1 Purpose of Report

1.I This report seeks to update the Area Partnership of investment delivered and committed in the Northern Area through the Local Development Programme and to submit for consideration, new locations that could benefit from funding available in 2007/08.

2 Background

2.1 The Northern Area Local Development Programme comprises a funding package of f250,OOO from the Small Communities Programme of the Planning and Environment Department and f48,000 allocated from the Community Regeneration Fund along with additional funding streams such as the Estate Based Initiatives of the Housing and Property Department. These funding streams along with contributions from partners will be used to deliver the projects suggested by Members, community groups and the public to enhance the appearance and function of small public areas within communities across the Northern Area.

3 Local Development Programme

3.1 The Area Partnership of 7'h September 2006 was advised that 18 projects had been identified in the North Area. These projects have been subject to ongoing assessment in terms of costs and budget availability and on-site issues to determine deliverability. These are listed in Appendix One.

3.2 Local Members, community groups and the public have been encouraged to submit further project ideas for the 2007/08 Local Development Programme. In this respect, new Project ideas have been submitted for consideration and are detailed in the attached Appendix Two.

4 Implementation and Delivery

4.1 Significant positive progress has been made since the Area Partnership of 7'h September 2006 in terms of implementation and delivery of the 2006107 Programme. A detailed description of the improvements delivered can be found within Appendix One.

4.2 A number of improvement projects have been successfully delivered internally through partnership with NLC Grounds Maintenance and Estates, Housing and Property Services and the Planning and Environment Department. These improvements have made a significant positive impact on local environmental quality and community safety within the communities affected. 4.3 In addition to works carried out through internal partnerships, a community driven environmental enhancement project has been successfully delivered in through an external contract. The resultant scheme has effectively complimented an existing memorial garden and has been enthusiastically commended by Castlecary Community Council.

4.4 Further to the schemes successfully delivered, contracts have now been let for the delivery of the improvement schemes drawn up by Connon Design Associates for sites within Kildrum, North Carbrain, Queenzieburn and Village. It is anticipated that work on site to deliver the North Area Small Communities contract will have commenced by the end of January 2007.

4.5 It is envisaged that the Lochlea Road Former Play Area contract will be phased over this and next financial year due to the scale of work and investment involved. Work on site is anticipated to commence in February 2007.

5 Financial Considerations

5.1 Appendix One details the projects that have been delivered and are committed for investment through the 2006107 Local Development Programme. It should be noted that some of the schemes within Appendix One will be supported by additional funding sources or may be delivered over this and the following financial year.

5.2 All commissions and contracts will be carried out in accordance with the Council’s Contract Standing Orders and Financial Regulations.

6 Recommendat ion

6.1 That the Partnership:

(i) Notes progress of the Projects previously approved by the Area Partnership (ii) Agrees that the projects highlighted in Appendix Two be considered for inclusion in the programme for 2007/08 and (iii) Agrees that progress in delivering the Programme be reported to future meetings of the Area Partnership.
