baghichi TMA started putting drums for solid waste collection and has met with 50 % response rate. TMA staff has put forward an good example by collecting the waste from each house in their municipal colony.

TMA sanitary office has divided the town in six (6) parts for After sweeping the streets and roads the sanitary workers carry the solid waste in wheel barrows driven manually and collect at few disposal points. Sanitary workers work in two shifts 6 am – 10 am Solid waste generation in Khanpur is 64 tons per day. Presently, Khanpur has few secondary collection points and they are not well defined and keep on changing as per need of the sanitation staff.

 Secondary Collection

There are no secondary collection points in the town. Sweepers carry the waste into the three main disposal points in the town or use the waste to fill vacant plots and depressions in the town.

4.5.2 Existing Service Level

Although the existing secondary collection service delivery level is good in the town but due to shortage of equipment and manpower TMA Khanpur is not capable to serve the entire area of the town. As such some areas have good service delivery level whereas other having lesser attention gets poor service.

Following Mohallas have partial coverage: Pakistan Colony, Fareed Abad West, Shafi Town, Madina Town, Muhammad Pura, Ghazali Town, Irshad Colony, Akhtarabad, Jinnah Town, Taimur Colony etc. Roads that are swept occasionally are: Chowk Dinpur, By-Pass Road, Girls Degree College Road, Dinpur Road, Rahim Yar Khan RoadChowk Labana to Pakistan Chowk.

4.5.3 Existing Land Fill/Dumping Sites

No proper landfill site is available in or out side of the town. Solid waste is dumped in open spaces 1) near City park on the crossing of Azim Shah Road and Aziz Bhatti Road (3 acre), 2) On Lakad Mandi Road south of railway track,3) South of railway track near Lashkari chowk and Gharibabad Road. 4) South of Rahimyar Khan Road near Dinpur Chowk. In addition there are two open filth depot on Mori Chowk and next to disposal station in satellite Town. Waste is being stored at these locations before disposing it of to other sites. The solid waste is dumped in open spaces creating total in-sanitary & unhygienic conditions. Dump near City Park

Area Required For Landfill

TMA required 35 acres land for landfills till 2028. For a 10 year span 13 acres would be sufficient. Cost of land as per discussions with the TMA staff is around 2-3 lacks per acre at a distance of 3-4 km from the town. Sanctioned posts in the SWM section are filled. Analysis of the available staff reveals that one sanitary worker is serving 644 people. This ratio is on higher side as compared to the standard 1:500. Therefore, at least 72 more sanitary workers are needed to serve the town in a better way

There are five tractor trolleys available with the TMA out of which are two are have manually loading/unloading and three have automatic loading and unloading. There is one mechanical loader equipment and forty wheel barrows. Detail of these are given in the following table.

4.5.5 Needs

 TMA needs 50-60 wheel barrows to collect primary solid waste from households and streets.  Need additional 72 sanitary workers to extend service to partially served areas.  Proper secondary points need to be developed for secondary collection to utilize the collection machinery and increase its efficiency.  Waste is dumped inside the city creating unhygienic condition, therefore; a proper landfill site should be developed to dispose of solid waste.  At least, seven (7) acre of land is required to serve the town for next five years; for proper disposal of solid wastes.

4.6 FIRE FIGHTING

4.6.1 Existing Fire Fighting Arrangements

Fire station is located in the TMA office. It includes one office and a staff room. The staff room also acts as a store and its total area is 200 sqft. There are no courtyards or any other space to park the vehicles. Structure of the office is in bad shape with structure damages. There is only one refill point at Model Town. The vehicle and equipment available with TMA are described as under

 Fire Engines TMA Khanpur has only one engine (5,000 litres capacity) which is in very bad condition and fails to perform its function most of the time. Its need complete over-haul and repair. The model of the fire engine is very old and as such its replacement would be a better option.

4.6.3 Needs & Requirements of Fire Fighting Arrangements

 Present office and sheds need to be rebuilt. The present structure is not sufficient and is in bad shape.

 Three more refill points are needed in the town.

