1. REDMANS ROAD AREA 1.11.11.1 Area Overview The Redmans Road area is the first of a series of residential areas that are being invested in to create better places to live, work and travel around. This area of the scheme is bounded by Mile End Road/Stepney Green/Stepney High Street/Stepney Way/Sidney Street as highlighted in Figure 1. A key feature of the scheme is to help improve the safety of the street, improve traffic calming in the existing 20 mph zone, and to improve the environment for local residents.

1.21.21.2 Consultation Process This consultation has been the result of a series of discussions and engagements with the residents of the Redmans Road area. It has involved the following processes:

• A series of 12 street notices were placed throughout the area advertising the online consultation

• Leaflets encouraging residents to partake in the online consultation were distributed to approximately 1800 addresses in the area

• A round of door-knocking was undertaken to reinforce the leaflet distribution and give residents the opportunity to fill in a physical copy of the survey if they did not have access to the internet

• A meeting was held with the head teacher of Smithy Street Primary School to discuss the proposed improvements outside the school

• Emails were sent out to schools in the area with an attachment of the leaflet that residents received. Smithy Street School were also given notices displaying the consultation website address to hand out to parents during school pick up / drop off

• Contact was made with a local community group ‘The Tower Hamlets Wheelers’ who have provided input on cycle improvements in the area

• A specifically designed email account was used throughout the consultation to provide a platform for direct correspondence. Details of this email correspondence can be found in Appendix B.

• A contact telephone number was included on the distributed leaflet, allowing residents or businesses to discuss any issues or concerns further

1.31.31.3 Online Consultation Format The traffic improvements in the Redmans Road area were presented for consultation in three proposals:

Propo sal 1: Road Safety Improvements Proposal 2: Road Closure and One Ways Proposal 3: Cycling and Walking Improvements

Users were asked a series of survey questions relating to each proposal and then given the opportunity to respond with their own comments; these responses were measured in three phases

1: Fixed response survey questions

Users are asked to what extent they agree with each proposal. Their responses can fall in to one of the five following categories: Strongly Disagree, Disagree, Neutral, Agree or Strongly Agree.

2: User Comments

After reading each proposal users are then given the opportunity to respond with their own written comments.

3: Interactive Map

Survey users are then given the opportunity to add additional improvements they wish to see to the area by plotting responses on an interactive map of the area. :

2. PROPOSALS 2.12.12.1 Proposal 1: Road Safety Improvements 2.1.1 Traffic Calming Measures Proposal 1 involves the introduction of traffic calming measures in the following roads:

• Jubilee Street: The removal of three existing speed humps and installation of new sinusoidal humps (Figure 2) along with a raised table at the junction with Smithy Street.

• Jamaica Street: The removal of three existing speed humps and installation of new sinusoidal humps along with a raised table at the junction with Smithy Street.

• Stepney Green: Two wider raised tables proposed to slow traffic and provide a safer, more convenient crossing place for pedestrians and the introduction of

additional sinusoidal humps.

2.1.2 Junction Improvements Proposal 1 also involves improving two of the key junctions in the area (Figure 3):

• Jubilee Street with Redmans Road

• Hannibal Road with Stepney Green

The junction improvements involve narrowing the carriageway to reduce pedestrian crossing paths; raising the carriageway to slow vehicles movements; providing additional road markings to warn drivers of the approaching junction; and improving vehicle sightlines.

2.22.22.2 Proposal 22:: Road Closure and One Ways 2.2.1 Cressy Place road closure Proposal 2 introduces a permanent road closure at the south section of Cressy Place to help address the issue of non-local traffic driving through the area (Figure 4). The proposed closure will only affect motorised vehicles, while pedestrians and cyclists will be able to pass through as usual. This will improve safety for local residents, in particular children and the elderly, while also providing a suitable place for boosting community activity. The closure will be designed with the help of local residents to ensure it is in keeping with its surroundings. As planned, the changes will result in no loss of car parking spaces.

