Although the roots of the issue are decades-old, new legislation passed late last year built upon the hardships farmers faced during the pandemic and created one of the largest protest movements in human history. This situation has led to an immense wave of unrest as this segment of the population loses faith in their government. Keywords: India, Protests, Unrest, Public Policy Introduction In August of 2020, the Parliament of India announced three new agricultural acts which sought to reform India’s farming industry. The so-called Farm Bills were made into law in the following September, prompting massive protests on behalf of farmers from several Indian states. The bills, in essence, deregulate certain aspects of the agricultural sector, such as minimum selling price and stockpiling limits, which were set up to protect the majority of India’s farmers who rely on such protections to compete with large corporations. They also create the foundations of an electronic trade network, an amenity that few farmers can afford, emboldening national and global corporations. The farmers in several lesser-developed states saw the bills as an affront to their livelihood so that the Indian government could attract foreign private investment. Since these initial demonstrations, the protests have grown exponentially, and farmers’ unions have put out a list of demands that would put an end to the tension.

    Indian Public Policy Review 2021, 2(3): 41-64 Radically Networked Societies: The case of the farmers’ protests in India Prateek Waghre* Abstract This paper analyses India’s ongoing farmer protests movement through the lens of the Radically Networked Societies (RNS) framework. Building on prior RNS-based case studies, the paper contends that this movement is marked by a combination of allied and opposing RNS groups. These RNS groups are characterised by the existence of overlapping identities operating across a mix of existing and instantaneous networks coalescing around their respective common causes of opposing the three farm laws enacted by the Union government and opposing this opposition itself. The ensuing interactions result in amplifying and sustaining adjacent and opposite RNS groups. The paper concludes that the hitherto weak bonds underlying spontaneous networked movements will be supported by hardening ties based on political identities that also transcend international boundaries. This can result in sharper responses by states which may be tempered by international pressure or scrutiny in the short term. Alternatively, an increasing number of protest movements for extended periods could lead to a flattening of responses and waning levels of attention.     TIF - Coming of Age of India’s Youth Climate Movement NAGRAJ ADVE April 2, 2021 Youth from Fridays for Future India protest in Haridwar demanding climate justice as part of a global climate strike on 25 September 2020 | 350.org (CC BY-NC-SA 2.0) A nascent but rapidly growing movement in India of young people — school and college students — concerned about climate change is now confronted with having to deal with the chilling effects of police charges on some of their fellow-activists. The arrest in February of Disha Ravi, a 22-year-old member of the climate change organisation Fridays for Future (FFF) India, on charges including sedition and criminal conspiracy, and warrants issued against two members of Extinction Rebellion (XR) India, Nikita Jacob and Shantanu Muluk, have severely jolted innumerable climate activists, students, and other young people in this country. After spending five days in custody, Ravi was released on bail. As of early March, the three activists were being questioned daily by the police in Delhi. Why these three — and possibly more — activists are being targeted is to some degree a matter of speculation.
