REPORT OF THE GENERAL MANAGER BOARD OF DIRECTORS MEETING OF JANUARY 25, 2019

Honorable Members:

RATIFY THE EMERGENCY ACTION OF THE GENERAL MANAGER RELATIVE TO THE REPAIRS RELATED TO THE FERRY TERMINAL FACILITIES AND THE M.S. SAN FRANCISCO

Recommendation

It is recommended that the Board of Directors ratify the action of the General Manager to authorize a contract with Bay Ship & Yacht Co. in the amount of $687,094.92 to repair damage to the M.S. San Francisco.

Background

On November 23, 2018, the M.S. San Francisco ran into the District’s Ferry Berths and the San Francisco Ferry Building Promenade. The vessel and facilities suffered significant damage, and immediate repairs of both the facilities and vessel were required in order to prevent the interruption or cessation of necessary District services. The District immediately commenced an investigation to determine the cause of the accident and an assessment of the extent of the damage.

In accordance with Public Contract Code Section 22050 and the District's Procurement Policy, the General Manager has the authority to waive the competitive solicitation process and to approve procurement of necessary equipment, services and supplies in the event of an emergency, when immediate action is required to prevent the interruption or cessation of necessary District services. Staff consulted with the District’s legal counsel and confirmed that the circumstances described above met the legal standard to permit waiver of the competitive process as an emergency procurement, subject to Board ratification for expenditures above the General Manager's procurement authority.

The District engaged engineering firms to develop plans to repair the vessel in an expedited fashion and to inspect the facilities, and engaged the services of Bay Ship & Yacht Co. to repair the vessel damage. The vessel is back in revenue service, with minimal disruption to the District's ferry schedule.

Fiscal Impact

The cost for work to date is $769,197.59, which includes the Bay Ship & Yacht Co. shipyard repair for $687,094.92, tugboat services for $4,152.65, San Francisco Terminal damage assessment services for $68,000, and Vector Controls System testing services for $9,950. Staff has reviewed these costs and determined that they are fair and reasonable. Sufficient funds are available in the FY 18/19 Ferry Division Operating Budget for vessel maintenance to cover this expenditure. Staff has notified the District's insurance carriers to obtain reimbursement for all covered costs, net of applicable deductibles.

The determination of remaining costs is pending for the Preliminary Repair Report, Investigation Services, Engine Control inspection, Gear Box inspection, and United States Coast Guard Services and San Francisco Ferry Building Promenade Repairs. The General Manager will provide the Board with regular updates as to the status of this work and costs.

DISTRICT BUS RIDERSHIP CAMPAIGN - RETHINK YOUR COMMUTE!

Beginning this month, the District is kicking off a months-long and multiplatform “Rethink Your Commute” campaign to encourage ridership on Golden Gate Transit bus service. The campaign was developed after conducting a series of focus groups with North Bay residents and reflects the feedback received from those sessions. Look for Golden Gate Transit ads in print, on the web, on radio, and TV over the coming weeks and months. Federal grant money was awarded to the District to pay 88% of the campaign costs.

BRIDGE TRAFFIC FOR THE MONTH OF NOVEMBER 2018

Bridge southbound traffic for the month of November was 1,553,446 vehicles as compared to the previous year’s total of 1,645,321 vehicles, which is less than a 6% change from the previous year. FasTrak® usage is 85% overall for November of 2018. This compares to 85% overall for the past rolling 12-months (December 2017 – November 2018). (Attachment 1)

PRESENTATION OF THIRTY YEAR SERVICE AWARD TO AIDA CAPUTO, CONTRACTS OFFICER, DISTRICT DIVISION

We are pleased to announce that Contracts Officer Aida Caputo, District Division, celebrated thirty years of service with the District on January 16, 2019.

Ms. Caputo joined the District on January 16, 1989, as a Part-Time Office Assistant and promoted to various positions such as Administrative Secretary in the General Manager’s office, Administrative Secretary to the Bus Transit Manager, DBE Program Administrator, Capital & Grant Programs Analyst and lastly promoting to her current position as a Contracts Officer on January 14, 2008. During her career with the District, Ms. Caputo was honored twice as employee of the month for February 1992 and for February 2015.

Prior to District service, Ms. Caputo was employed as a clerk-typist in the Budget Branch and later, the Finance & Accounting Branch of the U.S. Army Corps of Engineers, where she received a “Special Act” award and an “On-the-Spot” award for exceptional work performance.

Ms. Caputo was born in the Philippines and raised in San Francisco where she attended Lowell High School. She received an Associate in Science Degree emphasis in Business, a Bachelor Degree emphasis in Public Administration from the University of San Francisco, and a Certificate of Completion in Court Reporting from the City College of San Francisco.

Ms. Caputo currently resides in Petaluma with her husband Christopher Caputo. In her free time she enjoys spending time with her family and friends.

PRESENTATION OF TWENTY YEAR SERVICE AWARD TO COLIN P. MCDERMOTT, DIRECTOR OF FERRY OPERATIONS, FERRY DIVISION

We are pleased to announce that Director of Ferry Operations celebrated twenty years of service with the District on January 24, 2019.

Mr. McDermott joined the District as a Casual Deckhand in 1976, before promoting to Regular Full-Time Vessel Master, then promoting to his current position on August 20, 2012. Prior to joining the District, he was Captain/Company Pilot for Crowley Marine Services in Oakland, and a Captain for Dutra Construction in San Rafael.