2.2.2 Smithy Street one-way Proposal 2 also includes improvements to the public realm and carriageway outside Smithy Street Primary School. During school drop-off and pick-up times, the number of vehicles and specifically turning vehicles, clash with children's crossing routes and raises serious concerns about safety. The proposed plan involves narrowing a small section of the road and making the area one-way, west bound. This will provide extra footway space outside the school which could be used for trees, flower beds, cycle stands, and seating.

2.32.32.3 Proposal 3: Cycling and Walking Improvements 2.3.1 Proposal 3 outline Proposal 3 aims to make walking and cycling throughout the Borough easier, safer and more enjoyable. The proposal introduces blended crossings at side road junctions that have a low vehicle flow.

The design of a blended crossing is to extend the footway over the junction to make it clear that pedestrians have the right of way. This will also make access easier for people with wheelchair users and parents and careers with push chairs. These blended crossings have been proposed throughout the area, where we have low vehicle movements and higher numbers of pedestrians using the footway.

Proposal 3 also involves adding new advisory cycle lanes in both directions on Jubilee Street.

3. PUBLIC CONSULTATION RESULTS The online consultation for the Redmans Road area was run between the period of:

29/09/2016 to 21/10/2016

The total number of questionnaire responses was:

3.1.1 Fixed response survey questions As part of the consultation we asked a series of fixed response questions to see to what extent the public agreed with each proposal. Responses fall in to one of the five following categories: Strongly Disagree, Disagree, Ne utral, Agree or Strongly Agree.

3.1.2 Survey Comments After reading each proposal users are given th e opportunity to respond with their own comments allowing respondents to justify why they may or may not agree with the presented proposal. These comments were analysed and categorised based on the main themes of response.

3.23.23.2 Feedback for Proposal 1: Road Sa fety Improvements 3.2.1 Response based questions Question1: To what extent do you agree with the introduction of the new traffic calming measures? The traffic calming measures in Proposal 1 were generally well received with 78% of responders either agreeing or s trongly agreeing with the suggested measures. ( Figure 7)

Question 2: To what extent do you agree with the introduction of the new junction improvement measures? The junction improvement measures in Proposal 1 were similarly well received, with 85% of responders either agreeing or strongly agreeing with the suggested measures. ( Figure 8)

3.2.2 Comments for Proposal 1: Road Safety Improvements Despite an overall appreciation of the need for traffic calming measures in the area, there were some concerns raised over the effectiveness of the existing speed cushions . Some respondents mentioned that the existing features were often sped over by reckl ess drivers and that if the proposed measures were to be of similar design to the existing, they were likely to be ineffective.

Many comments concerned cycle safety, suggesting that traffic calming facilities should be cycle friendly and that junction impr ovements should be designed to avoid ‘pinch points’ for cyclists.

3.2.3 Summary for Proposal 1 • In general the traffic calming measures in Proposal 1 were well received by survey users. The high percentage of positive responses suggests that traffic calming and junction improvements in the area will be beneficial to the local community.

• Some residents felt that the proposed traffic calming measures wouldn’t go far enough to address speeding issues and mentioned that the existing features were ineffective.

• Cycle safety was highlighted as a key consideration

• The area of most concern for the residents was Redmans Road.

Recommendations  The measures that have been proposed are in line with the recommended traffic guidance from . This recommends a distance of 80 metres between features.

 In order to make the features more effective a different type of road hump will be installed. This will be full width sinusoidal humps, the profile of these humps helps to reduce vehicle speed while being easier for cyclist to navigate.

 It is also recommended that further traffic calming is placed on Redmans Road.

3.33.33.3 Feedback for Proposal 2: Road Closure and One Ways 3.3.1 Fixed response survey questions Question 3: To what extent do you agree with the improvements at Cressy Place? The proposed road closure on Cressy Place received positive feedback with 5 6% of responses falling in to the ‘Strongly Agree’ category ( Figure 10).

Question 4: To what extent do you agree with the improvements at Smithy Street? The improvements to Smithy Stree t were well received with 69% of respondents either ‘Strongly Agreeing’ or ‘Agreeing’ with the One Way proposal. ( Figure 11)

3.3.2 Comments for Proposal 2: Road Closure and One Ways The survey comments showed that there was a need to improve pedestrian safety on Smithy Street. However, some respondents felt the one-way proposal would be ineffective at addressing safety issues outside the school and that permeated filtering would present a more desirable solution. Other respondents highlighted that any changes to Smithy Street should include a safe and efficient system to allow parents to drop off / pick up their children near the school.

