Submitted: April 9, 2008 INTRODUCTION This petition is brought against the United States of America for violating the rights of Khaled El-Masri, a German citizen and victim of the U.S. “extraordinary rendition” program. In December 2003, while on vacation in Macedonia, Mr. El-Masri was apprehended and detained by agents of the Macedonian intelligence services. While in their custody, Mr. El-Masri was harshly interrogated. His repeated requests to meet with a lawyer, family members, and a consular representative were denied. After twenty-three days of such treatment, Mr. El-Masri was handed over to the exclusive “authority and control” of agents of the U.S. Central Intelligence Agency. These agents beat, stripped, and drugged Mr. El-Masri before loading him onto a plane and flying him to a secret CIA- run prison in Afghanistan. There, Mr. El-Masri was detained incommunicado for more than four months. -

INTRODUCTION Jamal Abdullah Kiyemba, Bisher al-Rawi, Jamil al-Banna, Shaker Abdur-Raheem Aamer, and Omar Deghayes are currently in the custody of the United States government at Guantanamo Bay, Cuba.2 A citizen of Uganda, an Iraqi exile, a Jordanian refugee, a Saudi citizen, and a Libyan exile, respectively, these men form an unlikely group; yet, each share one common trait. -

Afghanistan: Post-Taliban Governance, Security, and U.S. Policy (name redacted) Specialist in Middle Eastern Affairs (name redacted) Analyst in Middle Eastern Affairs November 7, 2017 Congressional Research Service 7-.... www.crs.gov RL30588 Afghanistan: Post-Taliban Governance, Security, and U.S. Policy Summary The United States, partner countries, and the Afghan government are attempting to reverse recent gains made by the resilient Taliban-led insurgency since the December 2014 transition to a smaller international mission consisting primarily of training and advising the Afghanistan National Defense and Security Forces (ANDSF). The Afghan government has come under increasing domestic criticism not only for failing to prevent insurgent gains but also for its internal divisions that have spurred the establishment of new political opposition coalitions. In September 2014, the United States brokered a compromise to address a dispute over the 2014 presidential election, but a September 2016 deadline was not met for enacting election reforms and deciding whether to elevate the Chief Executive Officer (CEO) position to a prime ministership. The Afghan government has made some measurable progress in reducing corruption and implementing its budgetary and other commitments. It has adopted measures that would enable it to proceed with new parliamentary elections, but no election date has been set. The number of U.S. forces in Afghanistan, which peaked at about 100,000 in 2011, is about 9,800, of which most are assigned to the 13,000-person NATO-led “Resolute Support Mission” (RSM) that trains, assists, and advises the ANDSF. About 2,000 of the U.S. contingent are involved in combat against Al Qaeda and other terrorist groups, including the Afghanistan branch of the Islamic State organization (ISIL-Khorasan), under “Operation Freedom’s Sentinel” (OFS). -

Page 1 of 4 All Party Parliamentary Group on Extraordinary Rendition House of Commons Press release: Immediate, 26 February 2009 Andrew Tyrie calls on the Government to conduct a comprehensive inquiry into its involvement in the US rendition programme, following the MOD’s admission that people captured by UK Forces were rendered to Afghanistan for interrogation by the US. “Since the All Party Parliamentary Group on Extraordinary Rendition was created, I have made a number of specific allegations: that the UK has facilitated rendition; that Diego Garcia was used for this purpose; that our Armed Forces were dragged into rendition.” “Each of these was categorically denied. A recent MOD review of detention practices condemned as ‘baseless’ speculation that the MOD was complicit in rendition. Yet all of them have turned out to be true, confirmed in three Ministerial Statements over the past year, and a High Court judgment.” “US assurances that it does not use torture are unreliable, as the Foreign Affairs Committee concluded in its Human Rights Annual Report published last year.” “Given that all previous assurances have been baseless, we can have no confidence in the ones we are being given now. The Government must now carry out a comprehensive inquiry in order to bring closure to this sorry business.” Ends. Notes to editors The APPG has been investigating this issue since 2007.
