Overall, respondents indicated that the workshop was useful, presenters professional and informative and well organised.

It is my pleasure to provide this report on the financial affairs of QSport for the calendar year 2010.

As in previous years that I have been Treasurer, I commend the efforts of the QSport Office staff who are responsible day to day for raising, recording and reporting finances for me, my colleagues on the Board and ultimately the QSport membership.

Early in the year, the organisation lost the services of its Operations Manager Belinda Stark, who secured employment close to her home on the Gold Coast after a number of years excellent service in her role with QSport. Her work in presenting monthly statements and reports and monitoring our accounts and financial transactions was most appreciated by me and also our Chief Executive Officer Peter Cummiskey and Administration Officer Karissa Petersen on whom the bulk of financial issues fell in the intervening months before the arrival of Kylie Thomson as Operations Coordinator late in the year.

In saying that, I also acknowledge the short, four months’ contribution of Samantha Dunn in the intervening period in aspects of that role, a role that is vital in the proper maintenance of QSport’s financial affairs.

The overall result was a better than expected surplus of $46,381 which was due largely to State Government support and other sponsorship being increased over 2009 levels (the latter allowing for a one-off contra advertising contribution from The Courier-Mail towards the Queensland Sport Hall of Fame’s establishment) and all major expenditure categories coming in not only under budget but also the previous year’s figures.

Whilst Sport Awards expenditure was down due to lower than anticipated attendance (as was associated revenue), lower costs in Administration, Functions Other Than Awards and Staffing were the big contributors to the better than budgeted result, particularly as there was no discernable decrease in the performance of the organisation.

At year’s end, QSport remained in a sound financial position with all required provisions addressed, over $300,000 in retained member funds and a commitment from the State Government for extension of our contract for services into 2011-2013 for $275,000 per annum.

I commend the Balance Sheet and Financial Statements to members for perusal and acceptance.

1. INTRODUCTION

Sports Federation of Queensland is an association incorporated as an industry based collective. The financial statements of Sports Federation of Queensland are for the period 1 January to 31 December 2010.

Principal Activities The principal activity of the association during the year was the operation as the primary representative body for organised and affiliated sport in Queensland working to enhance and develop sport in Queensland.

Currency The financial report is presented in Australian dollars and amounts are rounded to the nearest dollar.

Registered Office The registered office of Sports Federation of Queensland is situated at Sports House, Cnr Castlemaine & Caxton Streets, Brisbane, Queensland 4064.

Authorisation of Financial Report The financial report was authorised for issue on the 28th day of February, 2011 by the Management Committee.

2. SUMMARY OF ACCOUNTING POLICIES

(a) Revenue Recognition

Sponsorship income is recognised upon invoicing of the sponsor in accordance with the terms and conditions of sponsorship. Adjustments are made to this revenue item when the sponsor’s invoice is received.

(b) Government Grants

Government grants, (including non-monetary grants at fair value) are not recognised until there is reasonable assurance that all conditions will be complied with and that the grants will be received.

Grants are recognised in the income statement over the periods necessary to match them with the related costs which they are intended to compensate, on a systematic basis.

(c) Receivables

Trade accounts receivable and other receivables represent the principal amounts due at balance date less any provision for doubtful accounts.

(d) Income Tax

The Association is exempt from income tax under the Income Tax Assessment Act.

(e) Property, Plant and Equipment

All property, plant and equipment are stated at cost.

Plant and equipment is stated in the financial statements at cost. All plant and equipment are depreciated over their estimated useful lives using the straight line method starting from the time the assets are held ready for use. The average depreciation rates per class of asset are as follows:

(f) Employee Benefits

Wages and Salaries, and Annual Leave Liabilities for wages and salaries and annual leave are recognised, and are measured as the amount unpaid at the reporting date at current pay rates in respect of employees’ service up to that date.

Long Service Leave The provision is measured at the present value of the estimated future cashflows in respect to services provided up to balance date. Liabilities are determined after taking into consideration estimated future increases in wages and salaries and past experience regarding staff departures. Related on costs are included.

Report on the Financial Report We have audited the attached financial report, being a special purpose financial report, of Sports Federation of Queensland Incorporated (the entity), which comprises the statement of financial position as at 31 December 2010, the statement of comprehensive income and statement of changes in equity for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the management committee’s statement.

Management Committee’s Responsibility for the Financial Report The management committee are responsible for the financial report and have determined that the accounting policies used and described in Note 2 to the financial statements which form part of the financial report are appropriate to meet the requirements of the Associations Incorporation Act of Queensland and are appropriate to meet the needs of the members. We have conducted an independent audit of the financial report in order to express an opinion to the members of Sports Federation of Queensland Inc. No opinion is expressed as to whether the accounting policies used, and described in Note 2, are appropriate to the needs of the members.

Auditor’s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. The financial report has been prepared for distribution to members for the purpose of fulfilling the management committee’s financial reporting requirements under the Associations Incorporation Act of Queensland. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared.

We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by those charged with governance, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence In conducting our audit, we followed applicable independence requirements of Australian professional ethical pronouncements and the Corporations Act 2001.

Qualification As is common for organisations of this type, it is not practical for the Sports Federation of Queensland Incorporated to maintain an effective system of internal control over income including the fund raising activities until their initial entry in the financial records. Accordingly, our audit in relation to income was limited to amounts recorded.

Qualified Auditor’s Opinion on the Financial Report In our opinion, except for the above mentioned matter, the financial report of Sports Federation of Queensland Inc. is in accordance with:

(a) the Associations Incorporation Act of Queensland, including:

i) giving a true and fair view of the entity’s financial position as at 31 December 2010 and of its performance for the year ended on that date in accordance with the accounting policies described in Note 2; and

ii) complying with Accounting Standards in Australia to the extent described in Note 2 and complying with the Associations Incorporation Act of Queensland; and

(b) other professional reporting requirements to the extent described in Note 2.

Basis of Accounting Without modifying our opinion, we draw attention to Note 2 to the financial report, which describes the basis of accounting. The financial report has been prepared and accounting policies adopted for the purpose of fulfilling the management committee’s financial reporting responsibilities under the Associations Incorporation Act of Queensland. These policies do not require the application of all Accounting Standards and other professional reporting requirements. As a result, the financial report may not be suitable for another purpose.

The audit opinion expressed in this report has been formed on the above basis.