There is clear support for the closure of Cressy Place, however some people were concerned that improvements to Cressy Place would promote anti-social behaviour, rather than prevent it. They suggested public realm improvements may attract gathering youths or be susceptible to vandalism. There was also some concern expressed about how this would affect access for local residents.

3.3.3 Summary for Proposal 2 • The improvements to Smithy Street and Cressy Place were both met with positive response and are likely to help address some of the area’s major issues surrounding anti-social driving and pedestrian safety near schools.

• Pedestrian safety outside of Smithy Street School was raised as a major concern.

• Following consultation with the school users and analysis of the survey comments, it was revealed that some residents were concerned about the effectiveness of a

one-way system and felt that a road closure or permeated filtering system would be preferable.

• There were some comments from residents on the road closure at Cressy Place suggesting the new public space could attract anti-social behaviour, particularly in the evenings.

Recommendations  Despite adding an additional layer of pedestrian safety, a road closure on Smithy Street could lead to unwanted congestion and issues created by turning vehicles during school drop-off hours (something that has been highlighted as an existing problem on Smithy Street).

 An eastbound one-way system is recommended, incorporating additional safety features and a desirable public space for sustainable road users. This will provide implied priority to the needs of pedestrians and cyclists, whilst still maintaining a safe un-congested traffic route for drop-off vehicles.

 Although it cannot be determined if the new public area in Cressy Place will lead to an increase in anti-social behaviour it is recommended that street lighting should be prominent in the area and create a feel of safety. The overhang of trees in the area should also be maintained to create a clear view and not create any out of sight areas for anti-social behaviour to become apparent.

 As a result of the positive response from the consultation, it is recommended that both improvements are taken forward.

3.43.43.4 Feedback for PPProposal 3: Cycling and Walking Improvements 3.4.1 Fixed response survey questions Question 5: to what extent do you agree with the walking and cycling proposals? Question 5 was also met with positive feedback with 7 3% of respondents either agreeing or strongly agreeing with the policy, in addition out of all the questions, there was the lowest num ber of responses in the ‘Strongly disagree’ category. (Figure 13)

3.4.2 Comments for Proposal 3: Cycling and Walking Improvements The comments for Proposal 3 suggested a large number of respondents felt that advisory cycle lanes would be insufficient at improving cycle safety on Jubilee Street and a preference was expressed for installing segregated lanes instead. Further concern was expressed at the safety of blended crossings with some suggesting that they may cause priority confusion for road users or cause safety issues for those with reduced mobility.

3.4.3 Summary for Proposal 3 • The proposed cycling and walking improvements received a 73% positive response, suggesting an increase in the number of safe pedestrian crossings and improvement of cycling facilities will be of great benefit to the area.

• A number of residents felt that the proposed advisory cycle lanes on Jubilee Street, although an improvement on the current cycling facilities, should go a step further and be segregated from the carriageway.

• There were some concerns raised about pedestrian safety when using blended crossings.

Recommendations  The feasibility of putting a segregated cycle lane on Jubilee Street was looked into during the initial design of the proposals. Unfortunately, it was concluded that it was not possible on Jubilee Street without significantly reducing parking on either side of the road or changing the layout of the road to one-way. Residents are unlikely to support such a radical reduction in parking spaces especially as the Stepney area already has existing issues with parking. Incorporating cycle friendly

design and facilities wherever appropriate in the rest of the scheme will help to improve cycle uptake and safety in the area.

 It is instead recommended that advisory cycle lanes are implemented on Jubilee Street

 Blended Copenhagen style crossings have only been suggested at locations that have low vehicle flows. They have successfully been implemented in other parts of London including Clapham and as part of the Mini Holland improvements in Waltham Forest. They are designed to reinforce Rule 170 of The Highway Code, which states:

‘Pedestrians that have started to cross the side road have priority over vehicles turning into the side road’. (Gov.uk, 2016)

 As they are new to the borough there will be an adjustment period as people familiarise themselves with the new layouts. We recommend that during this adjustment period, additional signs are used to make road users aware of the changes.

