YOUNGER Pursuant to my responsibilities under the Constitution as chief law officer of California and my statutory responsibility to control and eradicate organized crime by conducting continuing analyses, research and the publication of reports on organized crime, on July 28, 1977, I established the Organized Crime Control Commission. I directed the Commission to report to me on the nature and scope of organized crime in California, the current efforts by local and state agencies to combat organ- ized crime, and, if appropriate propose recommendations to improve California's capability in combating organized crime. -
