NORTH LANARKSHIRE COUNCIL Northern Local Area Partnership NORTHERN LOCAL AREA PARTNERSHIP Subject: Local Development Programme 1 NORTH LANARKSHIRE COUNCIL Northern Local Area Partnership NORTHERN LOCAL AREA PARTNERSHIP Subject: Local Development Programme 1 Date: 25 JANUARY 2007 1 Ref: DPT/O1/05/KG ~ 1 Purpose of Report 1.I This report seeks to update the Area Partnership of investment delivered and committed in the Northern Area through the Local Development Programme and to submit for consideration, new locations that could benefit from funding available in 2007/08. 2 Background 2.1 The Northern Area Local Development Programme comprises a funding package of f250,OOO from the Small Communities Programme of the Planning and Environment Department and f48,000 allocated from the Community Regeneration Fund along with additional funding streams such as the Estate Based Initiatives of the Housing and Property Department. These funding streams along with contributions from partners will be used to deliver the projects suggested by Members, community groups and the public to enhance the appearance and function of small public areas within communities across the Northern Area. 3 Local Development Programme 3.1 The Area Partnership of 7'h September 2006 was advised that 18 projects had been identified in the North Area. These projects have been subject to ongoing assessment in terms of costs and budget availability and on-site issues to determine deliverability. These are listed in Appendix One. 3.2 Local Members, community groups and the public have been encouraged to submit further project ideas for the 2007/08 Local Development Programme. In this respect, new Project ideas have been submitted for consideration and are detailed in the attached Appendix Two. 4 Implementation and Delivery 4.1 Significant positive progress has been made since the Area Partnership of 7'h September 2006 in terms of implementation and delivery of the 2006107 Programme. A detailed description of the improvements delivered can be found within Appendix One. 4.2 A number of improvement projects have been successfully delivered internally through partnership with NLC Grounds Maintenance and Estates, Housing and Property Services and the Planning and Environment Department. These improvements have made a significant positive impact on local environmental quality and community safety within the communities affected. 4.3 In addition to works carried out through internal partnerships, a community driven environmental enhancement project has been successfully delivered in Castlecary through an external contract. The resultant scheme has effectively complimented an existing memorial garden and has been enthusiastically commended by Castlecary Community Council. 4.4 Further to the schemes successfully delivered, contracts have now been let for the delivery of the improvement schemes drawn up by Connon Design Associates for sites within Kildrum, North Carbrain, Queenzieburn and Cumbernauld Village. It is anticipated that work on site to deliver the North Area Small Communities contract will have commenced by the end of January 2007. 4.5 It is envisaged that the Lochlea Road Former Play Area contract will be phased over this and next financial year due to the scale of work and investment involved. Work on site is anticipated to commence in February 2007. 5 Financial Considerations 5.1 Appendix One details the projects that have been delivered and are committed for investment through the 2006107 Local Development Programme. It should be noted that some of the schemes within Appendix One will be supported by additional funding sources or may be delivered over this and the following financial year. 5.2 All commissions and contracts will be carried out in accordance with the Council’s Contract Standing Orders and Financial Regulations. 6 Recommendat ion 6.1 That the Partnership: (i) Notes progress of the Projects previously approved by the Area Partnership (ii) Agrees that the projects highlighted in Appendix Two be considered for inclusion in the programme for 2007/08 and (iii) Agrees that progress in delivering the Programme be reported to future meetings of the Area Partnership. An external contractor has successfully delivered the scheme. Greenlea Road Right of 21 5,000 Way, Muirhead Greenrigg Rd, Carbrain 3,500 Services Department. ~ Kilsyth Miner's Memorial DELIVERED Installation of new benches and bins within the Miner's Memorial and John f3,600 23,600 Square Jarvie Squares, Kilsyth. The new benches and bins have been ordered from a specialist street furniture company and are to be installed by the (end of January 2007 by NLC Community Services. North Carbrain Landscape IELIVERED I Improvement of the local environment and community safety through thelf30,OOO :30,000 implementation of landscape management works at selected locations within North Carbrain. The works have been implemented successfully through collaboration with NLC Grounds Maintenance. iite & Address status Description LDP Total Project Investment costs 06/07 jtepps Public Park 3ELIVERED Replacement of fencing along the