It was clear from the comments that many of the respondents were concerned about issues of reckless driving, road users ignoring the 20mph zone speed limit and the inadequacy of current traffic calming measures, with frequent referral to a number of vehicle accidents that had occurred within the last few years.

Pedestrian and cycle safety were highlighted as key issues, in particular concern with child safety in the areas surrounding the two local primary schools on Smithy Street and Redmans Road and a general lack of safe pedestrian crossing points in the area.

The suggested improvements in this area will all be designed with these priorities in mind.

3.63.63.6 Interactive Map In addition to the survey, respondents were given the chance to suggest improvements in the area that may not have been covered by the three main proposals. Suggestions could be added via an interactive map as shown in Figure 16.

3.6.1 Response summary Table 1 shows the results of suggested improvements that residents proposed via the interactive map. Popular types of improvements from residents were improved public realm suggestions, more traffic calming and road closures. A full list of the associated comments can be found in Appendix AA.

3.6.2 Outcomes The interactive map provides suggestions for additional improvements that may not have been considered in the original proposal. Not all of the ideas suggested on the map will be feasible to implement at this stage, but some of the improvements could provide additional value to the scheme. Some of the more achievable suggestions have been summarised below.

Improved Public Realm

• Most of the public realm suggestions are calling for a general refresh of the area as people feel it may have been neglected in recent times.

• One of the main outcomes was a request for an improved safe passage for pedestrians and cyclists between Mile End Road and Redmans Road.

• The passage leading to Rinkoff Bakery at the north of Jubilee Street was highlighted as an area that would benefit from public realm improvements.

Recommendations  Assembly Passage could be made one-way to help reduce rat running from Mile End Road and provide a connecting route for pedestrians and cyclists from Jubilee Street to the cycle super highway. This will likely require additional traffic data analysis and is recommended as a future consideration.

 The area surrounding Rinkoff Bakery is on private land and improvements would require negotiation with the land owners. It is also recommended that this option is explored as part of future improvements to the area.

Pedestrian Crossings

• There were suggestions for a pedestrian crossing on Redmans Road, just outside the alleyway area connecting to Smithy Street School, west of the junction with Cressy Place and Hannibal Road.

Recommendations  This would be a useful crossing point to slow vehicle traffic on the approach to Redlands Primary School. It is recommended that this is included with the proposals

Traffic Calming

• Traffic calming measures were seen as an important aspect of improving the safety of the area.

• Many of the traffic calming measures plotted on the interactive map are focused around Redmans Road.

Recommendations  It is recommended that further traffic calming is installed on Redmans road, which will help in controlling vehicle speeds in the areas surrounding the local schools.

 The zebra crossing proposed near the junction with Cressy Place and Hannibal Road will provide added safety to pedestrians on Redmans Road.

Cycle Improvements

• There were also suggestions on the map for improved cycle facilities in the area, in particular introducing cycle lanes on Redmans Road.

• Consultation with a local community group ‘The Tower Hamlets Wheelers’ suggested general support for the proposals. They suggested some further provisions in the area to improve road use for cyclists

Recommendations

 It is recommended cycle symbols are postioned at key points including across junctions to make drivers more aware of cyclists at turning points and points of conflict.

 Following comments from ‘The Tower Hamlets Wheelers’ it is recommended that:

1. More cycle parking is installed at locations around the area 2. Sinusoidal inclines are designed into raised table features of similar profile to the proposed sinusoidal humps 3. Additional contra-flow cycling facilities will be added to one-way streets to allow free movement for cyclists in the area

 It is recommended that contra-flow cycling is made available on the existing one- way streets of Adelina Grove and Lindley Street

4.24.24.2 ConclusionsConclusions/recommendations/recommendations The final recommended scheme taking into consideration the consultation is in the attached drawings (1x area wide + 5x detailed). The main features of the scheme include:

 Traffic calming features will be installed at the proposed locations on the area map

 Additional sinusoidal humps are recommended on Redmans Road to address safety concerns

 Proposed road humps will be full width and sinusoidal in nature, providing a robust and cycle friendly solution

 Eastbound one-way improvements will be made outside the school in Smithy Street, with the detail design to be in co-operation with the school and relevant stakeholders.