PRESENTATION OF FIFTEEN YEAR SERVICE AWARD – DIRECTOR GERALD COCHRAN

We are pleased to announce that Director Gerald Cochran celebrates fifteen years of service with the District on January 27, 2019.

Director Cochran took the oath of office, joining the District’s Board of Directors on January 27, 2004, representing the county of Del Norte. Currently, Director Cochran serves as Chair of the District’s Governmental Affairs and Public Information Committee, and is a member of the District’s Building and Operating Committee and Finance-Auditing Committee.

Director Cochran has traveled to Washington, DC and to the State Capitol in Sacramento, CA as one of the delegates representing the Golden Gate Bridge District. He, along with the other members of the contingent, has advocated for state and federal funding on behalf of the District, to seek funds for projects such as the Bridge’s Seismic Retrofit, the Suicide Deterrent System and to obtain an additional ferry, and to advocate for drone legislation. He also presents updates to the Board regarding legislation that may directly affect the District.

In his professional life, Director Cochran was the Del Norte County Assessor from 1970 until he retired from the position in 2006. He also has an extensive history of civic service including: Past President of the Assessors Association (1979); Former Chairman of Sutter Coast Hospital Board of Trustees (1991-1996); and, Former Veterans Service Officer, Del Norte County (2004–2012). Director Cochran also served as a member of the State Board of Equalization Timber Advisory Committee (1976-2006), the Regional Water Quality Control Board, North Coast Region (2002-2006), the Rural Human Services Board of Directors (1987-2004). He attended Humboldt State University and served on the Humboldt State University President’s Advisory Board (1983-1996).

Director Cochran has a diverse record of community and civic service in Del Norte County including membership in the American Legion, the Crescent City Rotary and the Veterans of Foreign Wars, along with Treasurer of the Del Norte County Democratic Central Committee. He received a Life-Time Achievement Award from the Crescent City–Del Norte County of Chamber of Commerce in 2005. He also was a member of the Del Norte Resource Advisory Committee (RAC) and represented the RAC to seek federal funding in Washington, DC.

Director Cochran served honorably in the United States Air Force from January 1961 to November 1964. He was stationed in Tachikawa, Japan, Tan Son Nhut Air Base, Saigon, Republic of South Vietnam and Air War College at Maxwell AFB in Alabama.

Of special note, Director Cochran has been married to his wife Jackie for 54 years. He has been a longtime resident of Crescent City for 70 years. They have one daughter and one grandson.

EMPLOYEE OF THE MONTH – JANUARY 2019

After reviewing nominations submitted by District employees, the Employee of the Month Committee selected Thomas Morgan, Office Specialist, in the District Division, as the Employee of the Month for January 2019.

Mr. Morgan receives this prestigious award in recognition of his exemplary professionalism and patience. Every day, all day, Mr. Morgan assists a vast array of guests and visitors who at times may be frustrated, anxious, or confused when they come to the reception area and sometimes can become quite exasperated; for instance, when not understanding the electronic toll collection process. Mr. Morgan maintains his professionalism at all times despite these interactions and remains patient and understanding. He never interrupts them, and lets them describe their frustration and will then nicely explain what they need to do or offer them help with directions to the Welcome Center, FasTrak® website maneuvering, or directions on where to park, etc.

One specific incident exemplifies Mr. Morgan’s consummate professionalism and patience. A co- worker recalls that an unusually unhappy visitor came up to the reception desk and was very combative, so much so that the fellow co-worker was afraid for Mr. Morgan’s safety, and was close to alerting the Sergeant’s office. However, Mr. Morgan with his calm demeanor was able to diffuse the tense situation and even got the visitor to calm down and head off on their merry way.

Mr. Morgan’s job is at times a thankless one and along with his great approach to customer service and his regular daily tasks, his co-workers feel that he should be recognized for his contributions. Mr. Morgan is a perfect welcoming face to the District both for visitors to the Bridge and for fellow employees.

Mr. Morgan joined the District on January 11, 2016 as a temporary employee and achieved Provisional Office Specialist status on February 27, 2017, and on January 8, 2018, he was hired as an Office Assistant. Prior to District employment, Mr. Morgan held the following positions for the Oakland Marriott where he worked as a Food Buyer, Purchasing Manager and then Catering and Convention Services Manager.

Mr. Morgan was born in Suffolk, United Kingdom, and attended Lancaster High School, in South Carolina. Mr. Morgan attended the University of South Carolina and majored in History and English. Mr. Morgan served four years in the United States Navy assigned to the U.S.S. Enterprise and the U.S.S. Abraham Lincoln.

Mr. Morgan’s hobbies are reading, fiction writing, French, Italian and Mediterranean cooking and foreign languages.

EMPLOYEES OF THE YEAR 2018

The Employee of the Month Committee met and selected the following personnel in the Security and Roadway Services Departments as the Employees of the Year for 2018: Patrol Officers Daniel Belman, Michael Pia, Elpidio Rocha and Robert Smith; Sergeants Paul Fritz, Dominique Gabriel and Todd Roth; Roadway Services Supervisor Horacio Enriquez;and Roadway Services Technician’s Myron Griffin, Robby Jones, Jeremy Owens, and Miles Tupas. They receive this award in recognition of their outstanding coordinated response efforts during the traumatic critical incident that occurred on March 12, 2018, on the Golden Gate Bridge.

The Employees of the Year group will be recognized by Board President Sabrina Hernandez at the Board of Directors meeting on January 25, 2019.