 Fire engine needs to be replaced with a new one immediately along with the requisite equipment. Staff is sufficient but may need more training.

4.7 PARKS

Khanpur has several parks in the town. But, most of them are not maintained well. Only, City park, the Main park of the town is well maintained. Following is information about the parks in the town:

CITY PARK

Its total area is about 5.50 acres and is located in the main central area of the town.Its turfing and plantation is good and lighting is provided. In this park there are out door children game like swings, sliding etc, it also contain jogging track fountains and electric lights. Presently, only a boundary wall is present. In addition, the park also houses a district library.

Parks in Satellite Town

Satellite town was developed by Housing & Physical Development Department as a planned town. Therefore, parks spaces were reserved in X, Y, W and Z blocks. Field visit to these parks revealed that although spaced were allocated but they were not maintained in a proper way. These parks need improvements in plantation, walking tracks, toilets etc.

CHAPTER 5: WORKSHOP ON VISIONING AND PRIORITIZATION OF DEVELOPMENT SECTORS

Once the data was analyzed for all the sectors it provided with an understanding of the existing situation. The next step was to develop a vision for the development of the town. This establishes immediate priorities in order to achieve the desired objectives. For this purpose all the stake holders were formally gathered under one umbrella to agree a shared vision about the town.

The following methodology was adopted for the prioritization process.

5.1 Pre-Workshop Consultations

PMDFC held meeting with Tehsil Nazim to discuss and finalize the workshop methodology. The purpose was to develop a common understanding and build consensus about the workshop methodology and the proposed projects. The Tehsil Nazim was requested to invite the participants for workshop and make available suitable venue for it.

PMDFC briefed how the workshop would proceed, including details about formation of groups, inter-sector prioritization (i.e. roads vs water supply vs sewerage etc.), followed by intra-sector prioritization, e.g. in case of roads sector, individual road projects for the whole town were prioritized.

5.2 Workshop Proceedings

5.2.1 General

The work shop was held on 9TH August, 08. It commenced at 11:00 am and was concluded at around 1:00 p.m.

5.2.2 Workshop Participants

The number of participants was 39. The stake holders were mainly the representatives of the Tehsil Council, members of trade bodies,Union Naib Nazims and councillors.

List of participants is appended at the end of this report.

5.2.3 The Session

The workshop was formally started in which a presentation was given by PMDFC on the

existing situation of the different sectors of the town. The presentation gave a comprehensive account of water supply, sewerage, solid waste management, roads etc indetail with pictorial view of the services. The problems with the existing condition of the infrastructure were highlighted.

The Nazim confirmed the improvements needed in sectors identified by PMDFC, in his address to the workshop. He was keen to take up the most pressing issue of the town i.e sewerage through PMDFC. He assured his full support for accomplishing this project. He briefed the workshop participants for his efforts for seeking funds from different departments and organizations for infrastructure development.

5.2.4 Group Formation

The participants were divided into five groups at random, but it was ensured that people form same UC may not be included in the same group. Each group comprised of 4-5 persons.

In the first round, inter-sector prioritization was done. Each group was given a list of sectors i.e. roads, water supply, sewerage etc. They were to label their priority before each sector e.g. if they thought sewerage was the most important problem of the town they were to assign 1 before sewerage, etc.

The results of the Inter sector prioritization were entered into a ‘priority matrix’. In this matrix, the group-wise sector priorities were entered as assigned by the group members. Based on the frequency of responses, the inter-sector prioritization was finalized.

5.3 Prioritized List of Projects

Thus a prioritized list of projects was developed for TMA Khanpur, as shown below:

The prioritization process calls for the road map for the allocation of resources for the TMA. It is important to mention here that in khanpur, sewerage was one of the most important problems of the town.

The Planning process adopted rules out the selection of projects at random or biasness, rather it reflects the ground realities and is demand driven. If the projects are not need based, they are not sustainable for long period of time and become redundant without any benefit to the community or the user. Even if such projects survive, they benefit only a specific group of people. It is therefore important for Infrastructure projects to be need based and both beneficial to and acceptable to the community. To make it mandatory, the involvement of stakeholders was ensured at all stages of planning, including the process of prioritization of the development projects.

