WILTON MASTER PLAN CHAPTER I: VISION CHAPTER I: VISION INTRODUCTION Wilton’s current Master Plan was most recently updated in 1999. The Town of Wilton has changed markedly since 1999, as have the regional and national landscapes. In recognition that the Wilton Master Plan should be responsive to current conditions, the Planning Board began the task of updating the Master Plan Vision Chapter in 2012. A Master Plan Vision survey was distributed in the latter part of 2012 to find out why residents moved to and live in Wilton, what makes Wilton attractive now and what would make it better, and what the Community’s overall vision for Wilton is in the next 10 years. The Planning Board also held a Community Vision Workshop in 2013 to understand the trends and forces that are affecting the community, and to understand concerns and recommendations for Wilton’s housing, land use, transportation, community facilities, natural resources and recreation, and cultural and historic resources. WHAT MAKES WILTON ATTRACTIVE NOW? When residents were asked why the live in Wilton, a majority of respondents to the 2012-2013 community outreach stated that they value the small town feel and rural and historic character that Wilton provides while being within a reasonable distance to more populated destinations and services. Other common responses included the art and cultural community, private education, and Wilton’s charming downtown. Additionally, factors that were reported as contributions to Wilton’s quality of life included natural landscapes, safety, and knowing neighbors. A majority of respondents said that they plan to stay in Wilton beyond retirement. WHAT ARE AREAS OF CONCERN NOW AND IN THE FUTURE? In order to present recommendations, it is important to understand the Community’s concerns with respect to Wilton’s past, present, and future. A primary concern that was noted among residents are the high town and school taxes, preserving educational quality and future school facility needs, and the high cost of education. There are also concerns about the lack of commercial development, need for a thriving downtown, and a strong overall business base to support local employment opportunities. Residents expressed that opportunities for young people are minimal, keeping the workforce in Wilton is difficult, and mobility and opportunities for seniors is limited. Wilton residents are also concerned about the loss of rural character,

    Appendix A Public Meeting Notes New Hampshire Route 101 Corridor Plan Route 101 Corridor Study – Amherst, Milford, and Wilton Amherst-Milford-Wilton Public Meeting Notes September 4, 2002 6:30 – 8:30 PM A small group of residents attended the public meeting, which was held at the Milford Town Hall. Martin Kennedy, Assistant Project Manager, from Vanasse Hangen Brustlin’s Bedford office gave a presentation on the final recommendations for im- provement of Route 101. Following discussion, Jim Purdy, from Wallace Floyd De- sign Group gave a presentation on land use and development and landscaping rec- ommendations. It was noted that these recommendations had been well-received by officials in all three towns, and there was general support for the recommendations from those present. Specific comments were as follows: Traffic: • There was concern about the potential inconvenience of restricting left turns from side streets such as Saddle Hill Road in Amherst. Residents would have to travel to Joppa Hill Road in Bedford (approximately 1.5 miles) to reverse direction in order to enter their street from eastbound Route 101. It was suggested by the consultants that this tradeoff is necessary to manage access for reasons of both traffic flow and safety. The same issue was discussed in Bedford, where most of the Bedford Advisory Committee agreed that the turn restrictions are necessary and that many people already forego left turns which they believe are unsafe. There is a direct safety benefit for those people who are inconvenienced. • It was suggested that the total time required to go to a safe turn-around point such as the proposed Horace Greeley overpass would only be a couple of minutes and is not significant.

The intent of this examination is to validate the relatively high development potential of the corridor affirmed by the Town of Milford Planning Board and Community Development Department. This study incorporates use of GIS mapping, statistical tests in SPSS, relevant research, and structural and expert oriented surveys. The expert’s survey was administered to 68 Milford Officials to collect valuable opinionated information concerning the corridor.

[email protected] PUBLIC NOTICE The Southern New Hampshire Planning Commission (SNHPC) is currently updating the Coordinated Public Transit Human Services Transportation Plan (Plan) for the SNHPC Region. Federal transportation legislation requires that, as a condition for funding under the 5310 program of the Federal Transit Administration, proposed projects must be derived from a locally developed public transit human services transportation plan. The Coordinated Public Transit Human Services Transportation Plan for the SNHPC Region includes 1) an assessment of transportation needs of the SNHPC region; 2) an inventory of transportation services currently available in the SNHPC region; 3) the identification of strategies to address gaps in services and 4) prioritization of strategies and statement of action items. The draft Plan is currently available on the SNHPC website www.snhpc.org and at the SNHPC offices located at 438 Dubuque Street, Manchester, NH 03102. Interested parties are invited to review and offer comments on the draft Plan until the close of business on March 15, 2016. A public hearing to consider the changes and any comments is scheduled for March 22, 2016, beginning at 11:30 AM at the SNHPC offices in Manchester. Karen then asked each of the attendees to take a moment to introduce themselves. Karen and Marty Kennedy (VHB) briefing discussed the purpose of the study and the study methodology. The balance of the meeting was devoted to comments from those attending on issues, concerns, and possible solutions to be considered. Comments recorded are summarized below. A range of opinions was expressed.
