General Notes on the Stuart Highway
CHALLENGING TERRAIN NO MATCH FOR ENGINEERING INGENUITY Page 1 of 8 The concept and design of the Stuart Highway began in 1870 by the South Australian Government. Between 1911 and 1978 the Commonwealth and various state government departments utilised in house resources and consultants to continue development. The Northern Territory Government took responsibility for construction from 1978. The highway began in 1870 as a supply track along the Overland Telegraph and over 130 years later, it is now the Stuart Highway as we know it today. The Stuart Highway North connects Alice Springs with Darwin via numerous small towns and the two major centres of Tennant Creek and Katherine. The explorer John Mc Douall Stuart, on his third attempt, crossed the continent of Australia from Port Augusta to the north coast arriving 20 miles east of the mouth of the Adelaide River on 24 July 1862. Stuart’s Reports spoke highly of the potential of the country that he had traversed and based on Stuart’s advice South Australia had the land to its north excised and on 6 July 1863 the Northern Territory became the responsibility of South Australia14. In 1871 the Overland Telegraph line was constructed linking Port Augusta and the southern states with the recently established settlement of Palmerston. The undersea cable connecting Australia to the world through Java came ashore at Palmerston on Port Darwin. The Overland Telegraph followed the route taken by Stuart for a substantial proportion of its 1765-mile length. The alignment of the telegraph was kept cleared of trees, maintenance and resupply of stores for the telegraphers at the Repeater Stations, meant that traffic along the route was ongoing and “The Overland” became established. -

Tidal wave of construction and 1300 jobs heading for South Australia 11/10/2020 | Corey Wingard MP | More Jobs | Better Services A tidal wave of major construction is heading for South Australia with works starting on more than $1 billion worth of infrastructure projects within the next six months. The building boom kicks off this month and will support more than 1,300 jobs as the Marshall Government continues to build what matters to South Australians. Major construction begins on two of the biggest regional infrastructure projects ever undertaken in this state - the Port Wakeeld Overpass and Highway Duplication and the Joy Baluch AM Bridge Duplication Project. Showcasing a commitment to improving regional roads, next month shoulder sealing works will also begin on the Tod and Birdseye Highways. In metropolitan Adelaide, major construction works will start by the end of the year on the much anticipated upgrade of the intersection of Goodwood, Springbank and Daws Roads, as well as the Main North, Kings and McIntyre Roads Intersection Upgrade. Minister for Infrastructure and Transport Corey Wingard said these important projects will support our economy and deliver jobs at a time when our state needs it most will support our economy and deliver jobs at a time when our state needs it most. “The economic challenges our state is facing at the moment are unprecedented,” Minister Wingard said. “Getting major works started on infrastructure projects across South Australia will help keep the economy ring as we navigate our way through the COVID-19 pandemic. “Creating jobs is critical to our economic recovery and we’re delivering around 1,315 over the next six months in road infrastructure projects alone. -

Submission Number: 203 Date received: 14/03/14 Joint Select Senate Committee for Northern Australia I am Dr. Roger Higgins, a dentist in private practice in Pt. Hedland. I have lived and worked to the north of the Tropic of Capricorn since late 1999 and know how difficult it is to attract and retain long term good quality, well trained health professionals who are capable of providing comprehensive all round treatment. I moved from Darwin to Pt. Hedland in May 2012 and established from scratch a large well equipped dental practice because there was no similarly equipped practice here. I make this submission to you because I have a desire to see the permanent population here grow so that over time the benefits of larger societies can become incorporated into the life of a growing, dynamic successful community. It is to this end I seek to make a small contribution to this Select Committee. Please understand that I do not make these suggestions for purely selfish reasons. I have in fact moved from a bigger community into a much smaller one, rather than retire, because I saw that I had well developed skills that did not exist in Pt. Hedland. The North West is desperately under populated. We need in place mechanisms that will encourage people to relocate to this area so that they become permanent residents. The continued expansion of the Fly in Fly out (FIFO) population contributes very little to the communities where these workers are employed and benefits disproportionally the communities in which they reside. FIFO needs to be discouraged. -

Introduction: The Northern Territory Government is responding to an invitation from the Joint Standing Committee on Migration’s inquiry into migrant settlement outcomes. The Northern Territory Government agencies will continue to support migrants, including humanitarian entrants through health, education, housing and interpreting and translating services and programs. The Northern Territory Government acknowledges the important role all migrants play in our society and recognises the benefits of effective programs and services for enhanced settlement outcomes. The following information provides details on these programs that support the settlement of the Northern Territory’s migrant community. 1. Northern Territory Government support programs for Humanitarian Entrants Department of Health The Northern Territory Primary Health Network was funded by the Department of Health to undertake a review of the Refugee Health Program in the Northern Territory. The review informed strategic planning and development of the Refugee Health Program in the Northern Territory prior to the development of a tender for provision of these services. The primary objectives of the Program were to ensure: increased value for money; culturally safe and appropriate services; greater coordination across all refugee service providers; clinically sound services; improved health literacy for refugees; and flexibility around ebbs and flows -

3 Development Proposals Overview 3.1 The Committee has received many proposals for major capital infrastructure developments which would require direct government funding for facilitation. 3.2 This chapter lists these proposals and briefly identifies preconditions needed for them to proceed. The proposals are listed by category, then alphabetically. The projects described in this chapter are priority-listed in Chapter 5. Road Infrastructure Proposals 3.3 Roads are the vital connection for service delivery and the transport of produce between regional towns and centres across the nation. The condition of roads in the North is variable, with many being unsealed, or partially sealed, and subject to seasonal flooding.1 National Highways and Major Arterial Roads Bruce Highway—upgrading for flood mitigation, safety and capacity improvement north and south of Mackay and the provision of a dual carriageway between Edmonton and Gordonvale would sustain major developments north of Cairns and secure access to southern ports during severe weather events.2 Federal funding of $6.7 billion has been allocated 1 Australian Government, Green Paper on Developing Northern Australia, Canberra 2014, p. 33. 2 Mr Andre Wessells, Interim Chief Executive Officer, Regional Development Australia (RDA) Mackay–Isaac–Whitsunday, Committee Hansard, Mackay, 31 March 2014, pp. 1–2; Mr Tim Miles, Chair, Mackay Region Chamber of Commerce, Committee Hansard, Mackay, 31 March 72 PIVOT NORTH for upgrades over 10 years which include $3 billion for north Queensland.3 Central Arnhem Highway—Katherine to Nhulunbuy, Northern Territory—upgrading, with further upgrades of the Stuart Highway, would support community and industry development after the closure of Rio Tinto Alcan’s bauxite refinery in late 2014.4 Great Northern Highway—Pilbara and Kimberley region to Port Hedland, Western Australia—upgrading would improve the Pilbara– Kimberley road network.
