Cape Town International Convention Centre | 2017 Integrated Annual Report ABOUT THIS REPORT: its scope and parameters This report is compiled annually and contains data for the 2016/17 financial year, which runs from 1 July 2016 – 30 June 2017. As at the end of 30 June 2017, the CTICC consists of one operational building (CTICC 1) and the boundary of this report reflects the performance of CTICC 1 including CTICC 2 which was under construction. The most recent previously compiled report was made available at the CTICC’s Annual General Meeting on 25 October 2016 and contained information from the previous financial year (1 July 2015 – 30 June 2016).     Statement by the City’s Executive Mayor, Patricia de Lille Announcement of new Mayoral Committee The recent general elections have precipitated a change to the City of Cape Town’s Mayoral Committee (Mayco), with two previous members having taken up seats in the National Parliament. This has given me an opportunity to consider the best needs of the City and the kind of diverse leadership required to move our agenda forward across all platforms. As such, I have used the two vacancies to promote new councillors. I have also decided to strengthen our commitment to and work with South African Local Government Association (SALGA) by giving Alderman Demetri Qually more time to dedicate to his strategic chairmanship of SALGA Western Cape. Economic, Environment and Spatial Planning: Councillor Johan van der Merwe (new member of Mayco) Cllr van der Merwe has been promoted to Mayco for the first time. He has served the City Council for many years and has occupied leadership positions within and outside of the caucus. He has served on numerous boards and was instrumental in devising a new spatial approach to the greater Tygerberg region’s urban regeneration in the formation of the Greater Tygerberg Partnership.

In this dissertation, I study the growth in support for the Democratic Alliance (DA) party, which is the largest opposition party in South Africa. South Africa is a case of democratic dominant party rule, a party system in which fair but uncompetitive elections are held. I argue that opposition party growth in dominant party systems is explained by the strategies that opposition parties adopt in local government and the factors that shape political competition in local politics. I argue that opposition parties can use time spent in local government to expand beyond their base by delivering services effectively and outperforming the ruling party. I also argue that performance in subnational political office helps opposition parties build a reputation for good governance, which is appealing to ruling party ii. supporters who are looking for an alternative. Finally, I argue that opposition parties use candidate nominations for local elections as a means to appeal to constituents that are vital to the ruling party’s coalition.

    Response May 30th 2019 The New Cabinet President Cyril Ramaphosa’s cabinet contains quite a number of bold and unexpected appointments, and he has certainly shifted the balance in favour of female and younger politicians. At the same time, a large number of mediocre ministers have survived, or been moved sideways, while some of the most experienced ones have been discarded. It is significant that the head of the ANC Women’s League, Bathabile Dlamini, has been left out – the fact that her powerful position within the party was not enough to keep her in cabinet may be indicative of the President’s growing strength. She joins another Zuma loyalist, Nomvula Mokonyane, on the sidelines, but other strong Zuma supporters have survived. Lindiwe Zulu, for example, achieved nothing of note in five years as Minister of Small Business Development, but has now been given the crucial portfolio of social development; and Nathi Mthethwa has been given sports in addition to arts and culture. The inclusion of Patricia de Lille was unforeseen, and it will be fascinating to see how, as one of the more outspokenly critical opposition figures, she works within the framework of shared cabinet responsibility. Ms de Lille has shown herself willing to change parties on a regular basis and this appointment may presage her absorbtion into the ANC. On the other hand, it may also signal an intention to experiment with a more inclusive model of government, reminiscent of the ‘government of national unity’ that Nelson Mandela favoured. During her time as Mayor of Cape Town Ms de Lille emphasised issues of spatial planning and land-use, and this may have prompted Mr Ramaphosa to entrust her with management of the Department of Public Works’ massive land and property holdings.

    Draft – for discussion purposes Page 1 Rents and repurposing in the local state Crispian Olver, Department of Political Science, University of the Witwatersrand August 2019 Abstract The systemic nature of corruption in local government needs to be understood it terms of the social and economic forces acting on the state, particularly the formation of new classes and elites within the dynamics of the South African political transition. Through case studies of Cape Town and Nelson Mandela Bay the paper explores the way in which the economic advantages at the disposal of local government, referred to as rents, are distributed according to the power relations in cities. Regimes in each city wield effective power through an informal coalition of political, institutional and entrepreneurial actors. The regimes are distinguished in terms of the way that power is structured, the nature of the rents that are allocated, and their developmental outcomes. Cape Town’s ‘growth machine’ model, founded on intimate relationships between developers and political leaders, exercises centralised control over land rights which are allocated to established property interests. The weaker ‘clientelist’ regime in Nelson Mandela Bay distributes an ever decreasing pool of procurement rents to sustain a decentralised patronage based model. The paper suggests that the two regimes constitute the opposing poles of a spectrum of local governance arrangements. Despite the better development outcomes of growth machines, neither regime specifically advantages the urban poor. The paper concludes by suggesting ways in which socially inclusive urban regimes can be constituted and rents directed to better serve public interest. The problem of corruption in local government In the post-apartheid era, few corruption cases have captured the public imagination as did the “The Great VBS Bank Heist”, in which an little-known mutual bank was turned into an enrichment scheme for some 53 ‘persons of interest’ who irregularly received approximately R1,9 billion between 2015 and 2017.

    Patricia De Lille Patricia De Lille is Mayor of Cape Town. She is also Founder and Leader of the Independent Democrats Party. 1. A Pioneering Leader Patricia De Lille was born in 1951 in Cape Town. Her first job was as a laboratory technician in a chemical factory, and whilst working in this role she became a member of the South African Chemical Workers’ Union. De Lille quickly moved up the ranks of the trade union, rising from shop steward to regional secretary, to a member of the National Executive in 1983.i By 1988 De Lille had been elected Vice President of the National Trade Union Council, the highest position held by a woman in the trade union movement at the time.ii In 1989 De Lille was elected to the National Executive of the Pan Africanist Congress (PAC), which had close ties to the trade union movement. The PAC pursued Africanist policies for black South Africansiii, and at the time was outlawed under the Apartheid regime. De Lille led the PAC’s delegation in the constitutional negotiations that preceded South Africa's first democratic election in 1994, and was elected to Parliament as a member of the PAC in those first elections. She was also appointed Chairperson of the Parliamentary Committee on Transport in 1994 and was made the Chief Whip of the PAC.iv In April 2003 De Lille broke away from the PAC and formed a new party, the Independent Democrats (ID) which attracted a strong following amongst liberal voters.v In doing so, she became the first woman in South African history to start a political party which contested and won parliamentary seats.
