Rules Except as modified by these sailing instructions and White Bear Yacht Club (WBYC) course diagrams, the races will be governed by The Racing Rules of Sailing 2017-2020, (Hereinafter referred to as “the RRS“), and the rules and scantlings of the following national sailing associations governing each class: Class A: National Class A Scow Association, except as amended by a majority vote of the WBYC Sailing Class A members, one vote per registered boat. Class E: National Class E Scow Association Class MC: MC Sailing Association Class C: National C Scow Sailing Association Class X: Inland Lakes Yachting Association Class Laser: International Laser Class Association Catamarans Shall conform to the scantlings of their builder’s one-design class rules. 2. Entries and Eligibility BY REGISTERING, YOU AGREE TO COMPLY WITH THESE SAILING INSTRUCTIONS. No yacht will be scored in any races until it is properly registered. No yacht will be considered properly registered until her owner/skipper has: Completed the WBYC Online Registration Form, Submitted a printed copy of the Online Registration Form and all fees payable to the Registrar by mail, and Verified acceptance of the Registration on the WBYC Sailing website (see below). This applies to all members including Proprietary and Sailing members. Registration Forms and any applicable fees must be postmarked at least 7 Days before said yacht will be scored in subsequent races. New sailing members (not registered in prior years or other WBYC Classes) may register at any time with no late fees and be scored immediately. Late registration fee schedule can be found on the Online Registration Form. Once registration has been accepted and logged by the Registrar, properly registered yachts will appear in a listing online at: http://www.wbycsail.org/wp/roster It is the responsibility of the yacht’s owner/skipper to visit this web page to verify registration. If your registration does not appear in the Roster seven days after submitting your registration, please contact the Registrar. Lasers: Lasers not registered at WBYC must submit proof of registration with an affiliated race program in order to WBYC Sailing Committee 2017 Sailing Instructions – Rev. 2.2 Page 1 of 12 be scored in a WBYC Laser series. Laser registration information must be submitted to the WBYC Registrar at least 7 Days prior to a race in order to be scored in subsequent races. Professionals: Prohibitions against professional competition do not apply. E Scows: All E Scows must comply with NCESA membership rules and properly display a valid membership sticker for the current year or they will not be scored. All Participants: ALL WBYC SAILING PARTICIPANTS ACKNOWLEDGE THAT SAILING IS AN ACTIVITY THAT HAS AN INHERENT RISK OF DAMAGE AND INJURY. COMPETITORS IN ALL WBYC RACES AND EVENTS ARE PARTICIPATING ENTIRELY AT THEIR OWN RISK. SEE THE RRS 4, DECISION TO RACE. THE RACE ORGANIZERS (ORGANIZING AUTHORITY, RACE COMMITTEE, PROTEST COMMITTEE, HOST CLUB, SPONSORS, OR ANY OTHER ORGANIZATION OR OFFICIAL) WILL NOT BE RESPONSIBLE FOR DAMAGE TO ANY BOAT OR OTHER PROPERTY OR THE INJURY TO ANY COMPETITOR, INCLUDING DEATH, SUSTAINED AS A RESULT OF PARTICIPATION IN WBYC EVENTS. BY PARTICIPATING IN WBYC EVENTS, EACH COMPETITOR AGREES TO RELEASE THE WBYC RACE ORGANIZERS FROM ANY AND ALL LIABILITY ASSOCIATED WITH SUCH COMPETITOR’S PARTICIPATION IN WBYC EVENTS TO THE FULLEST EXTENT PERMITTED BY LAW. 3. Racing Calendar The race schedule (races dates assigned to specific series and specified makeup dates) as approved by the WBYC Sailing Division Board at the beginning of the year cannot be altered without action by the Board. The final race schedule will be posted on the WBYC Sailing Division website prior to the opening day of registration. The days available for racing during the season will be determined by the Board. Class E, C, MC, X and Cats: The dates for Pre-Season, Twilight, August and Post Season Series will be the same for Class E, C, MC, X and Cat boats and will be determined by the Board. Class E, C, MC, X and Cat representative will notify the Fleet Manager of the dates for that fleet’s Championship, Championship Make Up, and Special Dates by Feb. 1. Class Laser and A: Class representatives will notify the Fleet Manager of the assignment of sailing dates to specific series, including makeup dates by Feb 1. All Classe: All makeup dates for a specific series must occur after the final regularly schedule date of that series. Any changes to race dates or assignment of dates to series must be posted to the WBYC Sailing web site at least two weeks before the dates of any of the affected races. All changes to the race schedule during the sailing season will be communicated to the sailing members via email. 4. Postponement Procedures In the following described postponement procedures in Sections 4, 4.1, and 4.2: A) a “race” refers to the group of races for different classes that all start in the same starting sequence (section 5); and B) the originally scheduled race time of the first (or only) race is “T1” and in the case of back-to-back races “T2” is the originally scheduled time of the second race. For sets of more than two back-to-back races, the subsequent races follow the same procedure as for the second race. There are two sets of postponement procedures, one for single races and another for back-to-back races. Back- to-back races are defined as a pair (or more) of races for which the scheduled starting time of the second or subsequent race is less than the time limit (see section 10) after the scheduled starting time of the first/previous race that day. The possible decisions of the Race Officer are listed in the tables below with the exception that the race(s) may be cancelled at any time by flying the N flag ( ) with 3 sounds. WBYC Sailing Committee 2017 Sailing Instructions – Rev. 2.2 Page 2 of 12 The Race Officer can end the postponement of Weeknight /Twilight race(s) at any time, but must give competitors a reasonable amount of time to gather in the starting area if the postponement is terminated prior to T1+59min. Decisions to end a postponement prior to T1+59min will be communicated to all competitors using flags with sounds and, as possible, phone & VHF messages. See section 5 for the latest times that a warning signal can be given for a Weeknight /Twilight race. Once a decision has been made to race and the fleets are on the lake, the Race Officer is permitted an additional thirty minutes beyond the times listed in the tables below to attempt a start of the first race or abandon the race. If the warning signal is given and subsequent recalls and/or line shifts cause a warning signal slightly later than T1 + 90 minutes, the races may be continued at the discretion of the Race Officer. Decisions made by the Race Officer during this period will be communicated to the fleets using flags and sounds. Phone and VHF messages are not required but may be used as a convenience for sailors and their families. Note: Please do not call the Race Information Phone Line in the minutes prior to a race decision (i.e.: T1-1 hour) as it can prevent the Race Officer from leaving a message. 4.1 Single Race Postponement Procedure Prior to the start of each racing session for a single race, the Race Officer will make decisions and take actions to communicate those decisions to the competitors as described in the following table. Decisions are in bold italics, actions are not. The originally scheduled race time is “T1”. Decisions are in bold italics, actions are not. The originally scheduled race time of the first race is “T1” and “T2” is the originally scheduled time of the second race of the back-to-back set. The second race will start no sooner than T2, but when the races are postponed or the first race takes longer than the scheduled interval between the races (T2 – T1), then the second race will start as soon as possible after the WBYC Sailing Committee 2017 Sailing Instructions – Rev.

