1. In view of your continued interest in the activities of subject and the ARABO-APRIKA Gesellschaft, we decided to try to establish conclu- sively whether or not subject was working for UPHILL. We have therefore expanded our CALLIKAK coverage to the telephone of the ARABO-AFRIKA and have obtained the hoped-for results. A translation of the one letter involved which was dated 19 January 1962 and mailed from the Hotel FENIX in Madrid is given below. We were unable to decipher a few words as indicated.

"Dear Frau HARTENbiEIN:

To begin, best wishes. I arrived here on Friday evening (12.1). The day before I. had an interesting visit with friends. Route National in the direction of Troyes, circa 19 km. to Champeaux (Seine-Marne). The secu- rity measures are not very strict. Stricter outside the 4 ha. estate. One drives through the town (Guiges) in the direction of Melun, 100 200 meters outside the town is a farm road to the left leading to the manor house which is in a woods. One first passes a radio vehicle with a police official who checks identity cards or passports against a permanent list or a 24-hour laissez-passer list issued by the Minister of Justice. The Justice Minister must inform the Algerian Minister. Permission for the day (not the night). Present were: LAGHZAOUSI - former police chief (for- mer collaborator of the Deuxieme Bureau, now head of the Officers Miri- f ice Approx. rendition; in original is followed by question mark/ des Phosphetes /approx. rendition/, lives—always at the Hotel Crillon, Paris, and CHERK I AOUI, brother-in-law of HASSAN, Ambassador of Morocco, Paris, PDI. In addition, but separately Ben YAYA, about in his early thirties, who went from Switzerland to Frankfurt. The Moroccans are supposed to persuade the five (BB /presumably Ben BELLA/ and friends) in Champeaux to agree to a compromise. BE and companions are verydistrustful of the Mor- occans despite their being kissing cousins /trotz Bruderkuessen/. Ben UHEDDAs mission, via Ben YAYA: nothing will be done without the "FIVE"; that is B. Uh. wants backstopping with BB. After the FLN has accomplished nothing in five years (exactly like the French), it is today also (like Paris) incapable of peace as it is incapable of continuing the war and victory. Therefore the agreement of BB, who shows no great enthusiasm tr compromise (nor does Charles Magnus), is being sought. Despite this,

BB wont sabotage the consideration of negotiations, but will help to find and produce a compromise. In any case, no peace at any price, which would compromise the partner in the future and jeopordize total indepen- dence. The latter is the goal and will always remain so.

The French demands; guarantees for the Algerian French wont be met. The 10% minority has control over 90% of the economy, administration, etc. The French demands are intended to perpetuate and imbed the bare minority of the French into public life, the economy, etc. per a constitution for an independent Algeria. This is not acceptable and will not be accepted. Such a Mortgage will be declined; if the Algerian negotiators /word il- legible/ in this manner, they will be removed tomorrow. FLN believes the French tactic is to put the blame for lack of success on the Algerians. There is no guarantee that any agreement will be ratified.

Mistrust: through concession to the FLN, the OAS will be forced to action .

Fear and worries: assasination attempt against the "FIVE" in Champeaux.

ASSAFI writes two letters; the first, dated 21 October 1961 is on the stationary of the Grand Hotel, Tripoli and the envelope bears the return address, "Box 500, Tripoli, Libya". The second is on the stationary of the Hotel Casino "UADDAN", Tripoli, and the return address on the envelope is that of the hotel.

PANAYOTI is mentioned in both letters and ASSAFI is in business con- tact with him concerning some land located outside Tripoli suitable for . a hotel. ASSAFI says that PANAYOTI does not know that ASSAFI knows RECHENBERG and requests that RECHENBERG send information concerning PANA- YOTIs discussions with RECHENBERG. ASSAFI describes PANAYOTI having good contacts in various circles concerned with international affairs.

Maria comes to Tripoli on 23 October supposedly on her way to Ghana but apparently goes to Malta and plans to go to Munich.

ASSAFI asks if GENOUD is with RECHENBERG since the latters letters have been in such good French.

ASSAFI and her brother whom she visited in England apparently spent some time visiting the RECHENBERG family in Bad T81z during 1960.

In a letter from Madrid GENOUD says that subject L is coming to Munich and will contact RECHENBERG.

We believe that Mme. BLOUIN is meant by a reference in a 24 November 1961 letter from GENOUD to "Madame" who is not going to Belgrade directly . but probably will be in Munich on 4 or 5 December.

Subject Q writes RECHENBERG concerning brochures the ARABO-AFRIKA is going to publish. KABBANI asks RECHENBERG to give his regards to GENOUD.

Subject R is mentioned in a letter with which GENOUD forwards a copy of the cover fr m "Sie und Er" which announces an article called "Naguib, Nasser und die Nazis" and purports to be the truth about Martin BORMANN. GENOUD says it would be well to take steps against this matter and....savs it smack of ALDENBERG and SASSEN. NOTE: We have been informed of Bonn Base that the article was written by Peter KUBAINS1CY ) under the penname of A. J. KEMP.

There is also one letter with an illegible signature mailed from Koeln on 3 November 1961 and written in French. The writer plans to visit Munich on 6 November and hopes that GENOUD will also be there. The writer also asks RECHENBERG to pass on his/her regards to "Madame".

A. GENOUD, BARKER, and OCONNOR are all involved in the publication of the EICHMANN memoires and the correspondence concerns fees for the memoires.

B. Dr. fnu GRADIN has apparently written something concerning Adolf EICHMANN which Vera EICHMANN obtained through her son, Klaus, and sent to Dr. SERVATIUS.

C. HABRACH is still concerned with the publication of SERVATIUS "Plaedoyer" in the EICHMANN case.
