Lawrence has joined the faculty of Penn State’s Dickinson Law as assistant professor of law. An expert in 24 25 26 27 28 29 30 the fields of health law and administrative law, Lawrence will teach Health Care Law and Policy, Health Law: Business Organization and Finance, Health Care Entrepreneurship and Administrative Law. Professor Lawrence will work with Assistant Professor of Law Medha Makhlouf to develop the health law program at Dickinson Law— including the joint degree program with the Department of Public Health Sciences at Penn State College of Medicine and the Center for Innovation and Entrepreneurship, a partnership between , Dickinson Law, and the College of Medicine.

“Matthew brings a wealth of health law expertise to Dickinson Law,” said Gary S. Gildin, dean, Dickinson Law. “He is an accomplished scholar who I know will share both his practical experiences and policy and theoretical perspectives that are critical to preparing students for practice in the evolving field of health law.”

As an academic fellow and lecturer on law at Harvard Law School’s Petrie-Flom Center for Health Law Policy, Bioethics and Biotechnology, Lawrence conducted independent research and prepared legal scholarship on health law issues, designed and taught a seminar at Harvard Law School entitled “Law and Medicine: The Affordable Care Act,” organized conferences and events exploring health reform, and mentored both law students and medical school students writing health law and policy scholarship.

Lawrence previously served as attorney advisor in the Executive Office of the President, Office of Management and Budget, Office of General Counsel in Washington, D.C., where he advised agency staff and senior officials on healthcare and Office of Information and Regulatory Affairs (OIRA) issues and provided technical assistance on legislation, regulations, and agency guidance. He also has several years of litigation experience as a trial attorney in the Civil Division of the Department of Justice, where he defended federal policies and programs challenged in the District Courts for the United States, usually as lead attorney for the government. At the Department of Justice, Lawrence specialized in Medicare and Affordable Care Act matters of first impression. He began his legal career as a clerk for the Hon. Douglas H. Ginsburg at the United States Court of Appeals for the D.C. Circuit. Lawrence’s research interests include health law, administrative law, insurance law, civil procedure, complex litigation, and elder law. His scholarship has been published in the New York University Law Review, University of Cincinnati Law Review, Fordham Law Review, and Indiana Law Journal.

Lawrence graduated magna cum laude from Brown University and earned his J.D. magna cum laude from New York University School of Law. There he was a Furman Scholar, Butler Scholar, Pomeroy Scholar, Lederman-Milbank Fellow in Law and Economics, and managing editor of the NYU Law Review.
