BACKGROUND 2.1 Community involvement in Neighbourhood Action Planning and the dynamic linkage of local people with those who make decisions on their behalf, deliver local services and maintain a safe and healthy environment forms a significant part the core business of the Neighbourhood Service. 2.2 In response to the priorities of the Keighley Area Action Plan, Members approved the establishment of a locality planning framework that reconciled all current and previous action planning activity within sixteen neighbourhood action plans. 2.3 These plans were presented to and endorsed by the Keighley Area Committee on the 21st of October 2010. 2.4 A key feature of the Neighbourhood Action Planning process is the role of District Ward Councillors both as advocates and scrutinisers with a democratically elected mandate to ensure that local action plans accurately reflect and address the needs of the community. -

Summary statement: th On 18 July 2019 the Committee resolved as follows:- (1) That the Assistant Director, Neighbourhoods and Customer Services be authorised to undertake the statutory consultation exercise in order to establish the evidence required to extend the following orders: The 2016 Drinking City Centre Order; (i) The 2002/03 City Centre Designated Public Places Order; (ii) The Street Drinking Orders for areas outside the City Centre; (iii) and The existing Dog Control Orders (iv) That further reports in relation to Drinking Orders be submitted to the (2) Committee in September 2019 and Dog Control Orders during 2020. Report of the Assistant Director of Planning, Transportation and Highways to the Regulatory and Appeals Committee meeting to be held on 9 February 2017 AF Subject: This full planning application -16/006857/FUL - seeks approval for two plants to recover energy from waste with materials reception, waste bunker hall, turbogenerator hall, bottom ash hall; construct education/visitor centre, offices, workshop/warehouse for plant operatives, with parking and landscaping. Summary statement: The proposal involves two different processes for the management of waste which produce energy (electricity) and fuels through a series of interlinked buildings, with the tallest building at 35m in height and associated stack (60m) to the eastern part of the site in the proximity of existing gasometres. The effect of the proposal on the surrounding landscape, Grade I listed East Riddlesden Hall and residential properties has been assessed. On balance, the proposal is considered acceptable, and provides overall benefits and public benefits that outweigh the identified harm.