 The closure at Cressy Place will be implemented with additional street lighting and with a well positioned public realm space to reduce the possibility of anti-social behaviour.

 Advisory cycle lanes will be placed in Jubilee Street to provide a north south route through the area.

 A new raised zebra crossing will be installed on Redmans Road, positioned along a key link to the two schools in the area.

 Cycle improvements will be made wherever appropriate to include: cycle parking, additional carriageway cycle logos, sinusoidal traffic calming features and contra- flow cycle lanes.

I am a resident of wexford house on Sidney street and the amount of traffic I see on a daily basis is out of control with noise disturbance and pollution which affects myself and many other local residents.

Lindley Street when joining Sidney Street should be left turn only with a traffic enforcement camera installed or a keep clear or yellow box on the junction. The amount of road rage I have seen is unbelievable.

222 I have noticed since the development on Mile End Road, which is a car free zone more cars are parked in Hannibal Road even though we was promised this would not happen. Hannibal Road becomes a car park due to people using Hannibal Road as a flow through to Mile End Road.

I have seen serious accidents and collision on Hannibal Road. Many cars have been scratched due to cars reversing. We need to make Hannibal Road one way either in from Mile End road or Redmans Road.

If Cressy House goes then it will cause more pressure on Hannibal Road and I see many issues arising with accidents and children.

333 I live on Jubilee Street and there is an endemic issue with boy racers currently, especially in the evenings. One house has already been a victim of this issue as cars seem to rev heavily and speed dangerously around the corner to Jubilee Street.

My suggestion would be to put in speed cameras in the region- the speeds that some of the cars reach whilst driving down Jubilee Street is frankly dangerous. Not only would this help make Jubilee Street a much safer street (especially given the number of families and cyclists that use the street) and reduce noise pollution but speeding fines could also raise a significant amount of revenue for Tower Hamlets. It is hoped that by placing significant financial deterrents for speeding, the community at large will benefit from a much safer and pleasant environment.

444 As part of the street works being planned for Stepney Green, please could you make good the road surface outside the block of flats at No 2 Stepney Green. The current combination of speed bumps and pot holes means that, when it rains, large puddles form in the kerbside dips and the water then gets sprayed over passersby and the front wall of No 2 Stepney Green (as you’ll see from the dark water stains over the front of that block).

We often have long tail-backs of traffic along Stepney Green, stretching from the Mile End Road junction as far back as Dunstan House. There is particularly a problem at weekend evenings. This arises from cars being parked on the south-west side of Stepney Green i.e. from outside Dunstan House to 12 Stepney Green – mainly used by non-residents to park and then visit evening screenings at the Genesis Cinema and events at the Waterlily suite. The local residents have to put up with the ensuing

traffic log -jams and loud horn honking for several hours. This kerbside is currently a single yellow line – I think the double yellow line should be extended from outside No 12 Stepney Green to the corner with Cressy Place (or further parking restrictions should be imposed). The road is simply too busy to accommodate parking on both sides at this point and still give enough room for two-way traffic.

As a solution, some arrangement could be made for public parking at the Anchor Retail Park. The Waterlily and Genesis should be encouraged to set up some arrangement with the Anchor Retail Park car park, which has capacity for around 130 cars – a significant opportunity to ‘clear the streets’.

555 I live in Stepney Green, near the Traffic Lights. I have lived here for 33 years, and I can honestly say it is a nightmare with the Parking and Traffic.

My husband can never park in surrounding area, so he has park in Cephas road, for 3 hours, because our Permit is in a different zone.

He has had window smashed on 3 different occasions, why can we not have Private Bays, outside our Houses. There has been a New Build across from our houses, why can they not use their estate for Parking?

Windows rattle with the volume of traffic, waiting to go through Traffic Lights.

It would be great if all Traffic could be Stopped in Stepney Green itself, and we could Have Private Bays.