Blenheim Avenue edge of the park and f8,000 f8,000 provision of new litter bins. The works have been delivered in partnership with NLC Community Services Department to complement previous improvements carried out within the park. -he Gully, Carbrain DELIVERED Phase One overgrowth clearance works at the north entrance to the Gully f16,000 f300,000 have been delivered in conjunction with NLC Community Services. Additional phases of work are planned for delivery in 2007/08 to comprehensively address community safety and landscape management issues experienced within the Gully. (ilsyth Road, Queenzieburn WORKS Resurfacing and drainage works to the car park at the rear of Nos. 10-24 f1 1,000 f1 1.000 COMMENCED Kilsyth Road, Queenzieburn. Works to be delivered in partnership with Housing and Property Services through established contractual arrangements. ifton Road, Kildrum CONTRACT Connon Design Associates have devised a scheme of landscape f35,000 f35,000 LET improvements and new railings along Afton Road with provision of additional car parking by Nos. 24a -249. Work on site to commence by the end of January 2007. -ormer play area, Lochlea CONTRACT Connon Design Associates have drawn up a scheme for landscape f75,000 f160,000 Xoad, Kildrum LET improvement works to open up this enclosed space, prone to anti-social behaviour, and enhance local environmental quality. Work on site is to commence in February 2007. Aeadowside Road/Kilsyth CONTRACT Connon Design Associates have devised a scheme to improve safety at f6,000 f6,000 Xoad, Queenzieburn LET the top of the slope through the installation of new fencing. Works are due to commence on site by the end of January 2007. rlorth Carbrain Planters CONTRACT Connon Design Associates have drawn up the details for removal of f3,000 f3,000 LET problematic planters at 125-133 Torbrex Road and replacement with a suitable alternative. Works are due to commence on site by the end of January 2007. Site & Address status Description LDP Total Project Investment costs 06/07 Smithyends, Village CONTRACT Connon Design Associates have devised a scheme of landscape f25,000 €25,000 LET improvement works to reduce the sense of enclosure and enhance ease of movement through this key footpath network. Works on site are due to commence by the end of January 2007. I bloodiesburn, Larchfield ICOMMITED Resurface unsightly and dangerous slabbed area to the front of the local f13,000 €1 3,000 ?oad shops at Larchfield Road, Moodiesburn. The works are to be delivered within the Planning and Environment Department through collaboration with Roads Network this financial year. 3roadwood Loch Boardwalk DESIGN WORK Completion of the missing link within the Broadwood Loch footpath f50,000 €1 50,000 COMPLETED network in conjunction with NLC Community Services Department. The Project will be delivered in partnership with Community Services through the appointment of an external contractor. The Carrickstone DESIGN WORK Small scale environmental improvement and interpretation works to f5,000 €5,000 COMPLETED enhance the immediate setting of the Carrick Stone Scheduled Ancient Monument. A formal decision on a Scheduled Monument Consent application is expected imminently from Historic Scotland. lorlin Road, Cardowan OTHER On further assessment, it appears that this proposal relates to building fO €0 FUNDING works and as such is not appropriate for funding through the Local SOURCES Development Programme, which seeks to address Open Spaces and

This period saw massive volcanic eruptions, tropical forests and warm tropical seas. In the more recent Ice Ages we were buried beneath a one km thick ice sheet. This eventful geology produced a variety of rocks and scenery that have been the building blocks of our communities and industry.

It is formed by the progressive biological and thermal degradation of vegetation, which is consolidated between other sedimentary rocks, notably seatearth, mudstone, siltstone and sandstone, to form coal seams (layers). These vary in thickness from a few centimetres up to rarely 3.5 m, although exceptionally thicker seams may also occur. Almost all onshore coal resources in Scotland occur in rocks of Carboniferous age (300 - 330 million years old) and the main strata containing coal seams at fairly regular intervals are referred to as 'Coal Measures'. The Clyde valley includes part of the Central Coalfield of Scotland and the Douglas Coalfield. The coal seams are mostly found in the Limestone Coal Formation, the overlying Upper Limestone Formation and the Lower and Middle Coal Measures. The Upper Coal Measures is essentially barren of coal. The Passage and Lawmuir formations have also been worked in the past. The majority of the INVERCLYDE, WEST DUNBARTONSHIRE, coals in the area are good quality and have low sulphur and ash contents. Most of the Coal Measures lie on BARGEDDIE 1 SALSBURGH 2 the western limb of the syncline, which is a complex and faulted structure with many subsidiary structures such as the Salsburgh CRAIGHEAD Anticline in the south-west of coalfield and the gently dipping Lanarkshire basin in the south.