After the identification of sectors in the visioning workshop and assessing the options, the next step was to finalize the strategy and Action plans

CHAPTER 6 INSTITUTIONAL ANALYSIS OF TMA Khanpur

6.1 Capacity Building at TMA

Field visit of TMA Khanpur reveals that there is a dearth of I.T skills in the TMA. The staff in Engineering, Finance, Planning and Regulation offices can perform better through effective I.T. training. PMDFC is of the view that I.T training for TMA staff will be an important step towards the computerization of office records and will result in efficient office automation systems. Analysis of data will become easy and errors in record keeping would decrease to a considerable extent. Moreover, I.T skills are also essential for PMSIP interventions like Financial Management System, Complaint Tracking System etc.

PMDFC aims to develop the human resource base of its partner TMAs and considers improvement in service delivery inconceivable without a strong human resource base. TMA staff with right skills set can be expected to provide timely, cost-effective and reliable services to citizens.

In view of the above and on the request of TMA Khanpur for basic computer training for its staff, PMDFC will fund computer training for the following TMA staff, at a local Computer Training Institute:

6.2 Performance Management System

Performance Management System in TMAs is one of the key institutional development components of performance improvement plan (PIP) that PMDFC is implementing in

partner TMAs. PMDFC has taken the initiative of implementing PMS in its partner TMAs, under the guidance of Mr. Harry P. Hatry and Ms Rittu Nayyar Stone from Urban Institute Washington and World Bank. In March 05, a team of experts from Urban Institute visited PMDFC and arranged a two days workshop (19 & 21 March 05) at Hotel Avari, on Performance Management System.

6.3 Financial Management System FINANCIAL COMPONENT

Law requires that no Local Government can pass a deficit budget. The intention is to provide built-in mechanism for fiscal efficiency. This constraint forces a Local Government to either raise revenue or to economize in expenditure or to do both. In general a local government has to maintain within its fiscal limits.

TMA staff is conversant with the budget formulation process but relies predominantly on the historical data for future projections. Monitoring committees are operative and audit is being conducted regularly.

Ratio of Own Source Revenue (OSR) to total revenue was going up in 2004-05 and 2005-06 where as in 2006-07 it went down. In 2005-06 TMA Khanpur had great increase in its OSR and relied less on the Government Grants. This increase in OSR was mainly due to an increase in property tax. In 2006-07 ratio of OSR to total revenue went down due to an increase in Government Grants and also due to a decrease in OSR. In 2004-05 ratio of OSR to total revenue was 25% in 2005-06 it was 59%, and in 2006-07 it was 33%.

According to the data of OSR and the Government Grants, it is evident that TMA Khanpur worked hard to improve its OSR. In absolute terms OSR was Rs. 21m, 76m and 50m in FY 2004-05, 2005-06 and 2006-07 respectively. From the above data we can see that TMA Khanpur is relying more on the Government Grants and struggling to increase its OSR. Rent of shops and Building, Cattle Mandi, Advertisement Fee, and Tax on Transfer of Immovable Property (TTIP) are the strong areas in which TMA is showing an increase in its revenue over the years.

CHAPTER 7: ACTION PLAN FOR KHANPUR

Following Action Plan has been envisaged for Khanpur. It takes into account stakeholder consultations, technical considerations combined with information from secondary and primary sources.

The Action Plan includes several options that may be undertaken by the TMA to improve municipal services for its citizens. Each sector may have several options. Action-1 deals with options that may be fulfilled by little investment or better management practices. Whereas, Actions 2 & 3 usually require larger investment for which TMA may seek external funding.

7.1 Action Plan for Roads

 Action Plan - 1

Up-gradation / improvement of footpaths/ traffic

 Temporary and permanent encroachments need to be removed from Trunk Road, Main Bazar, Railwar Road etc.

 Road marking and improvement of foot paths on main roads.