TopCAT was specifically designed for the morphological analysis of seacliffs and 20 beaches but may be applied to other elongated features which experience topographical change, 21 such as stream beds, river banks, coastal dunes, etc. To demonstrate the capabilities of TopCAT 22 two case studies are presented herein. The first case examines coastal cliff retreat for a 500 m 23 section in Del Mar, California and shows that large failures comprised a large portion of the 24 total eroded volume and the average retreat rate does not provide a good estimate of local 25 maximum cliff retreat. The second case investigates the alongshore volumetric beach sand 26 change caused by hurricane Bonnie (1998) for an 85 km section in the Cape Hatteras National 27 Seashore, North Carolina. The results compare well (generally within 6%) with previous 1 28 investigations. These case studies highlight additional information gained through performing a 29 detailed, discretized analysis using TopCAT.

Its contents show the development, charm and beauty of FD sailing; with a review of events, trophies, results and the role past champions . Included are the IFDCO Foundation Rules and its byelaws which describe how the structure of the Class operate . Moreover, 2002 was the 50th Anniversary of the FD birth: 50 years of technical deve- lopment, success and fame all over the world and of Class life is a particular event. This new edition of the Class Book is a good chance to celebrate the jubilee, to represent the FD evolution and the future prospects in the third millennium. The Class Book intends to charm and induce us to know and to be involved in the Class life. Please, let me assent to remember and to express my admiration for Conrad Gulcher: if we sail, love FD and enjoyed for more than 50 years, it is because Conrad conceived such a wonderful dinghy and realized his dream, launching FD in 1952. Conrad, looked to the future with an excellent far-sightedness, conceived a “high-perfor- mance dinghy”, which still represents a model of technologic development, fashionable 3 water-line, low minimum hull weight and performance . Conrad ‘s approach to a continuing development of FD, with regard to materials, fitting and rigging evolution, was basic for the FD success.

Oral changes to the Sailing Instructions may be made on the water. Race Signal L will be displayed and all boats shall come within hail. Notification of the change will be given to, and acknowledgement received from, each boat. 3.4. Signals made ashore will be displayed from the flagpole at the Glass House. 3.5. When AP is displayed ashore, the warning signal will be made not less than 30 minutes after AP is lowered.

    2019 One Design Classes and Sailor Survey [email protected] One Design Classes and Sailor Survey One Design sailing is a critical and fundamental part of our sport. In late October 2019, US Sailing put together a survey for One Design class associations and sailors to see how we can better serve this important constituency. The survey was sent via email, as a link placed on our website and through other USSA Social media channels. The survey was sent to our US Sailing members, class associations and organizations, and made available to any constituent that noted One-Design sailing in their profile. Some interesting observations: • Answers are based on respondents’ perception of or actual experience with US Sailing. • 623 unique comments were received from survey respondents and grouped into “Response Types” for sorting purposes • When reviewing data, please note that “OTHER” Comments are as equally important as those called out in a specific area, like Insurance, Administration, etc. • The majority of respondents are currently or have been members of US Sailing for more than 5 years, and many sail in multiple One-Design classes • About 1/5 of the OD respondents serve(d) as an officer of their primary OD class; 80% were owner/drivers of their primary OD class; and more than 60% were members of their primary OD class association. • Respondents to the survey were most highly concentrated on the East and West coasts, followed by the Mid- West and Texas – though we did have representation from 42 states, plus Puerto Rico and Canada. • Most respondents were male.
