REDMANS ROAD AREA 1.11.11.1 Area Overview The Redmans Road area is the first of a series of residential areas that are being invested in to create better places to live, work and travel around. This area of the scheme is bounded by Mile End Road/Stepney Green/Stepney High Street/Stepney Way/Sidney Street as highlighted in Figure 1. A key feature of the scheme is to help improve the safety of the street, improve traffic calming in the existing 20 mph zone, and to improve the environment for local residents. Figure 111:1: Redmans Road Area Map showing proposed scheme impimprovementsrovements and area limits © Project Centre Public Consultation Report - Redmans Road Area 2 1.21.21.2 Consultation Process This consultation has been the result of a series of discussions and engagements with the residents of the Redmans Road area. It has involved the following processes: • A series of 12 street notices were placed throughout the area advertising the online consultation • Leaflets encouraging residents to partake in the online consultation were distributed to approximately 1800 addresses in the area • A round of door-knocking was undertaken to reinforce the leaflet distribution and give residents the opportunity to fill in a physical copy of the survey if they did not have access to the internet • A meeting was held with the head teacher of Smithy Street Primary School to discuss the proposed improvements outside the school • Emails were sent out to schools in the area with an attachment of the leaflet that residents received. Smithy Street School were also given notices displaying the consultation website address to hand out to parents during school pick up / drop off • Contact was made with a local community group ‘The Tower Hamlets Wheelers’ who have provided input on cycle improvements in the area • A specifically designed email account was used throughout the consultation to provide a platform for direct correspondence. Details of this email correspondence can be found in Appendix B. • A contact telephone number was included on the distributed leaflet, allowing residents or businesses to discuss any issues or concerns further © Project Centre Public Consultation Report - Redmans Road Area 3 1.31.31.3 Online Consultation Format The traffic improvements in the Redmans Road area were presented for consultation in three proposals: Propo sal 1: Road Safety Improvements Proposal 2: Road Closure and One Ways Proposal 3: Cycling and Walking Improvements Users were asked a series of survey questions relating to each proposal and then given the opportunity to respond with their own comments; these responses were measured in three phases 1: Fixed response survey questions Users are asked to what extent they agree with each proposal. Their responses can fall in to one of the five following categories: Strongly Disagree, Disagree, Neutral, Agree or Strongly Agree. 2: User Comments After reading each proposal users are then given the opportunity to respond with their own written comments. 3: Interactive Map Survey users are then given the opportunity to add additional improvements they wish to see to the area by plotting responses on an interactive map of the area. : © Project Centre Public Consultultation Report - Redmans Road Area 4 2. PROPOSALS 2.12.12.1 Proposal 1: Road Safety Improvements 2.1.1 Traffic Calming Measures Proposal 1 involves the introduction of traffic calming measures in the following roads: • Jubilee Street: The removal of three existing speed humps and installation of new sinusoidal humps (Figure 2) along with a raised table at the junction with Smithy Street. • Jamaica Street: The removal of three existing speed humps and installation of new sinusoidal humps along with a raised table at the junction with Smithy Street. • Stepney Green: Two wider raised tables proposed to slow traffic and provide a safer, more convenient crossing place for pedestrians and the introduction of additional sinusoidal humps. Figure 222:2: Representative photograph of a sinusoidal road huhumpmp © Project Centre Public Consultation Report - Redmans Road Area 5 2.1.2 Junction Improvements Proposal 1 also involves improving two of the key junctions in the area (Figure 3): • Jubilee Street with Redmans Road • Hannibal Road with Stepney Green Figure 333:3: Graphical representation of junction improvementsimprovements from Proposal 1 The junction improvements involve narrowing the carriageway to reduce pedestrian crossing paths; raising the carriageway to slow vehicles movements; providing additional road markings to warn drivers of the approaching junction; and improving vehicle sightlines. 2.22.22.2 Proposal 22:: Road Closure and One Ways 2.2.1 Cressy Place road closure Proposal 2 introduces a permanent road closure at the south section of Cressy Place to help address the issue of non-local traffic driving through the area (Figure 4). The proposed closure will only affect motorised vehicles, while pedestrians and cyclists will be able to pass through as usual. This will improve safety for local residents, in particular children and the elderly, while also providing a suitable place for boosting community activity. The closure will be designed with the help of local residents to ensure it is in keeping with its surroundings. As planned, the changes will result in no loss of car parking spaces. © Project Centre Public Consultation Report - Redmans Road Area 6 Figure 444:4: Representative iillustratllustratllustrationion of Proposal 2 road closure improvements at CresCressysy Place 2.2.2 Smithy Street one-way Proposal 2 also includes improvements to the public realm and carriageway outside Smithy Street Primary School. During school drop-off and pick-up times, the number of vehicles and specifically turning vehicles, clash with children's crossing routes and raises serious concerns about safety. The proposed plan involves narrowing a small section of the road and making the area one-way, west bound. This will provide extra footway space outside the school which could be used for trees, flower beds, cycle stands, and seating. Figure 555:5: Representative illustration of Proposal 2 iimprovemprovementsments at Smithy Street Primary School © Project Centre Public Consultation Report - Redmans Road Area 7 2.32.32.3 Proposal 3: Cycling and Walking Improvements 2.3.1 Proposal 3 outline Proposal 3 aims to make walking and cycling throughout the Borough easier, safer and more enjoyable. The proposal introduces blended crossings at side road junctions that have a low vehicle flow. The design of a blended crossing is to extend the footway over the junction to make it clear that pedestrians have the right of way. This will also make access easier for people with wheelchair users and parents and careers with push chairs. These blended crossings have been proposed throughout the area, where we have low vehicle movements and higher numbers of pedestrians using the footway. Proposal 3 also involves adding new advisory cycle lanes in both directions on Jubilee Street. PUBLIC CONSULTATION RESULTS The online consultation for the Redmans Road area was run between the period of: 29/09/2016 to 21/10/2016 The total number of questionnaire responses was: 676767 3.1.1 Fixed response survey questions As part of the consultation we asked a series of fixed response questions to see to what extent the public agreed with each proposal. Responses fall in to one of the five following categories: Strongly Disagree, Disagree, Ne utral, Agree or Strongly Agree. 3.1.2 Survey Comments After reading each proposal users are given th e opportunity to respond with their own comments allowing respondents to justify why they may or may not agree with the presented proposal. These comments were analysed and categorised based on the main themes of response. 3.23.23.2 Feedback for Proposal 1: Road Sa fety Improvements 3.2.1 Response based questions Question1: To what extent do you agree with the introduction of the new traffic calming measures? The traffic calming measures in Proposal 1 were generally well received with 78% of responders either agreeing or s trongly agreeing with the suggested measures. The junction improvement measures in Proposal 1 were similarly well received, with 85% of responders either agreeing or strongly agreeing with the suggested measures. ( Figure 8) Figure 888::: Results of Redmans Road survey Question 2 3.2.2 Comments for Proposal 1: Road Safety Improvements Despite an overall appreciation of the need for traffic calming measures in the area, there were some concerns raised over the effectiveness of the existing speed cushions .