 Allocation of sufficient Operation & Maintenance under roads head in the budget.

 Action Plan - 2

Following roads would be improved to provide smoother traffic flows, safer environment, reduction of congestion and travel time.

It links Mandi minor road with the Model town Model Town link and serves as a main entrance to the Model 1. 1.0 Km road Town from this side. The road needs heavy repairs/reconstruction The road passes through a very thickly Abdulla Bin populated area and is a major link between 2. Masued Link 0.5 Km commercial area and main by-pass road. This is continuous link between Abdulla Bin 3. Wapda Road 0.3 Km Masued road and Trunk Bazar/Mandi Minor Road. The road surface is broken due to drainage problem. It is basically a commercial area road and runs 4. Trunk Bazar Road 0.5 Km parallel to the Mandi Minor Road throughout its length. The road is broken and has got pot holes. The road runs parallel to the railway track and is a major traffic carrier. It is a long road but some of its 5. Railway Road 0.65 Km length has been reconstructed by TMA. The portion from police station to the level crossing near under pass is required to be reconstructed. It is basically an important link road which connects the north-western portion of the town across the railway line to Bagho Bahar Road and the southern 6. N az cinema Road 1.00 Km portion of the Town. It passes through the densely populated commercial area. The road has got the narrow ROW but it is damaged. It connects Sabzi Mandi Road to the Naz Cineme road through the under pass and is commonly used 7. Under pass Road 0.3 Km when the level crossing is closed. The road is totally damaged due to non existent drainage. This road is located behind the TMA office and 8. Club Road 0.32 Km officer’s club and colony high school are located on this road. The road is non existent. This is an important link between the Model Town and Nawan Kot road and passes right through Girls College 9. 0.45 Km Model Town. Major portion of this road has been Road reconstructed by District Govt and 0.45 Km length is left over .The road is totally damaged. This is a small link road connecting the newly Basti Missionabad 10. 0.25 Km developed abadies with the by-pass road. The road Road is un-metalled as yet.

Up-grading of Existing Sewers and Drains

 All existing sewers and drains will be inspected and problematic parts of the networks will be cleaned and repaired so that they are brought back to acceptable working conditions. In this respect:

 Map of sewer network and drainage would be updated and their condition mentioned on it.

 Maintenance schedule would be notified and monitoring of such exercise would be done.

 Action Plan - 2

Provision of Lateral sewers to cover Developed Areas

This Action Plan-2 will provide with lateral sewerage facilities in the city. Most of the town is not served by laterals therefore; connecting existing trunk sewers with lthem would improve sanitation condition in the town. LPP is a Non Government Organization (NGO) carrying out development in Khanpur. It is also working in the city under Low Cost Sanitation Programme, with the help of communities in Khanpur city. 162 lane sewers of length 31,428 ft have been completed. Additional lateral sewers would be connected to trunk sewer with their help. Remaining lateral would be completed by TMA.

Construction of Sewage Treatment Plant

Development of a safe effluent treatment plant, which will safeguard public health and will protect agricultural lands from pollution would be constructed before final disposal of sewage.

 House-House collection started on pilot basis in few localities.

Development of Disposal Site

 Elimination of Solid waste is dumps in town such as :1) near City park on the crossing of Azim Shah Road and Aziz Bhatti Road (3 acre), 2) On Lakad Mandi Road south of railway track,3) South of railway track near Lashkari chowk and Gharibabad Road. 4) South of Rahimyar Khan Road near Dinpur Chowk. In addition there are two open filth depots on Mori Chowk and next to disposal station in satellite town.  Construction of a Sanitary Landfill. For landfill site addition manpower and machinery would be required. TMA requires 35 acres land for landfills till 2028. For a 10 year span 13.5 acres would be sufficient.

Satellite town was developed by Housing & Physical Development Department as a planned town. Therefore, parks spaces were reserved in X, Y, W and Z blocks. Field visit to these parks revealed that although spaced were allocated but they were not maintained in a proper way. These parks need improvements in plantation, walking tracks, toilets etc.
